HomeMy WebLinkAbout1974.12.04 CITY COUNCIL MINUTESRE: MANWARINGS ASKS FOR REDUCTION ON WATER BILL ON BLOCKS GUIDING >~.~ Blair Manwaring, of Manwaring Construction asked the Council to review the waterbill for the construction of the Blocks store. He felt there had been some mistake, as there was no way they could have used so much water. He felt that the meter discrepancy could have been due to the fact that the meter froze up and broke and was replaced by another. He felt this meter must have had a previous read. Councilman Morgan Garner moved that the water bill be reduced to $100. Councilman Barton Jensen seconded. All Aye RE NEW GARBAGE TRUCK HERE Mayor John C. Porter advised the Council that the new garbage truck is here and on the streets today. Mr. Porter felt that it will greatly increase `the efficiency and reduce the overtime in the garbage department. RE: CUTTER RACERS HAVE BLOCKED STREET OFF Mayor John C. Porter stated that the cutter racers had the street to the new shop blocked off for cutter racing. They had called to inform him of this. The Council felt that after this year that street will not be allowed to be closed as that street is the only access to the new shop. RE: LIBRARY BUILDING REPAIRED & KINGS STORE DAMAGED Mayor John Porter noted that the library building had been repaired and and a b~All turned into the City for $20.00. He reported that the Kings building had been damaged by the garbage truck and Kings has asked the City to repair the break. Mayor Porter told them it would be done. RE: BILLS PASSED Bills were presented man Nile Boyle moved Catmull seconded. RE: DECIDED TO SELL LAW for payment in the amount of $233,660.46. Council- the bills be approved for payment. Councilman George B00 KS All Aye Mayor John C. Porter brought up the set of Law Books owned by the City . of Rexburg. The cost of keeping these books current is approximately $100 per year. The City has no real need for these books and Mayor Porter felt they were an expense. Councilman Morgan Garner moved we sell the law books. Councilman Nile Boyle seconded. City Cle k, Afton Anderson All Aye Mayor Porter MINUTES OF THE REGULAR CITY COUNCIL MEETING OF THE CITY OF REXBURG, IDAHO State of Idaho) County of Madison(SS City of Rexburg ) The regular meeting of the City Council of the City of Rexburg, Idaho, Madison County, was held on Wednesday, December 4, 1974, at the hour of 7:30 O'clock P.M. at the City Hall, being the regular meeting place of said .Council, at which meeting there were present and answering roll call, the following, who constituted a quorum: Mayor: John C. Nile Boyle Morgan Garner George Catmull Warren Porter Absent: Glenn Peterson Also Present: Mary Smith, City Attorney Afton Anderson, City Clerk Whereupon the following proceedings, amongothers, were duly had and taken: IRE: MINUTES APPROVED The minutes of the previous meeting were read and discussed. Councilman Nile Boyle moved we approve the minutes as corrected. Councilman Morgan Garner seconded. All Aye IRE: CITY CREWS TO TRY OUT HOT OIL MACHINE FOR STREETS Mayor John C. Porter reported that there is a used machine for putting hot oil on the streets for patching, which is available to the City for a price of $1,000. The City street crew is going to try it out for a short time before buying. ARE: KENNEDAY PAVING TO FIX SPOTS IN STREETS Mayor Porter advised the Council that Kenneday Paving has agreet to fix the trouble spots nextspring in the street work they did during the summer. IRE: ADDITIONAL BILL FOR GARBAGE TRUCK APPROVED An additional bill of $313.86 was presented to the Council for okay on the new garbage truck. The bid called for a 1974 truck and Rexburg Motor supplies a 1975 with this additional charge. Councilman Barton Jensen moved we pay the bill. Councilman Nile Boyle seconded. Ail Aye IRE: WILLARD MC CULLOCH BILL FOR WATER & SEWER CONNECTION TO BE REVISED Councilman Barton Jensen presented a charge for a water and sewer connect- ion charge for Willard Mc Culloch. Councilman Barton Jensen felt that as Mr. Mc Culloch had paid for the original water meter and connection, the bill should be revised. Councilman Warren Porter seconded. All Aye IRE: LETTER FROM HIGHWAY DEPARTMENT Mayor John C. Porter read us the following letter Dear Mayor Porter: ~~ As you know Federal Aid Highway funding was restricted over the past decade. Much needed highway construction has been seriously hampered by Federal Administrative holdbacks. This action was accomplished by limiting the amount of apportioned monies each State could use for projects. For severa years, the ceiling has been at approximately 75 percent. In F.Y. 1975 (current), Idaho was allocated $41.3 million for all programs, but only $29 million was made available. This is called obligational limitation. Prior to this year, obligational limitation was usually imposed on a quarterly basis. Thus it was possible to review priorities each quarter and achieve a reasonable project balance between systems. In contrast, F. Y. 1975 limitations were set for the entire year which made it difficult to obtain equality and use available funds as soon as possible. Occasionally, and on very short notice, FHWA has in past years reviewed obligational limitations and increased the amount to States which had committed all available funds. Idaho, by obligating early and maintaining a backlog of ready projects, has received additional amounts at each offering. Experience indicates that full use of Federal Aid can be attained only by contracting projects as soon as obligational limitation is available. Continuing the policy of expending up to obligational limitations on ready projects as rapidly as possible, has resulted in all available `pp funds having been committed. This has caused an unanticipated imbalancd~a between State and Local projects. The Transportation Board is concerned about the imbalance and has asked the Division of Highways, in cooperation with local sponsors of Federal Aid Highway projects, to develop a policy which will provide opportunity for equitable distribution of obligational limitations between State and Local Systems. To this end, the attached proposal is submitted for your review and comments. Please send us your views and ideas which you think would held to develop and equitable policy. Sincerely, Darrel V. Manning, Director Mayor Porter informed the Council that the City engineer Clayter Forsgren was busy getting the necessary paper work done and ready for the release of funds.
