MINUTES OF THE REGULAR MEETING OF
CITY COUNCIL OF THE CITY OF REXBURG
March 6, {974
Present and presiding Councilman Barton Jensen called the meeting
to order at 7:30 P. M. Absent John C. Porter, Mayor and Councilman
Morgan Garner. Present Councilmen George Catmull, Nile Boyle, Warren --
Porter, and Glenn Petersen. Attorney Mary Smith Oldham present and
Afton Anderson, City Clerk taking minutes.
Roger Porter of the Rexburg Standard & Journal was also present.
RE: MINUTES APPROVED
Nile Boyle moved that the minutes be approved as corrected. Seconded
by Glenn Peterson.

RE: SPECIAL MEETING ON FORMING LID TO BE HELD
Barton Jensen reported that it would be necessary to have a special
meeting Monday to advise intent of forming Local improvement District
after getting final figures from Clayter Forsgren. Attorney Mary
Smith explained the steps necessary in forming LID.
RE: CLAYTER FORSGREN HAS BROKEN DOWN NEW LID IN SMALL SEGMENTS
Barton Jensen reported Clayter Forsgren had broken down the new LID
in small segments so focal contracters will be able to bid.
RE: SERVICES INC. REQUEST BUSINESS LICENSE
Harry Mitchell, Services Inc. of Idaho Falls, attended the meeting
to ask permission to operate a security patrole business in Rexburg.
He told the Council that his officers were armed and did a 7 day
a week patro{ for clients in the Rexburg area. They would be bonded
as they were in Idaho Falls. Mary Smith suggested investigation before
issuing a license. Councilman Jensen suggested Chiet Blair Siepert
check this out and report to the Council
RE: STEPDOWN CLUB ISSUED LICENSE
Daniel Rigou{et arrived at the meeting. He requested a business.
license to operate the Stepdown Club. He has enlarged the area for: -'
a family center for pool tables,. air hockey, pin ball, .and machines. 1
Only sandwichs and pop would be sold, and thre would be no smoking
or drinking on the premises. He wants to have the center open from
9:00 A. M. to II:00 P. M. except Sat and Sun from 8:00 A. M, to II:00 P. M
He felt the City needed a place for the kids to go for recreation.
Glenn Peterson moved that the license be issued. Seconded by
Nile Boyle.

RE: SUPERINTENDENT OF WATER PRESENTED BROCHURE
Bud Armstrong, Supenintendent of the Water Dept. presented a brochure
he made up showing the facilities we have in the City to let the
Mayor and Council know what the department's duties are.
RE: PORTER ORDERED TREES
Warren Porter reported he had ordered same trees.

RE: CATMULL TO CONTACT MERR'LL RUDD
Barton Jensen suggested George Catmull as Finance Chairman contact
Merrill Rudd. as to when he will get the audit done.
RE: GARBAGE CHANGES CHARGES PRESENTED
Nile Boyle presented proposed garbage changes charges, for business
district. Will discuss next Council.
RE. ACCURATE INVENTORY TO BE MADE

George Catmull moved that an accurate inventory be made of all departments
and currently checked. Seconded by Nile Boyle. All Aye
BILLS APPROVED
Moved by Warren Porter that the bills in the amount of $18,492.46 be
approved for payment. Seconded by Glenn Peterson.

Glenn Peterson moved that we adjourn the meeting as it was 9:30 P. M.
Seconded by Nile Boyle.

MINUTES OF THE REGULAR CITY COUNCIL
MEETING OF THE CITY OF REXBURG, IDAHO
Minutes of the regular meeting held March 20, 1974, at 7:30 P. M. at
City Hall.
Mayor John C. Porter was present and presiding. The meeting was called
to order. Present were Councilmen George Catmull, Barton Jensen,
Morgan Garner, Warren Porter, Glenn Peterson, and Nile Boyle. Minutes
being taken by Afton Anderson, City Clerk. Attorney Mary Smith Oldham
was absent. Mike Green of the Post Register and Roger Porter of the
Rexburg Standard & Journal were also present.
Barton Jensen moved that the minutes of the previous meeting be approved
as read. It was seconded by Morgan Garner.

MAYOR READ LETTER FROM PLANNING BOARD ON REZONING CERTAIN AREAS
Mayor John C. Porter read a letter from the planning board suggesting
the council change lots 1,4,5,6,7, $ 8 of block 13 in Klinger Addition
to Commercial zone. Glenn Peterson mentioned that there is a lot of
interest in block 13 for business sites. They have a petition from
12 property owners adjoining this area giving .their permission. The
planning board suggest 4 lots of 12 and block 4 all be zoned commercial
George Catmull moved to hold hearing. Seconded by Warren Porter.
