Councilman Nile Boyle moved the minutes be approved as corrected, George Catmull seconded. All Aye E: PHYLLIS TERRY OF A. I. C. VISITS CLTY Mayor John C. Porter introduced to the Council, Phyllis Terry of the Association of Idaho Cities. Mrs. Terry's job with the Association is to help the Cities with employee relations; she explained the labor laws. She explained the work she was now doing with our city employees; getting job classifications for work up and pay scale recommendations. .This is the first step in drawing up an employee manual. ~. PROPOSED PARK DISCUSSED Councilman Glenn Peterson and Warren Porter reported on the meeting with the school board which they had attended, pertaining to the proposed park by the new high school. The cost of the park would be approximately $50,000 over a period of 3 years. The LDS Stakes would pay half of this. It would not be required that the City put this all up in Chas but also in labor and equipment. CITY RECREATION FAMILY NIGHT A SUCCESS Mayor Porter reported that the family night for the City Recreation program was a success. He suggested we have another one. GLEN HUNTER REQUESTS VARIANCE ON ZONING Glen Hunter requested a variance to put a double wide trailer in an R2 zone on 4th East by new high school. He advised that he would remove all towing gear and set it on a foundation like a house. The FHA consider this a home. Councilman Nile Boyle moved they grant the variance if Mr. Hunter gets a petition sSgned by all the neighbors within 300 ft. Seconded by George Catmull. ~.#` All Aye JACK RANDALL HAS PURCHASED 50 FT. RIGHT OF WAY TO PROVIDE AN ACCESS STREET ON 5th WEST Jack Randall reported that he has purchased 50 tt. right of way from Ross Covington to provide an access street to 5th west. He presented his plat of proposed Randall Addition. Mayor John C. Porter suggested Mary check the minutes, sub division ordinance and make a legal recommendation on that access streets into adjoined plats so that they could make a final decision at the next council meeting of August 7, 1974. ~i All Aye 2E: ORDINANCE N0. 555 C i ty Attorney, Mary Sr~~i th Ordinance in full: Ordinance No. 555 introduced, and there was read, the following ~~~ AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE N0. 401, FIXING RATES WHERE WATER METERS ARE USED AND PROVIDING FOR AN INCREASE OF SAID WATER RATES AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH. Thereupon it was moved by Councilman Nile Boyle and seconded by Councilman `: Warren Porter that the rule requiring ordinances of a general and permanent nature to be read fully and distinctly on three different days be dispensed with and that said ordinance numbered 555 and be passed and adopted as { read. ~'" Thereupon the Clerk was ordered to call the roll on said motion and the roll call upon said motion was as follows. Those Voting Aye: Those voting Nay: Absent: Warren Porter George Catmull Nile Boyle Glenn Peterson Morgan Garner None Barton Jensen The Mayor thereupon declared that the motion, having been passed by not less than three-fourths of the Council had been duly carried, and that ordinance No. 555 was duly passed and adopted. The City Clerk was directed to publish said ordinance No. 555 in at least one issue of the Rexburg Standard & Journal, a newspaper published in the City of Rexburg, Idaho. Councilman Glenn Peterson moved the meeting be adjourned at 10:00 P. M. Councilman Morgan Garner seconded.
