RE . 1~ E The regular meeting of the City Council of the City of Rexburg, Idaho, Madison County, was held on Wednesday, November 20, 1974, at the hour of 7:30 O'clock P.M. at the City Hall, being the regular meeting place of said council, at which meeting there were present and answering roll call, the following, who constituted a quorum; Mayor: John C. Porter Councilman: Nile Boyle Morgan Garner George Catmull Barton Jensen Warren Porter Absent: Glenn Peterson Also Present: Mary Smith, City Attorney Afton Anderson, City Clerk Whereupon the following proceedings, amoung others, were duly had and taken: The minutes of the previous meeting were read and discussed. Council- man Barton Jensen moved the minutes be approved as corrected. Councilman Morgan Garner seconded. All Aye. PUBLIC HEARING TO BE HELD ' Mayor John C. Porter read the planning board report (including recommendet+ ions) to the Council on the three zoning changes on 5th West. The planning board suggest one public hearing for all three. Councilman Barton Jensen so moved that we have a public hearing on all three properties as recommended by the planning board. The public hearing date was set as December 18, 1974, 7:30 P.M. at City Hall. Councilman Nile Boyle seconded. All Aye. MRS DAVID HILLIER APPROVED FOR KINDERGARTEN Mrs. David Hillier, reported Mayor Porter, wishes to open a kindergarten in her home at 575 Maple Drive. This is zoned residential. Mayor Porter advised her that she would need a petition of all neighbors within a 300 foot radius of her property. Councilman Barton Jensen moved that the Council will agree to issue her a business license if this requirement is met. Councilman Morgan Garner seconded. All Aye. KENTUCKY FRIED CHICKEN REQUESTS PUTTING TRAILER HOUSE BEHIND BUSINESS The manager of Harmon's Kentucky Fried Chicken, wishes to put a trailer house behind his place of business, in the alley behind the Main Street location. Councilman Barton Jensen asked to have the Building Inspector, Nile Brown check the location to make sure it meets all the fire requirements, and advise the Council. If all requirements are met they could be allowed to put the trailer there tem00p~~orarily for I EEyear, oo ~OBE~ober~T~en~ryRo~R~hell~ad~sonR~ountyMRecreat~onCDepar~ment presented to the Council his plans for the recreational program in the near future. He plans to have a free gym period for Saturday afternoons where anyone wishing to can use the facilities of the Junior High gymnasium. He is also planning a Little League basketball and a wrestling program. The ice skating rink will be put up in Smith park under the lights and will be in full operation. Mr. Gentry hopes to have some classes there in the evenings. Mr. Gentry asks for funds to put these programs into operation. Councilman Warren Porter suggested the City give $500 this year to see how the programs are carried ICE: ACCOUNTANT MERRILL RUDD ASKS FOR INCREASE IN FEES Accountant Merrill Rudd asked the Council to accept his contract for 1975 with the increase, raising the accountants fees to $2,000 for the year. Mr. Rudd answered questions asked by the Councilman as to what duties and time is spent on the audit. They asked that the audit be ready earlier this year. Councilman Nile Boyle moved that we accept Merrill Rudd's con- tract for 1975. Councilman Morgan Garner seconded. 1 All Aye RE: MANWARINGS ASKS FOR REDUCTION ON WATER BILL ON BLOCKS GUIDING >z~ Blair Manwaring, of Manwaring Construction asked the Council to review the waterbill for the construction of the Blocks store. He felt there had been some mistake, as there was no way they could have used so much water. He felt that the meter discrepancy could have been due to the fact that the meter froze up and broke and was replaced by another. He felt this meter must have had a previous read. Councilman Morgan Garner moved that the water bill be reduced to $100. Councilman Barton Jensen seconded. All Aye RE NEW GARBAGE TRUCK HERE Mayor John C. Porter advised the Council that the new garbage truck is here and on the streets today. Mr. Porter felt that it will greatly increase `the efficiency and reduce the overtime in the garbage department. RE: CUTTER RACERS HAVE BLOCKED STREET OFF Mayor John C. Porter stated that the cutter racers had the street to the new shop blocked off for cutter racing. They had called to inform him of this. The Council felt that after this year that street will not be allowed to be closed as that street is the only access to the new shop. RE: LIBRARY BUILDING REPAIRED & KINGS STORE DAMAGED Mayor John Porter noted that the library building had been repaired and and a b~All turned into the City for $20.00. He reported that the Kings building had been damaged by the garbage truck and Kings has asked the City to repair the break. Mayor Porter told them it would be done. RE: BILLS PASSED Bills were presented man Nile Boyle moved Catmull seconded. RE: DECIDED TO SELL LAW for payment in the amount of $233,660.46. Council- the bills be approved for payment. Councilman George All Aye BO0 KS Mayor John C. Porter brought up the set of Law Books owned by the City of Rexburg. The cost of keeping these books current is approximately $100 per year. The City has no real need for these books and Mayor Porter felt they were an expense. Councilman Morgan Garner moved we sell the law books. Councilman Nile Boyle seconded. All Aye Councilman Barton Jensen moved the meeting adjourn. Councilman George Catmull seconded.
