HomeMy WebLinkAbout1974.09.18 CITY COUNCIL MINUTESMINUTES OF THE REGULAR CITY COUNCIL MEETING OF THE CITY OF REXBURG, IDAHO State of Idaho) County of Madison(SS City of Rexburg) A regular meeting of the City Council of the City of Rexburg, Madison County was held September 18, 1974, at the hour of 7:30 P. M. at the City Hall being at which meeting there were present and answering roll call, the following, who constituted a quorum: Mayor: John C. Porter Councilman: Morgan Garner Barton Jensen Glenn Peterson Warren Porter George Catmuil Absent: Nile Boyle Also present: Mary Smith, City Attorney Afton Anderson, City Clerk ~E: MINUTES APPROVED Minutes of the previous meeting were read and discussed. Glenn Peterson moved the minutes be approved as corrected. Councilman Barton Jensen seconded. All Aye ARE: TELEPHONE COMPANY TO DIG UP STREETS Mayor Porter advised the Council that the Telephone Company would be digging up streets; they would be digging Highway 88 from 150' west of K Street, running West 40' off center line to the City Limits RE ID OPENING FOR THE OVERLAY ON REXBURG STREETS The bid opening for the overlay of Rexburg streets. The low bid was from Kennady Paving with a bid of $1.76 per square yard. Councilman Barton Jensen moved the City accept the bid. Councilman Glenn Peterson seconded. All Aye. The bid was accepted with a completion date as per State of Idaho specifications. ARE: DISCREPANCY ON LID 19 FOR ROSS PEARSON Mayor Porter told the Council of a discrepancy on our LID 19. Ross Pearson was billed for sewer even though they are 200 or 300 feet from the nearest sewer line. Councilman Barton Jensen moved that in as much as this property does not receive any benefits nor is within 150 feet of the sewer line, the balance due is to be cancelled out. Councilman Glenn Peterson seconded. All Aye ARE PUBLIC AUCTION OF REAL PROPERTY The Mayor announced it was 8:00 P. M. and time for the public auction of the real property described in Ordinance no. 554. The value, which was $5,000.00. The Mayor asked if there were any other bids; no other bids being made it was moved by Councilman Barton Jensen, and seconded by organ Garner and unanimously carried that the bid of Rexburg Lumber Company be accepted and the Mayor and Clerk be authorised and directed to execute a deed conveying the property to the Rexburg Lumber Company. LRE: RICKS COLLEGE TO BE CHARGED 10~ Per 1,000 Gallons Of Water & $250 SEWER Mayor John C. Porter announced that the Ricks College people had been to see him on their water billing. They felt 15~ per 1,000 gallons of water was too high. They felt that our cost to pump this water would put the charge at 10~. Councilman Barton Jensen moved that we charge Ricks College 10~ per thousand gallons of water and raise their sewer charge to $250 per month. Councilman George Catmull seconded. All Aye RE: RAISES GIVEN TO TWO FIREMAN A Fire Chief Gary Owens having presented the Mayor with a letter proposing raises for two fireman; Steve Bell and Rex Larsen. Councilman Glenn Peterson moved we give the proposed raises.. Councilman Morgan Garner seconded. All Aye RE: PROGRESS ON POST OFFICE BUILDING, GARBAGE TRUCK ON ITS WAY Mayor Porter reported on the progress in the post office building. The partician wall is already in. The garbage truck is on the way to Texas. Bid opening on the new shop will be Wednesday, Sept. 25, 1974. There is a highway board meeting October I, 1974, at the Utah Power and Light building. It will just be a social hour with discussion on a rest area for .Rexburg. RE: JENSEN REPORTS ON MEETING AT THE HOSPITAL ON NATIONWIDE EMERGENCY NUMBER Councilman Barton Jensen reported that he had been to a meeting at the hospital on this nationwide emergency number 911. He felt as we were one of the few counties in the State of Idaho which have only one prefix, that we should recommend and support the County in getting this number. RE: COMPLAINT ON CROSSING AT KENNADAY SCHOOL Mayor Porter advised the Council that the people from Taylor Addition are complaining about the crossing at Kennaday School. They want a light put in. However; Mayor Porter reported that he has ordered two signs which read slow-20 miles per hour, one for the Kennaday school and one for the Washington school. RE: RICKS COLLEGE TO CLOSE CENTER STREET BETWEEN SECOND SOUTH AND 4th SOUTH Ricks College has asked permission to close center street between second South and 4th South for thru traffic between 5 A.M. and 4 P.M. it would be closed with signs and a chain. They will fully maintain this street in exchange for the permission. Morgan Garner moved they be given permission to temporarily close for the school term. Councilman George Catmull seconded. All Aye RE: BILLS APPROVED Councilman Glenn Peterson moved the bills be paid. Councilman Barton Jensen seconded. All Aye RE: MEETING ADJOURNED Councilman Glenn Peterson moved the meeting adjourn. Porter ;' ~' ~/~- City Llerk, Afton Anderson MINUTES OF SPECIAL MEETING September 25, 1974 IRE: REPORT ON SALE OF BONDS City Attorney Mary Smith reported on the sale of bonds on LID 20. She advised that there was a probable sale of $50,000 of the bonds. This left a balance of $19,176.28 unsold bonds. Councilman Warren Porter moved that the City purchase this remaining amount of bonds. Glenn Peterson seconded. All Aye
