DISCUSSION ON THE BUDGET
Discussion on the budget. The raises were settled to be a straight
across the board raise of up to $50.00 per month. There will be not
a percentage raise. The request for an additional patrolman for the
police department was turned down. The raises will be at the discretion
of the Mayor.
MANWARING PROBLEM DISCUSSED
Discussion on the problem with Manwarings. Definite action must be
taken. Mayor Porter will write them a letter.
Councilman Nile Boyle moved the meeting be adjourned. Councilman
Morgan Garner seconded.

MINUTES OF THE REGULAR CITY COUNCIL
MEETING OF THE CITY OF REXBURG, IDAHO
A regular meeting of the City Council of the City of Rexburg, Madison
County, State of Idaho, was called to order by Councilman, Barton
Jensen, acting Mayor at 7:30 P. M. on February 18, 1976.

IRE: MINUTES APPROVED
Minutes of the previous meetings were read and discussed. Councilman
Nile Boyle moved the minutes of the January 21 meeting be approved as
corrected. Councilman George Catmull seconded. All Aye. Councilman
George Catmull moved the minutes of the January 28 meeting be approved
as corrected. Councilman Morgan Garner seconded. All Aye. Minutes of
the February 4 meeting were read. Councilman Nile Boyle moved the
minutes be approved as corrected. Councilman-Warren Porter seconded.
All Aye. Minutes of the Feb. II meeting were read. Councilman Nile
Boyle moved the minutes be approved as corrected. Councilman Morgan
Garner seconded.

Guests at the meeting were Boy Scouts from the twelfth and Lyman Wards.
IRE: GENE DUNN ASKS FOR VARIANCE
Gene Dunn asks the Council for a variance for his property on 4th West.
He wishes to move a house into this location. The house will not
face 4th West but will face a side street which has not been completed
yet. He lacks 8 I/4 ft. in the back of the house. An additional 10
feet of property is being purchased however he has to have this house
moved before the purchase will be completed. Councilman Nile Boyle moved

the variance be granted until the additional property can be purchased.

IRE: ZONING ON 112 NORTH FIRST EAST CHANGED TO LIMITED COMMERCIAL
Mrs. John Moore asked the council to change the zoning to limited
commercial on property owned by them at 112 North Ist East. Mrs. Moore
presented a petition signed by 27 neighbors within a 300' radius. The
planning board approved the change as long as it was for display only,
and as long as they didn't violate the parking requirements. Council-
man Warren Porter moved that the decision is contingent on the planning
boards decision and will be voted on by phone Monday. Councilman George
Catmull seconded. All Aye. Voting by phone showed all councilman
in agreement with the change to limited commercial with a stipulation
that there be no outside storage or display.

RE~ STATE HIGHWAY PRESENTS MAP SHObVING NEW HIGHWAY
ARE: MERLE FISHER ASKS CITY COUNCIL TO RELEASE LIEN ON HIS PORTION OF PROPERTY
State Highway Department presented map showing the new highway from Thornton
to St. Anthony. There will be an "at grade" at Thornton, an "at grade"
one half mile south of 7th South Street and a full interchange at Highway
88. It will be approximately ten years before the highway will be
completed from Thornton to the county line.
City Attorney, Mary Smith reported that Merle Fisher has been in contact
with her pertaining to the LID Item 88 on his property at 225 South 3rd
West in the Klingler Addition. He wishes to sell part of this property and
wishes the City Council to release the lien on this portion. Councilman
Nile Boyle moved the council allow Merle Fisher to sell the following:
commencing at the s.w. corner of lot 4, in block 7 of the klingler
addition to the city of Rexburg, Madison County, Idaho, as per the recorded
plat thereof, and running thence north 32 rods; thence south 24 rods;
thence west 20 rods to the point of beginning. When the LID is made
current and complete the City will release lien on this property. Council-
man Morgan Garner seconded.
