A regular meeting of the City Council of the City of Rexburg, Idaho,
Madison County, was held on Wednesday, the 4th of September, at the hour
of 7:30 o'clock P.M. at the City Hall, being the regular meeting place
of said Council, at which meeting there were present and answering roll
call, the following, who constituted a quorum:

Thereupon the following proceedings, amongothers, were duly had and
taken:
RE: MINUTES APPROVED
The minutes of the previous Council meeting of August 21st, 1974 were
read and discussed. Councilman Glenn Peterson moved the minutes be approved
as corrected. Councilman Barton Jensen seconded.

RE: CHARLES SMITH LEAK AND WATER BILL TO BE ADJUSTED
Mayor Porter reported to the Council that there had been a water .leak on
the property of Charles Smith; that it had been underground. The water
bill was $30.00, and Mr. Smith had asked for an adjustment. Mayor Porter
asked for the Council's recommendation. Councilman Barton Jensen moved
that we give them 25~ off of their bill. Councilman Glenn Peterson
seconded.

IRE: BUILDING REPORT READ
Mayor John C. Porter read the building report for August in the amount
__ of $42,350.00.

,RE: ANDERSON GIRLS GIVEN PERMISSION TO RENOVATE MERRY GO ROUND
Mayor Porter advised the Council that the Anderson girls had been to
see him about renovating the merry go round. They wanted to organize
a group and make this their project fihrough the winter to repair the
horsed,. re do gears, repaint murals, etc. There would be no cost to
the City for the labor. They would be reimbursed only for their supplies.
.They suggested. that the College shop may be able to cut some new gears
for the merry go round. They felt that as our merry go round was 70
years old and classified as an antique, that it should be kept in repair.
Councilman Barton Jensen moved that the girls be allowed to go ahead
under advisement and that the parks make funds available for repairs.
Councilman George Catmutl seconded.

RE: MAYOR TO PROCLAIM HOMECOMING DAY AS MARIAN G ROMNEY DAY
Ricks College has asked the Mayor, to proclaim homecoming day as
Marian G. Romney Day and present him with a key to the City. Councilman
Barton Jensen so moved and Councilman Glenn Peterson seconded.

RE: ADDITIONAL WORK TO BE DONE AT POLICE DEPARTMENT NEW HEADQUARTERS
Police Chief Blair Siepert met with the Mayor and Council to discuss the
needs of the police department in their new headquarters. He reported
that the offices were built with little or no shelving for storage
which presented a big problem. They also need two bookcases and a dispatch
desk. Madison Millworks has bid the job at $1565.00. Councilman Morgan
Garner moved they have the necessary work done. Councilman Glenn Peterson
seconded.

RE: BID FOR SILSONITE SEAL COATING OPENING
8:00 o'clock the bid opening for the Silsonite seal coating. The low
bid being made by the Idaho Asphalt Protectives Co, of Idaho Falls,
Idaho. Their bid was $6,000.00 Councilman Barton Jensen moved that
they accept this low bid. Councilman Morgan Garner seconded.

RE: MR CHOATE FROM MANPOWER PROGRAM (CETA) EXPLAINED PROGRAM
Mr. Choate from the Manpower program, called the CETA project, explained
the program and how it helps the Cities. The program is to pay full
wages and benefits for employees for a period of 10 months, while they
are training to fill City positions. This is to help the City obtain
well trained, fully oriented employees onto their work force. Councilman
George Catmult moved that the Mayor sign the agreement. Councilman
Warren Porter seconded.

h~E: ROBERT GENTRY DISCUSSES SCHOOL-CITY PLAYGROUND PROJECT
Robert Gentry attended the Council meeting to discuss the school-city
playground project. Councilman Barton Jensen felt that it had been
a long time since the City has had civic participation in a community
project. He suggested we participate. Councilman Warren Porter said
we didn't have the money to put the lighting in now. Councilman Morgan
Garner moved that we sign the agreement with the school district,
subject to the Mayor's and Councilman Porter's approval of the maint-
enance. C;~uncilman Nile Boyle seconded.

Councilman Glenn Peterson moved we pay the bills in the amount of
86.60. Councilman Nile Bo le seconded.
