Jim Shirley met witk~ Council asking for permission to build garage on
foundation he has on Harvard Ave, stating two. building permits
have been issued and neighbars complaining he has stopped work.
He stated the desire to build something to improve the looks of the
vacant lot. Pieper moved that permission be given providing it
meets zoning and building codes. Ruth seconded.

Mayor used a Sony tape recorder to tape meeting and ask Council
approval for purchase same. Council expressed approval.

MINUTES OF THE REGULAR CITY COUNCIL
MEETING OF THE CITY OF REXBURG, IDAHO
Regular Meeting July II, 1973, held at 7:30 at City Hall.
Present & presiding Mayor Henry Shirley.
Council present Ruth Smith, Albert Pieper, Warren Porter, Barton Jensen,
Richard L. Davis & Glenn Peterson. City Attorney Mary Smith, City
Clerk ~ Treasurer Beulah Johnson. Press Roger Porter & Mike Green.
Minutes of June 20, 1973 were read. Motioned by Smith, seconded by
Porter that they be passed.

'.E: RECENT SEALING THE INFILTRATION OF SEWER LINES
D. LeRoy Armstrong, Water & Sewer Supertendent, reported to the group
on recent sealing the infiltration of sewer lines in the North West
area of the City. He stated 72 seals making a total of 2,458 feet.
inspected. He suggested that the project be continued each year until
the Lines are all sealed. He also stated that the sewer lagoons showed
a remarkable drop in the flow to the Lagoon.
2E: SATALITE WORKSHOP FOR MADISON COUNTY & SURROUNDING AREAS
Mrs. Mae Tomilson, Rexburg and Val Denton, Idaho Falls representing
the Satalite workshop for Madison County and surrounding areas,
met with the Council with Tom Minow, Nile Boyle and E. L. Thornpson
representing RI area residents where proposal workshop is being
planned. After much discussion on Zoning for such. Pieper moved
tabling until legal opinion could determine classifing such project
in zoning ordinances. Later Pieper discussed using dead end street
off south fifth west. Mary to investigate legal possibility of
having Satalite built on this area.

I have been approached by a member of the future Children's Work
shop Center with .respect to a plan to establish an access roadway adjacent
to my property. Subject roadway is evidently planned to intersect
through a residential lot-between my residence and that to Bob Purrington's
to gain access to public school properties.
I strong{y object to such a roadway from West Main where heretofore
none has been planned or programmed for. Such roadway would create
traffic on three side of my residence, which I find to be very objectionable.
1 am certain that no street has ever been planned through this area
and is just now being considered as an access rather than going
through present school properties.
4 would be questionable whether or not an industrial workshop as
planned in the location of Kennedy School properties would meet current
city zoning requirements in that it would entail some commercial
Centerprise in a residential zone.
I do no-F in anyway oppose the need for building such a workshop center
for the handicapped. I support such a project provided its location
is in keeping with proper zoning for such a facility and does not encroach
on areas zoned residential. 4t would appear to me that there are
commercial locations in the city which would be more adaptable and
suitable for worthy project of this nature. If there may be
other properties available from the city or from the County, I would
recommend serious-consideration be given to an alternate location.
For your information, a petition objecting to the planned location of
the sheltered workshop is in circulation and will be presented to all
concerned.
I would respectfully request that the residents in tine area be heard
before."approval of any construction be allowed.

RE: PETITION
VJe, the undersigned, residents of the City of Rexburg, Madison County
Idaho, do hereby give notice that we oppose the planned location of the
Child's Workshop Center in the residential area south of West Main
Street and west of South Fifth West Street, more specifically known
as the Kennedy School property. Location of such a facility in a zoned
residential area, in our opinion, is .not in keeping with present
zoning ordinances.
We, the undersigned, do not in any way oppose the need for building
such a workshop center for the handicapped. Rather, we support such
a project provided its location is in keeping with proper zoning for
such a facility and does not disturb area zoned residential. It is
our opinion that there are commercial locations in the City of Rexburg
better suited for this type of facility.

RE: MRS S. H. HARRIS ASKS PERMISSION OF PARKING TRAILER IN REAR OF 148 N I E
Mrs S. H. Harris met with council asking permission of parking
trailer in rear of 148 North 1st East. Mayor referred her planning
board, stating that she could have decision by July 19th.

I. It is anticipated that we would be able to assist the City of
Rexburg in closing the old city dump during September through December
this year.
2. Recommend you coordinate with the Rexburg unit to accomplish this
project. Contacts would be ISG Carlson and ILt Allen at the Rexburg
armory.
3. A copy of your letter is being forwarded to the unit commander.

