WATfR~PROJECT HAS NOT BEEN COMPLETED ON TIME
Mayor Porter reported that the water project has not been completed on
time. Darrel Wasden has asked for an extention. The engineers feel
he is justified in asking for the extention. There has been a problem
in the electrical part of the project. Councilman Nile Boyle moved
they be granted the extention. Councilman Barton Jensen seconded.

BUDGET
Mayor Porter reported that the work is being done on the budget.
There will be a special meeting next week, Wed. Feb. II to work on
the budget. The department heads will be here to present their budgets,
then the meeting next week can be taken up with the cutting of
budgets, where needed to meet the revenues expected.
POLICE BUDGET PRESENTED
Blair Siepert, Chief of Police, presented his budget with a proposal
of $204,900.72. He has asked for a full-time police officer in addition
to the ones he has now. He also wishes to put three more dispatchers
on a monthly salary, with benefits, instead of an hourly wage. He feels
this will give them an incentive to stay. He also asked the council to
consider longivity in the vacation time.
FIRE BUDGET
Gary Owens, Firechief, presented his budget with a total of $81,643.16.
WATER BUDGET
Jerry Brian, Superintendent of the Water Department presented a budget
request of $162,311.00. This included all the regular proposals and
a request for a 4 wheel drive pickup.
STREET BUDGET
Dan Moulton, Superintendent of the Street Department presented a list
of equipment needed by the street department. Discussion on a street,
sweeper needed, a snow blower, and trucks. Street sweeper can wait
another year for the snow equipment. Councilman Barton Jensen moved
we purchase 2 trucks, budgeting $18,000, this year and $18,000 next
year. Councilman Morgan Garner seconded.

Robert Gentry presented his proposal for the recreation and swim pool.
Councilman Warren Porter moved the meeting be adjourned. Councilman
Nile Boyle seconded.

MINUTES OF A SPECIAL CITY COUNCIL
MEETING OF THE CITY OF REXBURG, IDAHO

A special meeting of the City Council of the City of Rexburg, Madison
County, State of Idaho, was called to order by Mayor John C. Porter,
at 7:30 P.M. on February II, 1976.

RE ATTENDANCE AND LEAVE PROPOSAL STUDIED
Mayor Porter passed out an attendance and leave proposal for the council
to read and study. This proposal would increase the vacation time allow-
- able for the employees and would set up definite rules on sick leave,
attendance, and vacation time. Mayor Porter suggests the council study
and at a later date the council can make a decision.
ARE: ASSISTANT BUILDING AND ELECTRICAL INSPECTOR
Mayor Porter reported that the city is hiring an assistant building and
electrical inspector to relieve either the building inspector or the
electrical inspector when they are out of town or ill. Mayland England
has been doing the electrical inspecting while Tom Matthews has been
ill for over two months. He will take this job for $50.00 per month.
Councilman Warren Porter moved that Mayland England be appointed the
assistant building and electrical inspector at a fee of $50.00 per month.

E: COUNTY AGREES TO PAY PART OF THE ECONOMIC DEVELOPMENT
Mayor Porter reported on a meeting with the County Commissioners, at
which he asked them to pay part of the Economic development. The
County agreed to pay $1,200; the City will pay $1,100; and Sugar City
will pay $200.
E: GENE DUNN GIVEN VARIANCE
Gene Dunn wants to move a house onto 4th West. The lot is wide enough
but is 10 feet too short. He has plans to purchase an add~'rtional 10
feet of property, however until the deal goes through, he needs a
variance to that he can get the house moved. Councilman Nile Boyle moved
that he be granted a variance. Councilman Morgan Garner seconded.

E~ REPAIRS NEEDED ON POOL
The swimming pool man from Salt Lake City was here to inspect our pool.
Mr. May, Bob Gentry, Gary Buell, and the Mayor, went to the City pool
to discuss the repairs needed. Mr. May said we needed a new filtration
system, boiler, and new pipe all the way around the pool. They are
doing a job on the city pool in Brigham City right now which is very
similar to our pool. To completely fix this pool it will cost us
approximately $8,500.00. This would make our pool as good as new. He
said these repairs are necessary but the pool itself is in good shape.
It is worth the money. They have promised to have the pool ready by spring.
(RE NEIL CALL ASKS FOR PERMISSION TO PUT VETERINARY CLINIC ON NORTH SECOND WEST
eil Call asks council what they thought of a veterinary clinic being
built between Boise Cascade and Farmers Feed on North Second West. The
City attorney will check into the legality of allowing an animal hospital
in the City limits when we have an animal ordinance. There would be over-
night patients and at a later date they plan to board dogs. The council
suggested that they meet first with the planning board, and get their
ruling. The council will then decide at a later meeting.
IRE: DISCUSSION ON THE BUDGET
Discussion on the budget. The raises were settled to be a straight
across the board raise of up to $50.00 per month. There will be not
a percentage raise. The request for an additional patrolman for the
police department was turned down. The raises will be at the discretion
of the Mayor.
IRE: MANWARING PROBLEM DISCUSSED
Discussion on the problem with Manwarings. Definite action must be
taken. Mayor Porter will write them a letter.

A regular meeting of the City Council of the City of Rexburg, Madison
County, State of Idaho, was called to order by Councilman, Barton
Jensen, acting Mayor at 7:30 P. M. on February 18, 1976.

Minutes of the previous meetings were read and discussed. Councilman
Nile Boyle moved the minutes of the January 21 meeting be approved as
corrected. Councilman George Catmull seconded. All Aye. Councilman

as corrected. Councilman Morgan Garner seconded. All Aye. Minutes of
the February 4 meeting were read. Councilman Nile Boyle moved the
minutes be approved as corrected. Councilman Warren Porter seconded.

IRE: GUESTS AT MEETING
Guests at the meeting were Boy Scouts from the twelfth and Lyman Wards.
IRE: GENE DUNN ASKS FOR VARIANCE
Gene Dunn asks the Council for a variance for his property on 4th West.
He wishes to move a house into this location. The house will not
face 4th West but will face a side street which has not been completed
yet. He lacks 8 I/4 ft. in the back of the house. An additional 10
feet of property is being purchased however he has to have this house
moved before the purchase will be completed. Councilman Nile Boyle moved
