MINUTES OF THE. REGULAR CITY COUNCIL
MEETING OF THE CITY OF REXBURG, IDAHO
Regular meeting of Rexburg City Council held November 7, 1973, at
City Hall at 7:30 P. M.
Mayor Henry Shirley present and presiding.
Council present Barton Jensen, .Albert Pieper, Richard L. Davis, Warren
Porter, Glenn Peterson and Ruth Smith,
City Attorney Mary Smith, City Clerk & Treasurer Beulah Johnson. Reporters
Mike Green and Roger Porter.
Minutes of October 17, 1973, were read moved by Peterson seconded by
Smith same be passed.

Unanimously Carried.
Bids on two police cars were opened
Dodge 1970 was bid at $225.00
Plymoth 1972 was bid. at $155.00
Only one submitted were by Neal Hendricks. Motioned by Smith seconded
by Pieper this be accepted.

2E: COLLEGE CANADIAN CLUB DESIRES PROJECT TO HELP
Mayor stated that the College Canadian. Club desires a project to
help the City,and Council to advise the Mayor of possibilities of
same
tE: ELECTRICAL BOARD DISCUSSED
The need for electrical board was discussed. Jensen motioned that
City Attorney draw up an Ordinance regulating same. Seconded by
Peterson.

;E: BIDS ON BURTEN5HAW BUILDING
Meeting with the Council with bids for Burtenshaw Building were Dean
Pollard Rexburg, Val Dietrich of Dietrich Insurance, Tom Trucker
representing the W,illtrust Partnership of Bank of Commerce in Idaho
Falls. High bid $34,500 which was the appraisal price, with 10~ down
and cash on delivery of Title Insurance and deed. Pollard withdrew
from the bidding. Peterson moved we accept Trucker's bid, seconded
by Pieper. Unanimously Carried, with acceptance of acheck of $3500.00.

RE: INTRODUCTION OF ORDINANCE "AN ORD. CONFIRMING THE .ASSESSMENT ROLL LID`20
j Councilman Richard Davis thereupon introduced an ordiannce entitled
3 "An Ordinance Confirming the Assessment Roll for Local Improvement
District No. 20 in Rexburg, Idaho, for the purpose of causing certain
streets and alleys and parts thereof within the corporate limits of said
City, to be graded, graveled, prime coated, paved, curbed, guttered, surface
drained, sidewalks, sewer and water lines constructed thereon within
said district; ordering assessments to be made in accordance with the
assessment roll and prescribing details concerning said assessments.
A motion .was made by Councilman Barton Jensen and seconded by Councilman ,'
Glenn Peterson that the rules requiring ordinances of a general and
permanent nature to be fully and distinctly read on three different days.

Thereupon the Clerk was ordered to call the roll on said motion and the
roll call upon said motion was as follows:

The Mayor thereupon declared that the motion, having been passed by
not less than three-fourths of the Council, had been duly carried,
Ordinance No. 543 was then read by the Clerk in full and at length as

RE: ORDINNNCE N0. 543
AN ORDINANCE CONFIRMING THE ASSESSMENT ROLL FOR LOCAL IMPROVEMENT DISTRICT
NO. 20 IN REXBURG, IDAHO, FOR THE PURPOSE OF CAUSING CERTAIN STREETS AND
ALLEYS AND PARTS THEREOF WITHIN THE CORPORATE LIMITS OF SAID CITY, TO
BE GRADED, GRAVELED, PRIME COATED, PAVED, CURBED, GUTTERED, SURFACE
DRAINED, SIDEWALKS, SEWER AND WATER LINES CONSTRUCTED THEREON WITHIN
SAID DISTRICT: ORDERING ASSESSMENTS TO BE MADE IN ACCORDANCE WITH TFIE
ASSESSMENT ROLL AND PRESCRIBING DETAILS CONCERNING SAID ASSESSMENTS:
REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH,
AND DECLARING AN EMERGENCY.
Councilman Warren Porter moved the adoption of said ordinance, which
motion was seconded by Councilman Ruth Smith.
The clerk was then instructed to call the roll on the passage of the
Ordinance and the roll call on said passage of Ordinance No. 543
resulted as follows:

The ordinance was thereupon, by the Mayor, declared to have been duly
passed, and the Clerk of the City was directed to publish said Ordinance
No. 543 in full immediately in at least one issue of the Rexburg Standard,
a newspaper published in the City of Rexburg, Madison County, Idaho.

