moved that we cannot approve trailer houses permanently. Barton Jensen moved it be under
special provision for trailers and on a one year basis. It must be renewed every year.

RE: BUILDING INSPECTOR
The Mayor has called the State and asked for assistance to get carpenters and etc. that
can be inspectors. To rebuild homes lost by the floods, people must obtain permits but the
City will waive the fee. Fees will have to be paid on new homes same as before.
Old buildings being rebuilt need to be checked to make sure that they are safe. People
from Boise will come. We need to maintain codes and zoning.
RE: PLANNING BOARD VIEWS ON PROPOSED SHOPPING MALL
Daum Industries Inc. want to build a shopping mall North of Highway 88 on the West
side of the airport road. The Planning Board suggested it be tabled until the down-
town business have time to rebuild. Councilman Morgan Garner moved that we approve
the Planning Board decision. Barton Jensen seconded.

RE: GRIN LEE'S MEETS WITH COUNCIL AND TELLS VIEWS ON HIGHWAY
Orin Lee, Couer'd Alene, of the Army Store met with the Council. His idea - if you allow
the highway to be built out of town the downtown will die. He suggested it will be the
demise of the city. Mayor suggested getting maps and designing. Lee offers to sell the
plan to the people and Highway Board.
RE: HUD TRAILER HOME COURT
HUD trailer home court will have 189 spaces. Everything will be according to city
ordinance except for concrete pads. The City will charge a flat fee on each trailer.
They suggest $10.00 each for water, sewer and garbage. Charge for fire protection
$500 per month. We will figure charges on snow removal. Barton Jensen moved that we
accept. Nile Boyle seconded.

RE: BID FOR RESTORATION OF CITY OFFICES
Bids-accepted low bid for Bonneville Western of $22,000.00 and $17,000.00, Nile Boyle
moved that we accept bids.- Barton Jensen seconded.

RE: MAYOR AND CLERK LEARN DISASTER RECORD:
Mayor and Clerk has to go to a school Friday to learn disaster record keeping.
We received first Federal Disaster check $250,000.00.

A regular meeting of the City Council of the City of Rexburg, Madison County, State
of Idaho was called to order by Mayor John C. Porter at 7:30 P. M. on August 4, 1976,
at City Hall.

Minutes of the June 30th Council meeting were read by Mary Smith. Councilman Nile Boyle
moved that they be approved. Councilman Barton Jensen seconded.

Minutes of the July 7th Council meeting were read by Mary Smith, Councilman Barton Jensen
moved that they be approved and Darlene Blackburn seconded that the minutes be approved

RE: APPLIED FOR A LOAN FROM THE GOVERNMENT
Mayor Porter reported that we have applied for a loan from the government for $280,000.
We have set a precedent. This has never been done by a City before even though there has
been a law enabling the Cities to do so for two years or more. The loan is granted
because of the loss of revenue the City has suf`ered. The loss of tax base will be over
a 3 year period. If the tax revenues are still less in 3 years, the loan will be
cancelled.
RE: SILT FROM FLOOD HAS FILLED THE SUMPS
Mayor Porter reports on the problem of sumps. The silt from- the flood has filled all the
sumps and made them ineffective. The F.D.A. have agreed to rebuild all the sumps, however,
the public health is against sumps. If we can't have sumps they will have to put in storm
sewers.
GOLF COURSE IN OPERATION NOW
The Golf Course is in operation now. Some greens are torn up. The Mayor reports the City
is now operating the golf course.
RE: THE CITY HAS ADDED EXTRA POLICEMEN AND LEASED TWO POLICE CARS
The City has been granted a Law Enforcement Grant for extra policemen and for the lease
of two police cars. There is a great influx of people which necessitates more law
enforcement. Also, as the City must take on the patrol of the HUD trailer court, there
is more area to cover.
RE: ARMY ENGINEERS LETTING CONTRACTS FOR DEMOLITION
The army engineers are letting contracts for demolition. The Corp of engineers have come
back. An engineering firm from Boise has been hired to inspect damaged homes. They are
experts in this field; they appraise property in county and city. The County pays all
costs.
RE: E.C.I.E.D.A. APPLIED FOR TETON FLOOD GRANT
E.C.I.E.D.A. has applied for a Teton Flood Grant for $100,000 to provide a study for Cities
in flood area. There are funds available for help.
MR & MRS BRESEE WANT TO REZONE'PROPERTY
Mr. & Mrs. Bresee 2nd North and 2nd East want to rezone the property along that block. It
is now commercial. They want to rezone residential before rebuilding their homes. Council-
may, George Catmull, moved we turn it over to the planning board for recommendation.

RE: PROHIBIT TRAILERS PUT ON PROFESSIONAL PLAZA
Kay Bailey asked the Council to prohibit trailers being put in the Professional Plaza.
There are three now, the employment office, optometrist, and a HUD trailer. Mr. Bailey

asks the Council to enforce the restrictive covenents. Councilman, Barton Jensen, agrees
that the people with the restrictive covenents are right. They should be enforced.
RE: REZONE LAND FOR ARMORY TO BUILD
Bowen & Thomason wish to zone 40 acres below and west of College and North of 7th South.
The armory wants to build there. Councilman, Barton Jensen, moved that we zone commercial
but they will have to give a right of way for 7th South. It will have to be approved by
planning board. Councilman Nile Boyle seconded.

RE: RIVER BRIDGE WLLL BE COMPLETED BY DECEMBER 15
Mayor Porter reported that the river bridge on Highway 88 will be completed by December
15 deadline for completion. They are letting bids that call for a December 15 deadline
for completion.
RE: SEWER LAGOONS SHOULD BE UP GRADED
The public health director feels that the sewer lagoons should be upgraded. They don't
need to be enlarged at this time. They feel that we should have a sprinkling system;
like Rogers Brothers has.
RE: COUNCILMAN GEORGE CATMULL RESIGNS
Councilman, George Catmull, offered his resignation from the Council as of August 18,.
1976. He and his wife have been asked to serve on an LDS work mission. Mayor Porter thanked
him for his service and wished him luck.
RE: APPROVE BILLS FOR PAYMENT
Councilman Barton Jensen moved we approve the bills for payment. Councilwoman
Darlene Blackburn seconded.

RE: ORDINANCE 571
AN ORDINANCE AMENDING AND CHANGING THE ZONING MAP OF THE CITY OF REXBURG, IDAHO, TO
PROVIDE THAT CERTAIN PROPERTY HEREINAFTER DESCRIBED LOCATED WITHIN THE CITY LIMITS OF REX-
BURG, MADISON COUNTY, IDAHO, BE ZONED COMMERCIAL.
A motion was made by Councilman Darlene Blackburn and seconded by Councilman
George Catmull that the rules requiring ordinances of a general and permanent:
nature to be fully and distinctly read on three different occasions be dispensed with
and that said Ordinance be numbered 571 and be read in full and at length and placed
upon its final passage.
Thereupon the Clerk was ordered to call the roll on said motion and the roll call upon said
motion was as follows:

The Mayor thereupon declared that the motion, having been passed by not less than
three-fourths of the Council, had been duly carried, Ordinance 571 was then read by
