The regular meeting of the City Council of the City of Rexburg,
Madison County, Idaho was held on Wednesday, April 16, 1975, at the
hour of 7:30 P. M. at the City Hall, being the regular meeting place
for said Council, at which meeting there were present and answering
roll call, the following, who constituted a quorum:
Mayor: John C. Porter
Councilman: Nile Boyle, Warren Porter
Barton Jensen, Glenn Peterson
George Catmull, Morgan Garner
Also Present: Mary Smith, City Attorney
Afton Anderson, City Clerk
Thereupon the following proceedings, amongothers, were duly had and
taken:
RE: MINUTES APPROVED
Minutes of the previous meeting of April 2, 1975, were read and dis-
cussed. Councilman George Catmull moved that the minutes be passed
as -corrected. Councilman Morgan Garner seconded.

IRE: PRESTON PARKINSON SIGNED AGREEMENT FOR LEASE OF WATER
Mayor Porter advised the Council that Preston Parkinson had signed
an agreement to lease water from the City for $150 per year for five
years.
RE: CLEAN-UP WEEK SET
Councilman Barton Jensen moved that we name clean-up week May Ist
through May IOth. This would give them 2 week-ends for cleaning
yards and etc. Councilman Nile Boyle seconded.

IRE: ACTION TO BE TAKEN ON DELIQUENT LID ASSESSMENTS
A list of delinquent LID assessments was discussed. Councilman
Nile Boyle moved that City Attorney, Mary Smith write letters advising
them that the City will take action to take their property. Councilman
George Catmull seconded.

RE: UNIVERSITY OF IDAHO HAS UYA GRANT TO PROVIDE SHORT TERM HELP
Mayor Porter read a letter from the Univerisity of Idaho. They have
obtained a UYA grant to provide short term help for Idaho communities.
The students will receive a full years credit, plus subsistence of
$200 per month per student. The sponsor pays only $100 per month per
student. The student would work in recreation for the summer.
Councilman Morgan Garner moved that we apply for two summer months for
two students to work with Robert Gentry in our summer recreation
program. Councilman Nile Boyle seconded.

RE: PUBLIC HEARING COMMUNITY DEVELOPMENT
Public hearing: 8:00 P. M. Community Development. Concerned citizens
J. D. Hancock, Clyde Anderson, Jim Flamm, Greg Shepard, Clem Thompson,
Lyle Thompson, Weldon Steiner, Val Hill, Marlin Hill, Ray Loveland.

Attorney J. D. Hancock explained the program to the group. He reported
that application had been made for federal assistance in five categories;.
I. Plumbing substandard housing.
2. Removal of blighted areas and replace with parking.
3. Preservation of historical sites.
4. Sidewalks.
5. Improvement of playground and parks. Restoration of the
Merry-go-round.
ARE: ADDITIONAL DOWNTOWN PARKING DISCUSSED
Clyde Anderson, President of the Chamber of Commerce, expressed
the Chambers' concern for the parking project. They want to help
the City in any way to get some parking this year. Jim Flamm
presented photos showing shaded areas where parking would be feasible
to serve all key areas. Ray Loveland, Chairman of Parking Committee,
Chamber of Commerce, offered their help in any way that would get
additional downtown parking. They want to promote orderly growth in
the downtown area to keep shopping centers from drawing the customers
out of town.
IRE: PHYLLIS TERRY FROM AIC EXPLAINS JOB CLASSIFICATIONS
Phyllis Terry, from the Association of Idaho Cities, attemped to
explain how she arrived at the job classifications. Mrs. Terry
answered questions from the Councilmen. She suggested adopting the
job classification at first opportunity.
IRE: DAN GREEN ASKS FOR SUPPORT ON IDEAS FOR NEW RESTHOME
Dan Green, Evergreen Care Center, asks the Mayor and Council to support
his ideas for a new resthome in Rexburg. Councilman Nile Boyle
moved we instruct Mayor Porter to write a letter stating the need in
Rexburg for this facility. Councilman Morgan Garner seconded.
IRE: CITY TO SHUT DOWN STOP LIGHTS AT NIGHT

Mayor John C. Porter read a letter asking the City to shut down the
stop lights in the City limits at night to save energy. The Council
Felt that the City should shut the lights down to flashing between
12:00 P. M. and 6:00 A. M.
IRE: BILLS APPROVED
Councilman Glenn Peterson moved we accept the bills for payment
in the amount of $60,287.72. Councilman Nile Boyle seconded. All
Aye.
IRE: ADJOURNMENT
Councilman Glenn Peterson moved we adjourn the meeting. Councilman
Warren Porter seconded.
