asked the Council for a crosswalk patrolman. They felt it was necessary
to have a patrolman, morning, noon, and night and the crosswalk across
main street. The parents and teachers are very concerned. They also
felt there was a problem on 1st North where the students cross to go
over to the Twin Pines area. Councilman Barton Jensen assured them
that the City is prepared to pay for a patrolman there, as soon as we
can find someone. He mentioned that the pay had been approximately
$5.00 per day last year and probably the same now. Councilman Glenn
Peterson proposed that the City find a patrolman for this crosswalk, to
work approximately 2 hours per day. Councilman George Catmull seconded.

~RE: DRAINS THAT REINHART PUT IN ON 2nd South and 2nd East UNSATISFACTORY
Councilman Barton Jensen brought up that the drains that Reinhart has
put in on 2nd South and 2nd East are very unsatisfactory. They will
not drain as they are running up hill. He suggested Reinhart be made
to fix these before they are paid.

Councilman Nile Boyle moved the bills be okayed for payment in the
amount of $19,942.23. Councilman Warren Porter seconded. All Aye

MINUTES OF THE REGULAR CITY COUNCIL
MEETING OF THE CITY OF REXBURG, IDAHO
State of Idaho)
County of Madison(SS
City of Rexburg
The regular meeting of the City Council of the City of Rexburg, Idaho
Madison County, was held on Wednesday, the 16th of October, at the hour
of 7:30 o'clock P. M. at the City Hall, being the regular meeting place
of said Council, at which meeting there were present and answering roll
call, the following, who constituted a quorum:
Mayor: John C. Porter
Councilman: Nile Boyle
Glenn Peterson
George Catmull
Warren Porter
Barton Jensen
Morgan Garner
Also Present: Mary Smith, City Attorney
Afton Anderson, City Clerk
Thereupon the following proceedings, amongothers, were duly had and taken:

The minutes of the previous Council meeting of October 2nd, 1974 were
read and discussed. Councilman Warren Porter moved they be accepted
and approved as corrected. Councilman Glenn Peterson seconded.

ARE: ATTORNEY HAS GOVERNMENT GRANT TO PUT AN APRON AT THE AIRPORT

RE: APPLICATIONS FOR THE BEER LICENSES APPROVED
Applications for the following beer licenses were presented to the Council
for action. Romrells Food Store, Food Center, Circle K, and the B. J.
Bar. After reviewing all applications, Councilman Glenn Peterson moved
we issue the permits to Romrells, Food Center, and Circle K. Councilman
Barton Jensen seconded. All Aye. From the application for the B. J. Bar
beer License it appeared that the applicant is not a resident of the City.
The City Attorney advised that the ordinance does state that the holder
of a beer license must be a resident of the City of Rexburg. The Council
requested that the City Attorney be authorized to write them a letter
notifying them of this.
RE: PARKING PROBLEM ON 2ND SOUTH

RE: GOING AHEAD ON THE REPAIRS ON THE MERY-GO~ROUND.
Councilman Warren Porter reported that they were going ahead on the repairs
on the merry-go-round. He advised that it was going to cost us quite a
bit of money but it would be well worth it, as the merry go round was
now antique and of quite a value. Councilman Barton Jensen moved that
Warren Porter be instructed to completely refurbish the merry go round
as well as possible. Councilman Nile Boyle seconded.

~E: BID FOR NEXT YEARS AUDITING SERVICE
City Attorney Mary Smith advised the Council that. she had a grant
agreement to be~dsigned by the County and City for $28,213.00. This
agreement is for a Government Grant to put an apron at the airport.
Councilman Barton Jensen moved the Council accept the agreement and authorize
the Mayor and City Clerk to sign. Councilman Glenn Peterson seconded.
Discussion on parking on both sides of the street on 2nd South. Apartment
owners should provide adequate parking for the students renting from them.
The streets in this area are very conjested and the people living along
in that area are complaining. Councilman Barton Jensen moved that we
leave the parking only on one side of the street for the time being and
see how it works out. Councilman Barton Jensen moved that the parking
be only on the South side of the street from 3rd South to Ash. Councilman
Glenn Peterson seconded.
Councilman George Catmull presented to the Council, a bid for next years
auditing services. He is asking that the fee be raised to $2,000 for
1975. No action was taken.
~E: REPORT ON OVERLAY ON STREETS
Councilman Morgan Garner reported that the overlay would be approximately
$7,600 per block; this would leave enough money for 5 blocks. Garner
felt that the streets which would be done first should be 2 blocks on
1st South from 3rd East to 1st East; 2 blocks from Adams school to NE
corner of I~t North of Smith Park.

Bills were presented to the Council for payment in the amount of
$191,466.93. Councilman Glenn Peterson moved we pay the bills. Councilman
Morgan Garner seconded..
