MINUTES OF THE REGULAR CITY COUNCIL

A Meeting of the City Council of the City of Rexburg, Idaho, Madison County, was held
on Wednesday, the 18th of August, at the hour of 7:30 P. M. at the City Hall at which
meeting there were present and answering roll call, the following, who constituted a
quorom:
Mayor: John C. Porter
Councilman: Nile Boyle
George Catmull
Warren Porter

Minutes of the July 14th council meeting were read. Councilman Barton Jensen moved the
minutes be approved with the corrections discussed. Councilman Nile Boyle seconded.

RE: MINUTES OF AUG. 4th APPROVED
Minutes of the August 4th council meeting were read. Councilman Nile Boyle moved-the
minutes be approved as corrected. Councilman Morgan Garner seconded.

RE: MARVIN BRESEE REQUESTED A CHANGE OF ZONING
Marvin Bresee at 145 East 2nd North has requested a change of zoning from his lot to the
middle of the block. They wish to rezone residential before rebuilding their homes.
Councilman Barton Jensen suggests rezoning approximately 150 feet deep only. The Mayor
advised that there would have to be a public hearing set. This will be held Sept. 15.
RE: REQUEST FOR WATER AND SEWER LINES TO BE EXTENDED
A1• Knutson, owner of the Northside-Mobil Village, on North 2nd East, requests the water
and sewer lines be extended north to serve his trailer court. The Mayor advised that the
water would be no problem as the City had in the 1976 budget enough to extend the water
lines across the river. The sewer lines are more of a problem. It would require a lift
station to get sewer service. Mr. Knutson stated he would be willing to go in on an
LID to share the cost of a lift station. Mayor Porter advised that the public health
thinks the city may be able to get federal grants to extend sewer lines in the city,
and upgrade the sewer lagoons. Mayor Porter will get in contact with the engineers about
getting the sewer lines put in.
RE: Planning Hoard's MINUTES FOR SHOPPING CENTER
ayor Porter read the minutes of the planning board concerning the plans for a shipping
enter west of the city. The planning board felt all members of the board should have
ime to study and check the city comprehensive plan before making any rulings. They wish
to wait. They will report at the September 15 Re-zoning hearing.
RE: PROPERTY REZONED LDS CHURCH TO BUILD STAKE CENTER
Dr. M. F. Rigby asked if there was a chance the property could be rezoned even though
the building would not start for two years or until 1978. People have favored moving
into this area but would need to know something definite soon. The LDS church wishes
to build a stake center there. It would take--at least two years to plan and build.

Mayor Porter advised that the next planning board meeting will be September 9th; they
can make their recommendation then. Councilman Barton Jensen moved the public hearing
be set for September 15th which would be the next council meeting after the planning
board meeting. Councilman Morgan Garner seconded.

RE: HEARING SCHEDULE SAME TIME AS DAUM INDUSTRIES
Jim Hamilton asked the council to schedule a hearing for the same time for the Daum
Industries proposed shopping center west of the golf course. Councilman George Catmull
moved that the hearing on this shopping center be scheduled for September 15th to
coincide with the other hearing. Councilman Barton Jensen seconded.
RE: NEW PLAN5 FOR THE GROUNDS AROUND JUNIOR HIGH SCHOOL

The School Board has submitted a new plan to the council for the gounds around the
Junior High School. The street, (1st West, between Main and 1st North) has
previously been closed on a temporary agreement between the city and. the school district.
The Hilton. property has been sold to Roger Ferguson. It lies in the center of the school
property and Mr. Ferguson wishes to trade it for another piece of property owned by the
school. The school district owns the red brick house right next to Roger Ferguson's
home on West Main. A trade of property has been requested by Mr. Ferguson. The council
took no action on the problem.
RE: FDAA SENDING MAN TO HELP WITH LOAN APPLICATIONS
Mayor Porter reported that FDAA is sending a man from Washington D. C. to help with the
loan application. This loan would take care of our LID bond sale and also for revenue
loss from the tax base loss.
RE: JERRY BRIAN GIVEN A $100 BONUS
Councilman Nile Boyle moved that Jerry Brian be given a $100 bonus for one month only.
Councilman Barton Jensen seconded.

Councilman Barton Jensen moved the meeting be adjourned. Councilman George Catmull
seconded.