R VOLUNTEER FIREMAN PROGRAM DISCUSSED
Peterson discussed volunteer firemen program. Silas Clements, Fire

Peterson ask that Sunset Drive be changed to Sunset Circle and the
sign of Taylor addition be removed. Motioned by Jensen, and seconded
by Smith that this be done.

RE: DAN MOULTON GIVEN PERMISSION TO PURCHASE HIGH P(~ESSURE WATER CLEANER
Pieper moved that Dan Moulton be given permission to purci~ase high
pressure water cleaner for street department and a cab for the
sidewalk snow plow. Seconded by SMith.

'RE: PERMISSION DENIED FOR RUBY DAVIDSON LID #16 BE EXEMPT OF INTEREST
Pieper ask i.f the Ruby Davidson LID #16 could possibly be exempt of
interest. Uue to bonding and LID Guarantee Fund permission was
denied.
RE: CHRISTMAS LIGHTS DISCUSSED
Jensen discussed Christmas lights, using same as last year, which can
be repaired. This will conserve on energy for the Christmas Season.
RE: RANDY PORTER TO BE GIVEN CREDIT FOR OVER CHARGE
Davis ask that Randy Porter be given credit for his over charge.
Davis also discussed water rates for the new revenue bond payments.
RE: CHAMBER OF COMMERCE NEEDS $350.00 FOR BROCHURES, IRRIGATION PUMP TO BE TRADED
Jensen stated that the Chamber of Commerce needed $350.00 budgeted for
City of Rexburg brochures. Also that the irrigation pump recently
removed by the New High School could be traded for a smaller pump

MINUTES OF THE REGULAR CITY COUNCIL
MEETING OF THE CITY OF REXBURG, IDAHO
Minutes of the regular meeting of the City Council of the City of
Rexburg, Ldaho, held November 21, 1973, at the City Hall. Mayor
Henry Shirley was present and presided. The following council members
were present: Barton Jensen, Warren Porter, Richard Davis, and
Glenn Peterson. Absent were Albert Pieper and Ruth Smith. In the
excused absence of City Clerk Beulah Johnson, the Mayor asked Mary
Smith to take the Minutes.
RE: MINUTES APPROVED
Minutes of the regular meeting held November 7th 1973, were read and
on motion of Richard Davis, seconded by Barton Jensen and unanimously
carried, the same were approved.
RE: BILLS APPROVED
Bills in the amount of $129,734.89 were read. On motion of Barton
Jensen, seconded by Glenn Peterson and unanimously carried, the
same were approved and ordered paid.
~2E: CHRISTMAS DECORATIONS DISCUSSED, EMPLOYEES TO GET A TURKEY
Barton Jensen brought up the matter of Christmas decorations for the
streets. The matter was discussed. The Mayor suggested that instead
of having a Christmas party for the city employees, that each city
employee be given a turkey.- Warren Porter moved that each city
employee be given a turkey rather than having a Christmas party,
seconded by Barton Jensen and unanimously carried.
~tE: CITY TO RETAIN PARKING METER HEADS
The Mayor stated that since the Johnny Carson show, he had had requests
from people wanting to get parking meter heads in order to make
banks out of them. The matter was discussed. it was moved by
Warren Porter, seconded by Richard Davis and unanimously carried, that
the City retain the parking meter heads.
~2E: BOY SCOUTS GIVEN PERMISSION TO SELL CHRISTMAS TREES LICENSE FEE WAIVED
The Mayor reported that the Boy Scouts wanted to sell Christmas trees
on a vacant lot at 52 South 2nd West and asked that the license fee be
waived. It was moved by Barton Jensen, seconded by Glenn Peterson and
unanimously carried that the license fee for selling the Christmas
trees by the Boy Scouts be waited and that .t hey be permitted to sell
Christmas trees in thq vacant lot at 52 South 2nd West.