RE: DAVIS PRESENTED PLAN BY MADISON COUNTY REGIONAL PLANNING COUNCIL
Davis presented the comprehensive master plan developed by the Madison
County Regional Planning Council for adoption. Smith moved that we
accept the plan. Seconded by Pieper.

RE: TRAILER ORDINANCES GIVEN TO COUNCIL TO ..STUDY
Trailer Ordinances were given to all members who were instructed to
study for next meeting on July 18.
RE: AGREED TO HIRE ONE ADDITIONAL MAN FOR GARBAGE PICKUP
Council agreed to hire one additional man for garbage pickup.
Porter to study and present a new garbage ordinance for the City.
RE: NO GARBAGE CONTAINERS ON SIDEWALKS
Placing garbage containers on sidewalks was discussed by Council,
as B. J. Bar has no place to put one. All agreed that this was
not permissible and should not be allowed.

Smith ask for permanent play area for Smith Park,. for basketball and
other playground equipment. Discussed. She ask for permission to remove
iwo trees for ball games. it was agreed to let Ruth do as she sees fit.

';Motioned by Jensen that all irrigation within City limits be
discontinued by September 15 and be abandoned completely. Davis
seconded. Mary is to lease available water rights.

RE: NEW BROCF~URES DISCUSSED
Jensen told of meeting with Chamber on the new brochures. Davis
motioned contingent to factual sheet to accompany present brochure
that City pay $350 this year .and $350 in 1974. Seconded by
Smith.

RE: Pf~RKING METERS DISCUSSED SURVEY TO BE MADE
Parking meters discussed. It .was agreed to take a telephone survey
with 3 options for people to chose from and make a decision on July
18.
Sample:
Instructions: Call only people with a Rexburg Street address. If a
child or youth answers ask for mother or father. If neither at home go
on to next name. Call back later if convenient.

an opinion poll on parking meters for the City of Rexburg. (Pause)
May I explain 3 possible plans and then ask you to choose the one you

Plan I. Leave the parking mefiers as they are with the 25d fine for
over parking.
Plan 2. Remove the meters, have a 2 hour time limit with a fine for
over parking to be $2.00 for the first hour of violation plus $1.00 per
hour for each additional hour this plan would be on a 6 month trial basis.
Plan 3. Change the meters so that the first I/2 hour is free. With
ibis meter you turn the handle for 30 minutes free time. If you want
more time you can insert one or two nickels or a dime for an additional
i/2 hour or hour. In other words you get 90 minutes time for ten
cents. The, fine for violation on this meter would probably be $1.00.

(In any case, thank the person for their time. If the person wishes
to make additional comments, hear them out but don't try to make a
record of them.)
Instructions:
In the space following each plan place their vote with an "M" if it
is a male or a "L" if it is a woman.

MINUTES OF THE REGULAR CITY COUNCIL
MEETING OF THE C{TY OF REXBURG, IDAHO
Regular City Council held July 18, 1973, at 7:30 P. M. at City
Hall.
Present and presiding Mayor Henry Shirley.
Council present Ruth Smith, Barton Jensen, Richard L. Davis, Warren
Porter, Glenn Peterson and Albert Pieper.
Also present City Attorney J. D. Hancock, Mike Green and Roger Porter
reporters, Don Ellis of KRXK.
RE: BILLS
Bills in the amount of $15,537.62 were read, motioned by Jensen,.
seconded by Porter that same be paid.
Unanimously carried
MAYOR TO GO TO GRAND JUNCTION COLORADO TO TOUR POLICE FACILITIES
Mayor Shirley announced he would accompany eight peop{e from the valley
area to Grand Junction Colorado, July 25, 1973 to tour the
consolidated City County Police Facilities that they have in the area
and examine how well it works.

Rexburg Heights of AMR Corp. presented a 40 acre plat for Council
approval as it is within one mile area of City limits. Jensen moved
we accept the plat and give Mayor the authority to sign same.
Davis seconded.
;E: DISCUSSION OF PARKING METERS, METERS TO BE COVERED
Steve Meyers, Clair Thueson of the parking meter committee representing
Chamber of Commerce, ask that the City proceed with plans to initiate
the two hour free parking. After much discussion, Pieper motioned
that the meters be covered and two hour parking start July 25, and
go to December 31, with two dollars fine be given for first violation,
and one dollar for each hour thereafter. Seconded by Peterson, with
Ruth Smith Nay, Richard Davis Nay.
'E: EXCESSIVE LEAKING OF WATER AT SWIMMING POOL
Brad Parkinson Manager of City pool reported excessive leaking of
water at the pool, and he has to run the-pump constantly to maintain
adequate water. Council agreed that Parkinson should contact Larry
Perkins and have him look at the problem before a motor or other
trouble developed and make recommendations for fixing.
