The engineer will be in with a cost estimate soon. RE: ADAMS SCHOOL ASKS FOR HELP WITH SNOWREMOVAL Mrs. Messer of the Adams School PTA asked the Council for help with their snow problem. The snow plows put a role of snow onto the sidewalk around the school. The Cities sidewalk plow will not move it as it is just to smell to be able to move the heavy snow. The little elementary students have to walk out on the highway because the sidewalk is filled in. They are really concerned for the safety of these children. Mayor Porter advised Mrs. Messer that the City will have to find something heavier that will move the snow off of those sidewalks. They will get the sidewalks cleared as soon as possible. ARE: NEED OF SNOW EQUIPMENT Discussion as to the need for more snow equipment. We need more trucks and plows. The county is selling some trucks. Morgan will check into the price and condition of the trucks. He will also check the cost of the big snow blowers. IRE: DON RICKS WANTS TO PUT PAINTINGS IN COUNCIL ROOM Don Ricks wants to put paintings in the council room. He rents them for $5.00 per month each. The council felt this was an unnecessary expense. IRE: GAMBLES FENCE Mayor Porter reported that the deadline on the fence at Gambles was January IOth. If the fence is not removed by then, the City crews will take it down. RE: GARBAGE PROBLEM IN ALLEY BEHIND GREENS RESTHOME Discussion on the garbage problem in the alley behind Greens Resthome. Vern Anderson does not have adequate containers for his garbage. The students in his apartments throw their garbage all over the ground. People all along that alley are complaining. Mayor Porter suggests making them put a bin there and have it picked up real often to clean up that mess. Councilman Barton Jensen moved that the meeting be adjourned. Porter MINUTES OF THE REGULAR CITY COUNCIL MEETING OF THE CITY OF REXBURG, IDAHO A regular meeting of the City Council of the City of Rexburg, Madison County, State of Idaho, was called to order by Mayor John C. Porter, at 7:30 P. M. on January 21, 1976. Mayor: John C. Porter Councilman: Barton Jensen Nile Boyle Darlene Blackburn George Catmull Morgan Garner Absent: Warren Porter Also Present: City Attorney, Mary Smith City Clerk, Afton Anderson RE: MINUTES APPROVED ,~~ The minutes of the previous meeting were read and discussed. Councilman Morgan Garner moved the minutes be approved as corrected Councilman Nile Boyle seconded. All Aye RE: MRS. JOHN MOORE ASKS FOR ZONING CHANGE Mrs. John Moore asked the Council for a zoning change. She has owned a home at 112 North Ist East for some time. It has previously been rented, however her wedding business has grown so much, she now wishes to have a showroom located in this home. She wants the zoning changed to limited commercial. How much parking would be required? Mrs. Moore has a petition signed by:l8 persons living in the area. The council suggested that Mrs.. Moore meet first with the planning board for their recommendation. There would then be a public hearing. ~ RE: CITY TO GET HELP FROM COUNTY WITH SNOW REMOVAL Mayor Porter reports that LaVar Pfost, Superintendent of the County Road & Bridge Department, will haul snow for the City. He has 9 gravel trucks and men to drive them. They will haul snow at night if the City will pay the men and pay for fuel. Mayor Porter agreed. ~ RE: PLATT ON THE NEVILLE VALLEY VIEW ADDITION APPROVED Lyle Thompson, Engineer, presented a plait to amend the plait on the Neville Valley View Addition. The addition has a restrictive covenant; it also provides easements for all utilities. Councilman Nile Boyle moved the plait be approved for Division I, of Rolling Hills Estates Councilman George Catmull seconded. All Aye. The amended plait on the Neville Valley View Estates was studied. The new plait makes some of the lots larger. There are no other changes. Councilman Barton Jensen moved the amended plait be approved. Councilman Morgan Garner seconded. All Aye ~ RE: CIVIC CLUB ASKS FOR BETTER CARE OF PLANTS Sue Huskinson asked the Council, in behalf of the Civic Club, to please do something about the planters along main street. Mayor Porter reported that the plants were watered three times a week. Some of the dirt had been replaced in the planters and some still needed to be changed. The planters were fertilized this last year. The Civic Club feels the plants are not being taken care of. Councilman Barton Jensen advised that the watering truck needs a different type nozzle to water the plants which will help. He stated that a lot of man hours are put into these planters. The City cannot pay a fulltime gardener. Mrs. Huskinson asked if the City couldn't employ some of the College gardeners. Mayor Porter agreed that we may be able to hire some of them parttime. ~ RE: MEETING WED. JANUARY 28th AT 7:30 P. M. on LID 22 The Council will have a meeting Wed. January 28th at 7:30 P. M. to dis- cuss the Harvard Ave. part of LID 22. It will be apublic hearing to decide whether to include this street or not. Councilman Nile Boyle moved the bills be approved for payment.
