Mayor Porter read a letter from TL Pest Control asking permission
for. them to operate an answering service for their business from a
home. They would only take calls from this location; at no time will
chemicals or related materials be stored in the area. Councilman
Barton Jensen moved they be approved to purchase a business license.
Councilman Morgan Garner seconded.

Councilman Morgan Garner moved the bills be approved for payment.
Councilman Warren Porter seconded.

MINUTES OF THE REGULAR CITY COUNCIL
MEETING OF THE CITY OF REXBURG, IDAHO
A regular meeting of the City Council of the City of Rexburg, Madison,
County, Idaho, was held on April 21, 1976, at the hour of 7:~0 P. M.
at the City Hall, this being the regular meeting place of said Council,
at which meeting there were present and answering roll call the following
who constituted a quorum:
Mayor: John C. Porter
Councilman: George Catmull
Warren Porter
Nile Boyle
Barton Jensen
Morgan Garner
Councilwoman: Darlene Blackburn
Absent: Mary Smith, City Attorney
Also Present: Afton Anderson, City Clerk
Thereupon the following proceedings were duly had and taken:
RE:ARCHITECTS PRESENT P. U. D. PLAN TO COUNCIL
Mr. Jensen and Mr. Hancock, Architects from Pocatello, presented a
P.U.D. plan to the Council. Planned Unit Development is a new idea
subdivision planning. They explained the idea to the council and
showed a short film showing this new concept.

RE: PETITION PRESENTED FOR 2 HOUR PARKING ON MAIN STREET BETWEEN 2nd & 3rd EAST
A petition was presented to the Council asking that two hour parking
enforcement be started on Main Street between 2nd and 3rd East.
Councilman Barton Jensen moved that the Council allow two hour parking
enforcement on~both sides of Main Street from 2nd East to 3rd East.
Councilman Morgan Garner seconded.

RE: DON FOWLER QUITS BECAUSE 'OF KNEE AND BOB KAUER REPLACES HIM AS ASS~''T. GNhEF=~,~~

,.~ Police Chief, Blair Siepert advised the council that Captain Lion
~* Fowler's Doctors have ordered him to quit work and stay off his
knee completely for two :years. They then will replace his knee cap with ~ ~,~;;~,
a plastic one. He will have to be off i ndef i n i to l y and will not be a'b i e ~'~::' " .'.
to come back into police work. Chief Siepert recommended that Sergeant ,,~`~,'`
Bob Kauer be promoted to Captain and made the new Assistant Chief of
Police. Councilman Barton Jensen moved that the appointment of Robert '`~~`;~

RE: ROBERT WOODMANSEE PROTESTS AMOUNT OF CHARGE ON HIS LID 22
Robert Woodmansee protests the amount of charge on his LID 22. He .~ti l~,
does not feel he should be charged for the sewer and water line '~

along the frontage of his property when he hooked on lower down. >.
Mayor Porter explained that it was often the case that the hook-ups .,' •~
has to be made lower but that everyone pays according to their '
properties frontage. Mayor Porter will check with the engineers on the;

RE: MERRILL RUDD, CPA, PRESENTS AUDIT FOR 1975
Merrill Rudd, CPA, presented the City audit for 1975. He went ~ :.
through the reports and explained the audit. He made several q ~.
recommendations to the City Council. He also presented a list of -~L~.
delinquent LID's and asked the council to take some action to collect _~;~•
these assessments. Councilman Morgan Garner moved. that the audit be `~~!
accepted. Councilman Warren Porter seconded.

RE: LELAND THOMPSON WILL NOT BE COMING TO WORK FOR CITY
Mayor Porter reported that Leland Thompson would note be coming to ~+
~ work for the City after all.

RE: DANA GREEN TURNED DOWN ON BUILDING PERMIT FOR GARAGE
Dana Green wanted to build a garage on the south side of his house.
The building inspector turned it down and the planning board agreed.
