Peterson motioned that meeting adjourn Seconded by Smith. 11:30. or ~~ .~ ~ ~ . tty Glerk MINUTES OF THE REGULAR CITY COUNCIL MEETING OF THE CITY OF REXBURG, IDAHO Regular City Council held July l8, 1973, at 7:30 P. M. at City Hall. Present and presiding Mayor Henry Shirley. Council present Ruth Smith, Barton Jensen, Richard L. Davis, Warren Porter, Glenn Peterson and Albert Pieper. Also present City Attorney J. D. Hancock, Mike Green ar,d Roger Porter reporters, Don Ellis of KRXK. RE: BILLS Bills in the amount of $15,537.62 were read, motioned by Jensen, seconded. by Porter that same be paid. Unanimously carried MAYOR TO GO TO GRAND JUNCTION COLORADO TO TOUR POLICE FACILITIES Mayor Shirley announced he would accompany eight people from the valley area to Grand Junction Colorado, July 25, 1973 to tour the consolidated City County Police Facilities that they have in the area and examine how well it works. '.E: IZLX~URG HEIGHTSPLAT ACCEPTED Rexburg Heights of AMR Corp. presented a 40 acre plat for Council approval as it is within one mile area of City limits. Jensen moved we accept the plat and give Mayor the authority to sign same. Davis seconded. E: DISCUSSION OF PARKING METERS, METERS TO BE COVERED Steve Meyers, Clair Thueson of the parking meter committee representing Chamber of Commerce, ask that the City proceed with plans to initiate the two hour free parking. After much discussion, Pieper motioned that the meters be covered and two hour parking start July 25, and go to December 31, with two dollars fine be given for first violation, and one dollar for each hour thereafter. Seconded by Peterson, with Ruth Smith Nay, Richard Davis Nay. E: EXCESSIVE LEAKING OF WATER AT SWIMMING POOL Brad Parkinson Manager of City pool reported excessive leaking of water at the pool, and he has to run the pump constantly to rnaintain adequate water. Council agreed that Parkinson should contact Larry Perkins and have him look at the problem before a motor or other trouble developed and make recommendations for. fixing. _. DISCUSSION ON FIRE DEPARTMENT STAFF 1 Discussion on fire department staff. The need for .six man department with the County paying for 2 and City for 4. Smith moved we hire one more fireman. Unanimously. carried RE: DISCUSSION ON CONVERTING PRESENT STREET SHOP INTO FIRE DEPARTMENT Discussion on converting present street shop into fire department. RE: HUD FUNDS WILL BE AVAILABLE IN NEW FEW MONHTS FOR WATER FACILITIES '. Davis reported to Council that HUD funds in amount of $400,000 for joint City and College water facilities may be available in the next few months, recommending a bond election as soon as possible. Tabled until next meeting. RE(~ PROPOSAL FOR COMMUNICATION SYSTEM FROM TETON COMMUNICATIONS Mayor Shirley briefly presented a proposal for local Government and fire department communication system from Teton Communications in the amount of $6,302.00. RE: RECESS Ruth moved that we recess at 10:50. Seconded by Peterson. Unanimously Carried RE: CONVENED Meeting convened at 1:00 P. M. Friday in City Hall. Present Mayor Henry Shirley, Council Ruth Smith, Richard L. Davis, Warren Porter, Glenn Peterson, City Engineer Clayter Forsgren, and City Clerk Beulah Johnson. Bond 235,073.00 RE: ORDINANCE 437 AN ORDINANCE REPEALING ORDINANCE NUMBERS 355, 514, AND 521, of the CITY OF REXBURG, IDAHO, AND PROVIDING FOR THE ESTABLISHMENT OF PARKING ZONES IN THE CITY WITH A TWO (2) HOUR TIME LIMIT; PROVIDING THAT THE CHIEF OF POLICE, SUBJECT TO THE JURISDICTION OF THE CITY COUNCIL, SHALL ~ DESIGNATE SUCH ZONES AND THE RESTRICTIONS APPURTENANT THERETO; PROVIDING THE HOURS OF SUCH LIMITED PARKING; PROVIDING THE PENALTY FOR VIOLATING i'ARKING REGULATIONS AND THE ENFORCEMENT PROCEDURES RELATING THERETO; PROVIDING PENALTIES FOR FAILURE TO APPEAR IN RESPONSE 1"0 A CITATION; EROVIDING WHEN SUCH ORDINANCE SHALL .BECOME EFFECTIVE, AN EMERGENCY i=XISTING THEREFOR. A motion was made by Glenn Peterson, seconded by Warren Porter ~to suspend the rules and have said Ordinance placed upon its final passage. The Mayor ordered the roll call of the Council called, and the roll being called by the City Clerk for the suspension of the rules-was as follows: Those voting "AYE" Warren Porter Ruth Smith Glenn Peterson Richard L. Davis V ~°.. y` Y~.. ~~ s - The roll being called and all Councilmen present voting "AYE" carried. The Mayor then called for the voting for final passage of the Ordinance, the motion was made by Glenn Peterson seconded by Warren Porter. The Mayor ordered the roll call of the council called, and the roll being called by the City Clerk for the final passage of the Ordinance was as follows: Those voting AYE Ruth Smith Richard L. Davis Warren Porter Glenn Peterson The roll being called and all councilmen present ~zoting "AYE" carried, the Mayor declared that a majority. of all the members of the City Council had voted for the passage of said Ordinance and that said Ordinance was duly and regularly passed. Thompson from 446 Linden presented the following petition to hold a kindergarten in her residence. PETITION July 22, 1973 I Carol G.
