carried, the Mayor declared that a majority of ail the members of the
City Council had voted for the passage of said Ordinance and that said
Ordinance was duly and regularly passed.. Mayor Shirley then declared
the motion carried.
~E: FIREWORKS PERMITS ISSUED
Permit from M. H. Kings was presented for selling fireworks at early
and later dated than Ordinance allows. Smith motioned permission
be denied and Kings should conform to selling designated dates.
Pieper seconded.
Unanimously Carried
;f: MARY SMITH REPORTED ON NECESSARY CHANGES ON LID'S
Mary Smith reported that Ralph Parker, & Clayter Forsgren, was making
the necessary changes on LID's that need to be made to start the
project for the needed improvements.
;E: CURFEW LAWS AND ORDINANCE DISCUSSED.
Curfew laws and ordinances were discussed. Council ask attorney to
draw up necessary ordinances after the motion from Jensen that parks
be closed and policed at 11:30. .Seconded by Smith.
All Aye
Bills in the amount of $20,775.26 were read motioned by Jensen,
Seconded by Pieper that same be paid.
Unanimously carried
Smith moved meeting adjourn 7:30. Peterson seconded.

MINUTES OF THE REGULAR CITY COUNCIL
MEETING OF THE CITY OF REXBURG, IDAHO
Renular City Council held June 20, 1973, at 6:00 at City Hal
Present & presiding Mayor Henry Shirley. Council present Glenn Peterson,
Richard L. Davis, Barton Jensen, Warren Porter, Albert Pieper and Ruth
Smith arrived at 8:00 P. M.
Also present City Attorney Mary Smith, City Clerk and Treasurer
Beulah Johnson. Press Mike Green and Roger Porter.
Minutes of June 6, 1973 were read motioned by Albert Pieper same
be passed. Seconded by Barton Jensen.

GEORGE WILLMORE ASK FOR VARIANCE ON BUILDING PERMIT
George Willmore met with group and ask for variance on building permit
for carport and storage on his residence, which he had purchased and
had had a stop work order on after starting building. Tabled
for further study.
E: COLLEGE WORKING WITH DAVIS & FORSGREN ON REPLACING WATER SYSTEM
Davis reported that the College is working with him and Forsgren on
replacing water system and increasing pressure for campus. Also
reported several calls from South East area residents of low pressure.
Four months would be necessary to develop plans for the now ~ -. Irn

RE: PARKING METERS DISCUSSED
Discussion led by Mayor on the problem created by removing meters in ~~
the City. Time for proper tickets to be printed and policing same.
Alternatives were discussed. Shirley told of talking with president of
Duncan meters appliances of Los Angeles and his suggestions of having
rneters converted to allow some time free parking. With cost for parking
starting after the allotted time. Jensen moved we get one meter for
demonstration and discuss the possibility with the Chamber of Commerce
at their next meeting July 3rd. Seconded by Davis.

~~RE: DISCUSSION ON REQUESTS FOR BURYING GAS TANKS
Discussion on requests for burying gas tanks in residential areas discussed.
Fire & building code have nothing written to prohibit this although
council expressed this being hazardous and storing gasoline in garages
more so.
IRE: MERIT OF AWARD PRESENTED TO CITY
Mayor showed the Merit of Award presented to him at recent City
convention in Lewiston as Rexburg was tied with Nampa for third place.
One of the ten Cities with lowest accident record in State.
RE: MERRILL RUDD'S AUDIT CONTRACT PRESENTED
Mayor ask that Merrill Rudd's audit contract for $1800 be considered
for 1973 audit. Pieper moved we accept, Davis seconded.

IRE: DISCUSSION ABOUT LORIN STEIGLEMEIRS GARBAGE PICKUP
Discussion with regards to Lorin Steiglemeirs garbage pickup which
is-out of City limits. Mayor felt we should cooperate with him due
to service he extends to the City for dogs. Porter was ask to
contact sanitation and Steglemeir and report back.
IRE: LANDFILL DISCUSSED
Landfill was discussed, Mayor stated City would keep City owned dump
opened until Saturday June 23 and encourage all the City to do their
- cleanup, as all garbage would then have to be taken 10 miles West to
County landfill.

RC NEW BROCHURE PRESENTED
New brochure was presented for the Chamber of Commerce with a bill.
Discussion followed with comments of disappointment, for lack of
actual information on anything of our City in the brochure. Jensen
is to take this under advisement and report back.
IRE: DISCUSSION ON AMBULANCE AND FIRE DEPARTMENT
Discussion on Ambulance and Fire Department. County is contempleting
moving the ambulance and at present paying Kenny Norris and Jan
Nielson at the County. Forming of fire district for County and City
was discussed also firemans pay for fires and meetings. Mayor Shirley
stated that he and Peterson would meet on these and report back.

tE: Bills in amount of $31,817.76 were read moved by Jensen that they be
paid.
ZE: JIM SHIRLEY ASKS PERMISSION TO BUILD GARAGE
Jim Shirley met With Council asking for permission to build garage on
foundation he has on Harvard Ave, stating. two building permits
have .been issued and neighbors complaining he has stopped work.
He stated the desire to build something to improve the looks of the
vacant lot. Pieper moved that permission be given providing it
meets zoning and building codes. Ruth seconded.

~E: MAYOR USED A SONY TAPE RECORDER TO TAPE MEETING
Mayor used a Sony tape recorder to tape meeting and ask Council
approval for purchase same. Council expressed approval.
Porter moved we adjourn meeting at 10:00 P. M. Seconded by Davis.

Porter that they be passed.

'.E: RECENT SEALING THE INFILTRATION OF SEWER LINES
D. LeRoy Armstrong, Water & Sewer Supertendent, reported to the group
on recent sealing the infiltration of sewer lines in the North West
area of the City. He stated 72 seals making a total of 2,458 feet.
inspected. He suggested that the project be continued each year until
the Lines are all sealed. He also stated that the sewer lagoons showed
a remarkable drop in the flow to the Lagoon.
ZE: SATALITE WORKSHOP FOR MADISON COUNTY & SURROUNDING AREAS
Mrs. Mae Tomilson, Rexburg and Val Denton, Idaho Falls representing
the Satalite workshop for Madison County and surrounding areas,
met with the Council with Tom Minow, Nile Boyle and E. L. Thornpson
representing RI area residents where proposal workshop is being
planned. After much discussion on Zoning for such. Pieper moved
tabling until legal opinion could determine classifing such project
in zoning ordinances. Later Pieper discussed using dead end street
off south fifth west. Mary to investigate legal possibility of
having Satalite built on this area.
