The salary request was reduced $5,800.00 for the ~~~ year. Also the shop remodeling was denied as it was felt by the Council that the water department could use part of the old street department building. The total budget approved was $121,590.00. M. at the City Hall, being the regular meeting place of said Council, at which meeting there were present and answering roll call, the following, who constituted a quorum: Mayor: John C. Porter Councilman: Barton Jensen George Catmull Warren Porter Glenn Peterson Nile Boyle Morgan Garner Also Present: City Attorney, Mary Smith City Clerk, Afton Anderson Guest: Scouts, Pack 301 of the Rexburg Ilth Ward IRE: MINUTES The Minutes of the previous meeting were discussed and corrected. Council- man Barton Jensen moved that the minutes be approved as corrected. Councilman Glenn Peterson seconded. All Aye IRE: REPORT ON AVAILABILITY OF FEDERAL FUNDS Attorney J. D. Hancock reported to the Council on the availability of Federal Funds for the City of Rexburg. Mr. Hancock, has been working for the City to obtain funds for projects which would benefit the City. He is now working on several projects such as parking, sub- standard housing, slum areas, etc. The project for the ball diamonds at the new high school is still being worked on. Mr. Hancock advised that our funds for this project is next on the list. He will report to the Council as soon as he hears back on any of these projects. IRE: WELDON STEINER PLANS TO BUILD A SUBDIVISION & PRESENTS PLANS Weldon Steiner plans to build a subdivision out of the City limits. It will be a 40 acre subdivision. He asked the Council what require- ments the City would have. Mayor John C. porter gave him a subdivision ordinance, which he suggested he study. He would have to make his Platt plans meet the specifications in this ordinance. J~{e would then have to present the Platt plans to the Planning Board for their recommendations. The Council would then accept or make their ruling. IRE: ., ~. POLICE ASSOCIATION COMMITTEE MEETS TO ASK FOR HIGHERS RAISES & GRIEVANCES The Police Association Committee for betterment, Officers Robert Smith, Robert Kauer, Lynn ARchibald, and Reserve Officer Jed .Clawson, intro- duced themselves to the Council. They wished to discuss the grievances of the City Police Department. They are not happy with the raises agreed upon by the Mayor, Council, and Police Chief Siepert. The percentage of their raise was too low. They didn't feel that the additional raise of 4% July was adequate either. They felt that the wages paid Rexburg Police Officers were so low that they could not main- tain the high standards of our present department. They asked the Council to give a definite committment of cost of living raises each 6 months in addition to the present raises. The Mayor 8dvised that the Council could not promise anything at this time as we were already increasing salaries to the extent that the mill levy had to be raised. ~RE: SALARIES, HOURS, AND HOLIDAY PAY DISCUSSED Mayor Porter advised that the Council had given adequate raises through out the City. The lowest salaries were being raised a higher percentage so as to bring all the City salaries on a level. The 4/ additonal raise in July would be a cost of living raise. The City will now pay holiday pay for the accepted holidays. If the holiday is worked, they will receive 8 hours pay at their regular hourly rate plus their monthly salary which amounts to double time. Officer Bob Smith asked if a holiday falls so that the employees in other departments have a three day weekend then those working a regular shift through the weekend should get holiday pay for the 3 day weekend. Mayor Porter says no; we will pay one day only for holidays. The ones that work the shift on the holiday only. The reserve officers working holidays will get time and a half. Officer Robert Smith felt the Police Officers now work so much overtime that they should get time and a half for anything over 40 hours. Mayor Porter advised that the City would pay regular pay over 40 hours per week, and time and a half over 60 hours to meet Federal requirements. The reserves pay has been raised to $2.25 per hour with a time and a half pay for holidays worked. IRE: POLICE ASK FOR CITY TO PAY FOR COLLEGE FOR OFFICERS Officer Robert Smith asked the City to consider paying for College for the Police officers as an increased incentive to keep good officers here. Mayor Porter stated that the City did pay for their Police Academy. ~ RE: WESTERN DEVELOPMENT INC. TO RENT OFFICE SPACE IN CITY HALL Mayor Porter advised the Council that Western Development Inc. has expressed a desire to rent an office at City Hall. A petition is being constructed to separate one room off from the old police station. They had agreed to pay $50.00 per month for this one office and storage closet. Councilman Glenn Peterson moved that Mayor negotiate with them. Councilman Warren Porter seconded. 1 All Aye ~ RE: BUDGET DISCUSSED, BUDGET FIGURE SET The budget was discussed. A few changes were made, the Council asked questions. The figure for the budget was finally set at $994,309.75. The Council agreed upon the figure. City Attorney Mary Smith was instructed to get the necessary appropriation ordinance ready and the budget hearing was set for March 19, 1975, at 7:30 P. M. at City Hall. I RE: PROBLEM OF PARKING AREA AT HIGHSCHOOL DISCUSSED The problem of the parking area at the highschool was brought up by Mayor Porter. City Attorney, Mary Smith and the Attorney for the school district have been studying the matter. They are at the present time waiting for a ruling by the Attorney General as to the legality of the City Police giving parking tickets on private property. The Police will continue to patrol until further notice. RE: BILLS PASSED Councilman Nile Boyle moved that the bills presented in the amoun of $23,609.72, be approved for payment. Councilman Morgan Garner moved that the minutes be approved as corrected. Councilman Nile Boyle seconded. All Aye RE: ORDINANCE 560 Attorney J. D. Hancock read ordinance 560 in full. AN ORDINANCE ENTITLED THE ANNUAL APPROPRIATION ORDINANCE OF THE CITY OF REXBURG, IDAHO, FOR THE FISCAL YEAR 1975, AND APPROPRIATING TO THE SEVERAL DEPARTMENTS, OFFICES AND FUNDS OF THE SAID CITY GOVERNMENT, FROM THE REVENUE DERIVED FROM TAXES LEVIED FOR SAID YEAR, AND ALL OTHER SOURCES, INCLUDING FEDERAL REVENUE SHARING, SUCH SUMS AS MAY BE NECESSARY OR DEEMED NECESSARY BY THE MAYRO AND CITY COUNCIL TO DEFRAY THE EXPENSES AND LIABILITIES OF SAID CITY FOR THE FISCAL YEAR 1975. In the absense of any protesters, the annual appropriation ordinance will be passed. Thereupon it was moved by Councilman Nile Boyld and seconded by Councilman Morgan Garner that the rule requiring ordinances of a general and permanent nature to be read fully and distinctly on three different days be dispensed with and that said ordinance be numbered 560 and be passed and adopted as read.
