HomeMy WebLinkAbout1976.07.07 CITY COUNCIL MINUTES~i RE: SWIMMING POOL AND CLUB HOUSE AT .GOLF COURSE DISCUSSED The Mayor stated that work was being done on the swimming pool; that the park people had allowed $68,000.00 for the golf course club house; that the Garner gravel pit was being filled with debris and that the army engineers had agreed to cover it with top soil; that the double wide mobile home had been placed on the Golf Course as a temporary club house; that the golf course well had been damaged and was being repaired. RE: CITY HALL BEING REPAIRED The Mayor stated that the City Hall was being repaired. The cities of Idaho Falls, Pocatello and Rigby had sent equipment to help out and he wanted to express his appreciation to them. STATE POLICE WITHDRAWAL George Catmull stated he understood the State Police were being withdrawn; that the transition would be done in an orderly manner. RE: CITY TO GET NEW POLICE The Mayor stated that under the LEA program the city would get about five more police; that 100 state police had been in Rexburg and had rendered a valuable service to the City and county; that they would be phased out in an orderly manner. Porter Carlene Blackburn Barton Jensen George Catmull Warren Porter Nile Boyle Morgan Garner RE• MINUTES OF LAST MEETING DISPENSED WITH Moved by George Catmull, seconded by Darlene Blackburn that reading of the minutes of the last meeting be dispensed with. i All Aye i,RE: NEW HOMES MUST HAVE BUILDING PERMIT The mayor explained the efforts of the City to have the HUD trailers installed properly and the inspection of the installation. He also stated that the City had not relaxed or waived zoning requirements; that new homes must have building permits and comply with all building codes, rules and regulation. The only exception has been to let the owner present the plans in sections rather than all at once because of the urgency. The Mayor stated that many of the displaced older citizens wanted to get double wide trailer; that he had told Flora Shelton, who wanted to place such a trailer in an R2 area that she would have to get the permission of the surrounding property owners to let her leave it there during her lifetime, and thereafter such permission would be terminated; that Mrs. Hilda Parker had the same situation. The Mayor stated such problems keep coming up and are hard to deal with. These matters were discussed by the Council and Planning Board. ~ RE: ARMY ENGINEERS LEAVING AND TURNING EVERYTHING TO CITY The Mayor stated the Army Engineers were leaving the area and had turned everything over to the City and the City had to continue with the clean up and the City would be reimbursed for whatever it costs; that after the 10th of July and County will be on the same basis. The Mayor stated that the Army Engineers had done an outstanding job and that the City appreciated all they had done. The Mayor explained that insofar as demolition of homes and buildings were concerned, the same would be segregated into units of about 10 and the contractors would bid on the demolition. This would be paid for by the Government as well as the money the City has spent for clean up. The matter was discussed. RE: HUD TRAILER COURT TO BE BUILT EAST OF HIGH SCHOOL The Mayor presented a plat of a trailer court that HUD was going to build east of the high school with 182 trailer spaces; the HUD said they had a contract with the property owners for the trailers to remain there 18 months; that HUD had entered into an argreement with the City to pay for City services to the trailer court. Bob Lee, who was attending the meeting, stated he lived in that area and urged the city not to establish a trailer court in that area on a permanent basis. He thought, that given an opportunity, nice homes would be built. in that area as it was a prime area for that purpose. The Mayor explained that the agreement with Hud was only for 18 months, and. at the expiration of that time city services would no longer be available. The matter was discussed. The Mayor stated that HUD was installing a lift station for the-area. The Mayor stated he thought there might be many area available for off street parking; that some people from Boise had come to see him regarding a grant from the Government for Urban renewal. However, he thought the immediate thing was to get people a place to live and back in business. Moved by Nile Boyle, seconded by Darlene Blackburn that the City enter into an agrement with HUD to furnish City Services to the trailer court by the high school, and that after -the expiration of 18 months it be zoned R1, and if there are any changes their must be a hearing. RE: MONEY ENTITLED FOR CITY TO CLEAN UP The Mayor explained the first entitlement was for the money the City spent on clean up, money to repair the golf course and City Hall, that it amounted to $333,000; that a man from the State represented the Government and Jim Keller represented the City. That it is called a "Catagorical grant" and he had been told taht within 48 hours it would be approved in Washington and would be sent to the state with in 12 hours where it would be processed and then delivered to the City. The Mayor stated that we had paid our bills and didn't have any money that our large expenditures were caused by the flood; that he was hopeful we would receive the grant within two or three days as it had been approved. RE: PEOPLE OF RICKS-WADE ADDITION MOVE BACK The Mayor stated that the residents of the Ricks-Wade Addition were going to move back on their lots; that they had had a meeting of the residents and determined they would rebuild. RE: MEETING WITH VARIOUS OFFICIALS EVERY MORNING The Mayor stated that he has a meeting every morning at 7 A. M, at the college with various city and government and church officials and they discuss the problems possible solutions. He stated that the river bridge on Highway 88 was so damaged it would have to be torn. out and it would be about a year before it would be replaced. RE: GET BIDS FOR REPAIRING CITY HALL The Mayor reported they were trying to get bids for repairing the City Hall and should have them by next Wednesday; that the Library Board was going to give the City its air conditioning system from the Library and it would be installed in the City Hall. RE: NO WATER AT SMITH PARK Morgan Garner reported that be repaired, which should be want the City pumping water likely all right now. RE: PLAY PROGRAM FOR CHILDREN there had been no water for the Smith Park as the motor had to finished soon. He stated the Public Health people didn't at the lower level because of contanimation. However, it is The Mayor stated the play program for the children was in progress; that the City had received a grant from the State to take the children from Rexburg to Idaho Falls for swimming. LAGOONS NOT HURT VERY MUCH - DOG POUND AND OLD DUMP DISCUSSED- SUMPS ~ The Mayor stated that he had called the Army Engineers and told them they had forgotten to include the dog pound. They sent someone to look at the foundation and they couldn't tell what it looked like before the flood so they were going to build a dog pound up to standards. Also, that they were going to level the old dump and plant grass, also do the same thing around the City Shop. The Mayor reported the lagoons were not hurt very much; that all of the sumps around town were in bad shape and they had been working to get them so they would function again, however, the City might have to take them out and rebuild. RE: MAYOR RECEIVE $110 A WEEK FOR EXPENSES Moved by Barton Jensen, seconded by Nile Boyle that the Mayor receive $110 a week as expenses during the reconstruction of the City from the flood. All Aye RE: PLANNING BOARD NOT YET CONSIDERED PLAN FOR PROPOSED MALL A. H. Brock reported that the Planning Board had not yet had time to consider Mr. Hamilton's plan for the proposed mall; that the plan had been corrected and approved. Everyone in the area signed as having no objections. Darlene moved we accept for two years. Morgan seconded.
