UGH isEF'~~ ~*~ ` r . ,.~ Police Chief, Blair Siepert advised the council that Captain Lion ~~ Fowler's Doctors have ordered him to quit work and stay off his ,knee completely for two ..years. They then will replace his knee cap with ~; a plastic one. He will have to be off indefinitely and will not be able ~::. ~.~ to come back into police work. Chief Siepert recommended that Sergeant ~~.`~ Bob Kauer be promoted to Captain and made the new Assistant Chief of ••` Police. Councilman Barton Jensen moved that the appointment of Robert ` ~ Kauer to the position of Assistant Chief of Police be accepted. Court~.ilm~ Warren Porter seconded. i:. i . ~ . All Aye ~~t . • ~ ;~• RE: ROBERT WOODMANSEE PROTESTS AMOUNT OF CHARGE ON HIS LID 22 ` `' , Robert Woodmansee protests the amount of charge on his LID 22. He •.~~ fR does not feel he should be charged for the sewer and water line '~ along the frontage of his property when he hooked on lower down. ~>~ •: Mayor Porter explained that it was often the case that the hook-ups has to be made lower but that everyone pays according to their Y"~" ~~ + properties frontage. Mayor Porter will check with the engineers on the; . 4 , charges. ,, ~.._'' ~: ~. RE: MERRILL RUDD, CPA, PRESENTS AUDIT FOR 1975 "'~ , ,T Merrill Rudd, CPA, presented the City audit for 1975. He went through the reports and explained the audit. He made several ~"'~` •. recommendations to the City Council. He also presented a list of -; delinquent LID's and asked the council to take some action to collect :~~ these assessments. Councilman Morgan Garner moved. that the audit be accepted. '~.LL '"' Mayor Porter reported that Leland Thompson would note be coming to ~+ work for the City after all. ..4 RE: DANA GREEN TURNED DOWN ON BUILDING PERMIT FOR GARAGE Dana Green wanted to build a garage on the south side of his house. Hancock - Assistant City Attorney ~ ~ Afton Anderson - City Clerk Thereupon the following proceedings were duly had and taken: RE: RAY ARCHIBALD IS GIVEN PERMISSION TO PUT TRAILER AT 137 S0. 4th WEST Ray Archibald wants to put a mobile home north of Wendell Archibald's home at l37 South 4th West. One trailer is already there. Councilman Barton Jensen moved that a second trailer be permitted. Councilman Morgan Garner seconded. A I I Aye RE: HIGHWAY DESIGN HEARING W1LL BE May i3th The ,;Highway Design Hearing will be May 13th at 7:30. The Ricks Coll~g people want an elevated on and off ramp on the side of Rexburg. The C uncil will go on record as urging raised access on north and south side of town but not if it meant delaying the construction of the highway. We would rather just have the road built. Councilman Barton Jensen moved that we present a letter to that effest at the design hearing. Councilman Nile Boyle seconded. All Aye. BEER LICENSE FOR JOHNSON'S MARKET SUSPENDED FOR 7 DAYS Tf~e Beer License issued to Maurine Johnson, of Johnson's Market has been violated. Councilman Nile Boyle moved that the license be suspended for days. Councilman George Catmull seconded. Mayor suggests Dan go and work. ou`~'"someth i ng w i th them. ~: NEW POLICE CAR DISCUSSED Mayor Porter reported that Blackfoot has a Police Car that we could g®t for $4,862.00. It is a Chevrolet. Barton Jensen felt that we s~~ld go through Taylor Chevrolet here in town; if they were able to trade or buy the car the city could purchase it from them. NICKOLIS WAHRER GIVEN TEMPORARY PERMIT TO RELOCATE TRAILER FOR BUSINESS Nickolis Wahrer on West Main, has a health food store. They are now. in construction of the new bank and he is unable to get into the trailer from which they are now operating their business. There is a lot around the corner where he could put the trailer. Councilman Barton Jensen moved they be given an 8 month temporary permit to have the trailer moved to property on Ist west. RE: PROTESTS ON LID 22 Gordon Smith, Glen Pond, and Glen Hunter are still protesting the ~~ charges on LID 22 for north 4th East. They feel they are not ~`E being treated fairly when people on Ist North did not have to pay for` thei°r street. The protests should have been given at the public hearings before the LID was finalized. It was moved and seconded at that time, that they be charged for 5 feet on each side of the street. Councilman Barton Jensen moved that the assessment be corrected to charge them for -.only 5 feet on each side. Councilman Nile Boyle seconded. Councilman George Catmull moved that the minutes be approved as o corrected. Second was by Barton Jensen. All Voted Aye. ~~ RE: ROBERT SIPHERD PLAT APPROVED A plat of property owned by Robert Sipherd was presented for approval. The owner wishes to have the property annexed and approved for a sub- division.. The planning board has recommended that the plat be approved as they have met all requirements; including a letter of intent to install all facilities and utilities according to the city's requirements. Councilwoman Darlene Blackburn moved the plat` be approved. The second was by George Catmull. All voted. Aye. ;~.
