MINUTES OF THE REGULAR CITY COUNCIL
MEETING OF THE CITY OF REXBURG, IDAHO

City of Rexburg)
The regular meeting of the City Council of the City of Rexburg, Idaho,
Madison County, was held on Wednesday, the 6th of November, at the hour of
7:30 o'clock, P. M. at City Hall, being the regular meeting place of said
Council, at which meeting there were present and answering roll call, the
following, who constituted a quorum:
Mayor: John C. Porter
Councilman: Warren Porter
George Catmull
Barton Jensen
Glenn Peterson
Morgan Garner
Absent: Nile Boyle
Also Presnet: Mary Smith, City Attorney
Afton Anderson, City Clerk
Whereupon the following proceedings, among others, were duly had and
taken:
IRE: MINUTES OF PREVIOUS MEETING APPROVED
The minutes of the previous meeting were read and discussed. Councilman
Glenn Peterson moved the minutes be approved as corrected. Councilman
Warren Porter seconded.

BUSINESS LICENSE ISSUED TO SALLY BLAKE
Mayor John C. Porter introduced Sally Blake, of St. Anthony, who had made
application to purchase a business license from the City of Rexburg to open
a dancehall in the old Cal Ranch building on Main Street. She advised
that the dances would be from 8:00 to 12:00 P.M. Friday and Saturday nights
only. She had received permission to use parking in the area, and there
is room behind the building to put in their own parking lot. Councilman
Barton Jensen moved that as parking provisions had been made and the hours
were from 8:00 to 12:00 P. M. only that a business license be issued.
However if at anytime it becomes a daytime business, more parking should
be made available. Councilman Glenn Peterson seconded.

ZONING PROBLEMS
Mayor Porter reported 3 zoning problems to the Council.
I. Blair Heinz wants to build a snowmobile sales building on the corner
of 7th South and 5th West. As this 7th South street will one day be
main highway to the college, much consideration and study must be made
before this property is zoned.
2. Wayne Ricks on South 5th West wants to build a shop behind his place.
Half of this block is commercial and half is not. He wants this zoned
commercial.
3. A petition was presented by Jim Hamilton to the council with a request
to zone all of the old Cook farm commercial.
Councilman Barton Jensen moved that all three Problems be turned. over to
the planning board for recommendation and take action at the next meeting.
Councilman Morgan Garner seconded.

~2E: APPLICATIONS FOR BEER LICENSES
Applications for beer licenses were reviewed. Councilman Glenn Peterson
moved that the licenses be issued to Bob Farrer, Harveys Beer & Pizza
and the BJ Bar. Councilman Warren Porter seconded.

RE: NEW FEDERAL GRANT AVAILABLE FOR SIGNS
Mayor John C. Porter advised the Council of a new Federal Grant available
to cities. The Highway Department will buy all the City's traffic control
signs, $3,677.75; our share of installations costs $1,210.00 allowed for
labor and equipment rental. The signs would be paid for by the grant and
the City crews would put them up and completely maintain them afterwards.
Councilman Warren Porter moved to pass the resolution authorizing the
Mayor to sign the agreement. Councilman Glenn Peterson seconded.

RE BID OPENING FOR POLICE CAR
8:00 P. M. Bid opening on 1972 Dodge Polaris, being sold by the Police
Department. The highest bid was $695.00 offered by Agnes Hunter.
Councilmen Glenn Peterson moved we accept the bid. Councilman Barton
Jensen seconded.

RE: BOYD ASHCRAFT SHOULD BE COMPLELLED TO PUT IN A HEADGATE
George Catmull reported that Boyd Ashcraft is using a bale of straw
in the ditch to block flow instead of putting in a headgate. He felt
Mr. Ashcraft should be complelled to put in a headgate.
RE: MAYOR REPORTS ON SEMINAR
Mayor John C. Porter reported on the purchasing seminar he had attended
in Boise last week.
IRE: GRAVEL & CEMENT SPILLAGE ON THE STREETS A PROBLEM
gavel and cement spillage on the streets are really becoming a problem.
ouncilmen felt there should be tickets and fines issued. Mayor will
ave the police watch and ticket them and advise Thriftway Drug to clean
p the mess behind their store.
IRE: MARTIN HARRIS SUIT DROPPED
Attorney Mary Smith advised that the City of Rexburg has been dropped from
the Martin D. Harris suit.
IRE: BILLS APPROVED
Councilman Barton Jensen moved the bills be paid as presented. Councilman
Glenn Peterson seconded.

Councilman Warren Porter moved the meeting adjourn it being 10:00 P. M.
Councilman Morgan Garner seconded.
