The presiding councilman, Barton Jensen, thereupon declared that the
motion, having been passed by not less than three-fourths of the Council,
had been duly carried, and the Ordinance Nol 560 was duly passed and
adopted.
The City Clerk was directed to publish said Ordinance No. 560 in at
least one issue of the Rexburg Standard or Journal, a Newspaper
published int he City of Rexburg, Idaho.
BID OPENING OF POLICE CARS
Bid opening on the two new police cars. The following bid of Rexburg
Motor Company at $4,056.00 if it meets specifications. Councilman
Councnd-man George Catmull moved we accept that bid. Seconded by
Councilman Morgan Garner. All Aye
Erickson Pontiac bid on LeMans $4,468.35 per unit
Stones Town & Country bid Pylmouth Fury 4,091.55 per unit
Rexburg Motor Co. Bid Ford Torino 4,056.00 with a $700 dollar

In regular meeting of the City Council of the City of Rexburg, Idaho,
Madison County, held the 2nd day of April, 1975, at 7:30 P. M. at the
City Hall, being the regular meeting place of said Council, at which
meeting there were present and answering roll call, the following,

The following is an estimate of the amount of money necessary for
all purposes to be raised by taxation or otherwise in the City of Rexburg,
Idaho, during the Fiscal Year ending December 31, 1975, for which an
appropriation is to be made as provided by law; said money to be

The minutes of the previous meeting of March 19, 1975, were read and,
discussed. Councilman Barton Jensen moved the minutes be approved
as corrected. Councilman Glenn Peterson seconded.

RE: PRESTON & TIM PARKINSON TO LEASE CITY WATER
.Mayor John C. Porter advised the Council that Preston Parkinson and
Tim Parkinson Jr. wish to lease 7 inches of water from the City until
the Teton Dam is completed. They have purchased water from the Teton
Dam but would not be able to get it for a year or so. The water
they would use would come from the South Fork of the Snake River,
actually from the Paiidades Reservoir. The water is now just going
into the canal as the City is not using it. The Council felt that
it would be better to be leasing the water out than wasting it.
Councilman Glenn Peterson moved the Mayor be given power to negotiate
with them. Councilman Nile Boyle seconded. Lease for 5 yrs. at $150.00 per yr

RE: PLANS FOR A HOME ON JIM SHIRLEY PROPERTY APPROVED
Mayor Porter presented to the Council the plans for a home on the Jim
Shirley property. Councilman Morgan Garner moved that the plans be
okayed so a building permit may be issued, with okay of attorney.

IRE: REPORT ON NEW HIGHWAY
E. A. Burbridge of the State Highway Department presented route
drawings of the new State Highway from South of Rigby to the Ashton
area. He showed the Council the proposed location of the enterchanges
to be built. at the South end of Rexburg. Mr. Burbridge suggested
combining the 7th South and Archer highway interchanges into one
full interchange half way between the two. As they would only be
one mile apart, having the two interchanges would make the area so
congested. He proposed building with one large interchange one half
mile south of 7th South; these new proposed shopping centers would
fit in better with this plan. Mr. Burbridge reported that they
hoped to have the location approval by the 1st of May, and the plans
for Design hearing by the middle of July. When asked a date for the
highway to reach Rexburg, Mr. Burbridge said it would be at least
5 years .
IRE: BICENTENNIAL COMMITTEE WANTS TO BUY OLD LDS TABERNACLE
De Wayne Wilding and John L. Clark, of the Bicentennial Committee,
advised the Council that they have been working to obtain the old
tabernacle in Rexburg for a museum. The L.D.S. Church may give the
tabernacle to the City when they have moved into the new Stake House
this summer. They would possible give the City a limited title to
the tabernacle as they did the Smith Park, providing the City would
own it as long as it was operated as a museum. Mr. Wilding stated
that the Historical Society would operate the museum if the City would
take care of the grounds etc. The historical Society now has a lot
of things that have been given by residents of the area for a museum.
He f~;lt there would be a lot of people interested in helping get the
Museum started. Mr. Clark asked Mayor Porter to write a letter on
behalf of the Council to the effect that they would agree to accept
title on the tabernacle and support the museum as they felt it would
be a benefit to the City.
RE: CITY AUDITOR PRESENTS AUDIT
City Auditor, Merrill Rudd, presented the audit report for 1975. He
read the audit, explained the different schedules, and answered any
questions the Council had. Mr. Rudd suggested that in the budget next
year, the Council make provisions for the retirement payment to Judge
Clark; this fund is completely spent. He also suggested that the City
needed a full and accurate inventory of buildings and equipment throughout
all departments. He reminded the Council that some action should be
made on the delinquent LID's. Councilman Barton Jensen moved that
Mr. Rudd have a list of these old assessments for the Council to rule
on at the next meeting on the 16th of April. They would then make the
necessary steps to collect them. Councilman Morgan Garner seconded.

IRE: CITY TO ACCEPT BUDGET REPORT

Councilman Barton Jensen moved we accept the budget report. Councilman
Glenn Peterson seconded.

The bids were opened for the 4 wheel drive pickup for the street
department. The following Bids were received:

Councilman Barton Jensen moved that we accept the low bid from Stones
Town & Country Motors in the amount of $4,524.69. Councilman Nile
Boyle seconded.

IRE: CITY TO PURCHASE RADIOS
Mayor John C. Porter presented proposals by Ron Moss for radios for the
water department. After discussion the Council decided on the two
way radios with a base station in the City Clerks office. Councilman
Morgan Garner moved that we purchase the 20 watt base station with two
mobile units for the water department and two for the street department.

EZE: ADJOURNMENT
LYNN ARCHIBALD GIVEN PERMISSION TO ATTEND DRUG ENFORCEMENT SCHOOL
Mayor John C. Porter read a letter from Chief of Police, Blair Siepert
asking for the Council's permission to send Officer Lynn Archibald to
a two week Federal Drug Enforcement School in Salt Lake City, Utah,
between the dates of May 12th and May 23, 1975. The letter states that
officer Archibald has indicated that he would be willing to use one week
of his vacation towards the school and stay with relatives in the area
to cut the cost of lodging. Councilman eile Boyle moved that the City
send officer Archibald to the drug school in Salt Lake City. Councilman
Glenn Peterson seconded.
