carried. The Mayor then called tar the voting for final passage
of the Ordinance, the motion was made by Glenn Peterson seconded by
Warren Porter. The Mayor ordered the roll call of the council called,
and the roll being called by the .City Clerk for the final passage
of the Ordinance was as follows:

Glenn Peterson
The roll being called and all councilmen present ~zoting "AYE" carried,
the Mayor declared that a majority. of-all the members of the City
Council had voted for'the passage of said Ordinance and that said
Ordinance was duly and regularly passed. Mayor Shirley then declared
the motion carried. -~-
Davis moved adjournment 1:45 p. m. seconded by Porter.

MEETING OF THE CITY OF REXBURG, IDAHO
Regular meeting of City Council held August I, 1973, at City Hall at
7:30 P. M.
Present and presiding Mayor Henry Shirley.
Council present Ruth Smith, Albert Pieper, Glenn Peterson,
Richard L. Davis, Barton Jensen, and Warren Porter.
Also present City Attorney Mary Smith, City Clerk & Treasurer Beulah
Johnson. Reporter Mike Green from Post Register..
E: CAROL G THOMPSON PRESENTED PETITION TO HOLD KINDERGARTEN
Carol G. Thompson from 446 Linden presented the following petition
to hold a kindergarten in her residence.

RE: REVENUE BOND
Clayter Forsgren, City Engineer, and D. Le Roy Armstrong, Water and
Sewer Superentendent met with the Council to discuss a Revenue Bond
in the amount of $875,000 for the expansion of the present water
system for the City .and Ricks College. This would be financed by
Revenue Bond election that would be held as soon as possible, with the
College, HUD, and City participating. Jensen motioned that we proceed
with election for $875,000, Revenue Bond, Seconded by Porter. Jensen
moved that we engage Burrow and Smith agent Ken Newman, as they
satisfied from past experience with these Fisical Agents. Seconded by
Davis.

RE,;...~ STREET PROJECTS I N C I TY D I SCUSSED
'Street projects in the City were discussed, with emphasis on the LID
in the amount of $162,809.00 which is to progress as rapidly as
possible.
RE: NEEDED STORM SEWER
Pieper discussed that we pay for the needed Strom sewer out of•the
revenue sharing money.
RE: .WATER SYSTEM IN REXBURG HEIGHTS
Blair Manwaring representing AMR Corp. proposed that they install
water system in Rexburg Heights and the City collect the Revenue and
in turn maintain the system. Discussed at length. This would have
to be annexed to the City. Councilman Davis is to study this and
contact the parties again before a ~ecision is made on Rexburg
Heights.

Minutes of July 18, 1973, were read, corrected, Jensen moved that they
be passed. Seconded by Davis.

RE: PERMISSION TO CLOSE A STREET FOR IDAHO STATE RIDING MEET
Mayor Shirley asked for permission to close a street for the
Idaho State Riding Meet hosted by Upper Valley Wranglers, to be
held, Saturday, August 4. Davis moved that the street from Garner
Concrete to 1st North to fair grounds be closed, Saturday, August 4,
at 1:00 P. M. for the parade and judging. Seconded by Jensen.

LETTER COMPLIMENTING MAYOR ON CHAMBER OF COMMERCE
Mayor Shirley read a letter complimenting him on the present Chamber
of Commerce.
BILLS
Bills in the amount of $45,092.27 were read. Motioned by Jensen.
Seconded by Pieper that same be paid.

RE: PLAN TO INCREASE PARKING FOR EMPLOYEES
Keith Peterson representing merchants committee presented a plan to
increase parking for the employees an the north side of the present
parking lot back ~ a Power & Light and the First Security

of the City Hall would soon be built in~'o a store. No decision was
made at this time.

RE: BIDS ON USED POL4CE CARS
Onty one bid was presented for the two used police cars, recently
advertized. Virgil Hancock of Rigby was opened $275.00 for 1970
or $365 for both 1972 and 1970..
Davis moved that these bids be rejected and. readvertized.
Seconded by Peterson.
RE: MARY TO PREPARE TRAILER ORDINANCE
Unanimously carried
Motioned by Peterson that Mary prepare trailer ordinance for the
next meeting. Seconded by Pieper.

RE: PAYMENT TO ARLO NELSON FOR WORK ON REGIONAL PLANNING
Davis presented a bill for $241.83 to complete the Cities payment.
to Arlo Nelson for work completion on Regional Planning work.
Council agreed this was to be paid.
RE: FIRE ZONES REVIEWED
Discussion on Fire Zones was again reviewed areas for zoning was
decided on. Mary was given the go ahead on ordinance for Fire
Districts.
RE: SHELTERED WORKSHOP DISCUSSED
The matter of a location for the. sheltered workshop was discussed.
RE: NEW MEN HIRED AS FIREMEN
Gten Peterson reported that the City had hired Jess Percifield and
the County had hired Tim Falkerson, as Firemen.
RE: VARIOUS PROPERTIES WHICH CITY .MIGHT BE INTERESTED IN DISCUSSED
Albert Pieper reported that he had checked into various properties in
which the city might be interested. The matter was discussed.
RE: CORDON DIXON MIGHT BE INTERESTED IN PROVIDING A DOG POUND
Dick Davis reported that Gordon Dixon might be interested in
providing a dog pound on a temporary basis, on 5th West across from
the service station.

RE: ANY ADJUSTMENTS -0N SALARY FOR MAYOR AND COUNCIL HAS TO BE MADE BEFORE ELECTION
The Mayor reported that the Association of Idaho Cities had suggested
that any salary adjustments for the Mayor and Council had to be made ~y
60 days before election. (.

RE: MAYOR SHIRLEY WILL NOT BE A CANDIDATE TO SUCCEED HIMSELF
Mayor Shirley announced that he would not be a candidate to
succeed. himself.
~E: FULL TIME MAYOR, PART TIME MAYOR, ADMINISTRATIVE ASSISTANT DISCUSSED
The matter of paying a full time Mayor, part time Mayor, and Admininis-
trative Assistant was discussed.
Moved by Albert Pieper, seconded by Glen Peterson and Unanimously
carried that meeting adjourn. Time 10:50 P. M.
