RE: PLAY PROGRAM FOR CHILDREN there had been no water for the Smith Park as the motor had to finished soon. He stated the Public Health people didn't at the lower level because of contanimation. However, it is The Mayor stated the play program for the children was in progress; that the City had received a grant from the State to take the children from Rexburg to Idaho Falls for swimming. LAGOONS NOT HURT VERY MUCH - DOG POUND AND OLD DUMP DISCUSSED- SUMPS The Mayor stated that he had called the Army Engineers and told them they had forgotten to include the dog pound. They sent someone to look at the foundation and they couldn't tell what it looked like before the flood so they were going to build a dog pound up to standards. Also, that they were going to level the old dump and plant grass, also do the same thing around the City Shop. The Mayor reported the lagoons were not hurt very much; that all of the sumps around town were in bad shape and they had been working to get them so they would function again, however, the City might have to take them out and rebuild. RE: MAYOR RECEIVE $110 A WEEK FOR EXPENSES Moved by Barton Jensen, seconded by Nile Boyle that the Mayor receive $110 a week as expenses during the reconstruction of the City from the flood. All Aye RE: PLANNING BOARD NOT YET CONSIDERED PLAN FOR PROPOSED MALL A. H. Brook reported that the Planning Board had not yet had time to consider Mr. Hamilton's plan for the proposed mall; that the plan` had been corrected and approved. Porter v MINUTES OF THE REGULAR CITY COUNCIL MEETING OF THE CITY OF REXBURG, IDAHO A regular meeting of the City Council of the City of Rexburg, Madison County, State of Idaho was called to order by Mayor John C. Porter at 7:30 P. M. on July 14, 1976, at the Manwaring Center Room 387. Mayor: Councilwoman: Councilmen: John C. Porter Darlene Blackburn Warren Porter Morgan Garner Barton Jensen George Catmull Nile Boyle RE: MUIR PRESENTS PETITION FOR A TRAILER HOUSE Melvin Muir presented a petition to the council to place a 14 foot trailer at 248 West 3rd South for two years. Everyone in the area signed as having no objections. Darlene moved we accept for two years. Morgan seconded. All Aye RE: TRAILER HOUSE PERMIT RENEWAL: Mrs. Janet Mc Culloch asked permission to put a commercial zone permanently. Barton Jensen 8 moved that we cannot approve trailer houses permanently. Barton Jensen moved it be under special provision for trailers and on a one year basis. It must be renewed every year. George Catmull seconded. All Aye RE: BUILDING INSPECTOR The Mayor has called the State and asked for assistance to get carpenters and etc. that can be inspectors. To rebuild homes lost by the floods, people must obtain permits but the City will waive the fee. Fees will have to be paid on new homes same as before. Old buildings being rebuilt need to be checked to make sure that they are safe. People from Boise will come. We need to maintain codes and zoning. RE: PLANNING BOARD VIEWS ON PROPOSED SHOPPING MALL Daum Industries Inc. want to build a shopping mall North of Highway 88 on the West side of the airport road. The Planning Board suggested it be tabled until the down- town business have time to rebuild. Councilman Morgan Garner moved that we approve the Planning Board decision. Barton Jensen seconded. All Aye RE: GRIN LEE'S MEETS WITH COUNCIL AND TELLS VIEWS ON HIGHWAY Orin Lee, Couer'd Alene, of the Army Store met with the Council. His idea - if you allow the highway to be built out of town the downtown will die. He suggested it will be the demise of the city. Mayor suggested getting maps and designing. Lee offers to sell the plan to the people and Highway Board. RE: HUD TRAILER HOME COURT HUD trailer home court will have 189 spaces. Everything will be according to city ordinance except for concrete pads. The City will charge a flat fee on each trailer. They suggest $10.00 each for water, sewer and garbage. Charge for fire protection" $500 per month. We will figure charges on snow removal. Barton Jensen moved that we accept. Nile Boyle seconded. All Aye RE: BID FOR RESTORATION OF CITY OFFICES Bids-accepted low bid for Bonneville Western of $22,000.00 and $17,000.00, Nile Boyle moved that we accept bids.. Barton Jensen seconded. All Aye RE: MAYOR AND CLERK LEARN DISASTER RECORD: Mayor and Clerk has to go to a school Friday to learn disaster record keeping. We received first Federal Disaster check $250,000.00.
