MEETING OF THE CITY OF R~XBURG, IDAHO
Januaay 17, 1973
The regular session of the City Council convened at 7:30 P. M. with
the following members present: Bart Jensen, Ruth Smith, Albert Peiper,
Dick Davis and Warren Porter. Reporter Rick Ripley and Ron.. Clifford
were also present. Absent and excused were Mayor Henry Shirley,
Councilman Glen Peterson, Attorney Mary Smith and Clerk Beulah Johnson.
ARE: PROFESSOR RICHARD BIRD PRESENTS BROCHURE ON REXBURG TO COUNCIL

Professor Richard Bird of the Ricks College Art Department appeared
befiore the council and presented a layout and copy of a proposed
brochure on Rexburg and the surrounding area which he was preparing
for the Chamber of Commerce. The brochure contained many pictures and
limited copy. Although no sales pitch was made by Mr. Bird, it was
known to most council members that the primary purpose of the presentation
was to solicit City funds to help in the publication of the brochure.

MINUTES READ
Minutes of the meeting of January 3 were read by Pieper, and on motion
of Smith, seconded by Davis, were unanimously accepted.
ARE: "PARTY WALL" AGREEMENT WITH BLOCKS DISCUSSED
Reporting on previous business, Jensen stated that a party wall
agreement with Ross Reese representing Cy Block had been reached.
The City would be paid $1,000 for use of the wall with Cy Block
obligated to close all windows with 4" pumice block on the South
side only. Other conditions were to be spelled out in a final
document prepared by Mary Smith.
ARE: REPORT ON MEETING TO DISCUSS REMODELING OF COURTHOUSE
Dick Davis reported on a joint meeting held on January 4, with the
three 1972 county commissioners, Sherrill Ford Smith, Police
Chief Blair Siepert, Mayor Shirley, and Councilmen Pieper and Davis
to discuss remodeling of the courthouse for a new jail and law enforcement
office!. Both Smith and Siepert felt that office space provided
for them was woefully inadequate. A proposal had been made to add a
second story over the jail for City police officers at an estimated
cost of $80,000. The commissioners asked the City to stand this
expense. A counter proposal was made by Pieper wherein the existing
offices on the ground floor west of the courtroom could be used as
police offices and the present police offices at City Hall would be
exchanged for certain departments presently housed in the Court
House. All agreed that this was an excellent suggestion and the
commissioners were asked to have the architects prepare some
preliminary plans.
RE: BILL READ
Current bills totalling $17,347.85 were read by council members and
on motion of Jensen, seconded by Smith, were unanimously approved.
SMITH PRESENTED A PROPOSAL FOR REGULAR CLEANING OF THE CITY HALL
Councilwoman Ruth Smith presented a proposal from Stanphill &
Jensen's Cleaning Service offering to do regular cleaning of the
City Hall for $125.00 per month. Smith felt that regular city
employees should not be asked to do janitorial service. Other
council members disagreed. After some discussion it was generally
agreed that the possibility of hiring a college student to clean
the restrooms should be investigated. Beulah Johnson was to be
asked to pursue this problem.
RE: COMPLAINT ON A FINE LEVIED AGAINST YOUTHS FOR RIDING SNOWMOBILES ON STREETS
Davis reported that a citizen had called him concerning a finc~~ levied
against two youths for riding snowmobiles on City streets. General
discussion of the complaint revealed that the fines were probably
justified. The current snowmobile laws were reviewed showing that
judicious crossing at a right angle was legal but that paralleling
the traffic was a violation.
RE: DISCUSSION ON POSSIBLE USES OF f2EVENUE SHARING FUNDS
Pieper led a brief discussion on passible uses of revenue sharing
funds. Purchase of a fire engine, installing a sprinkler system
in Smith Park, sidewalk improvements, and waterworks extensions
were mentioned as possibilities.

MINUTES OF THE REGULAR CITY COUNCIL
MEETING OF THE CITY OF REXBURG, IDAHO
Regular meeting of the City Council of the City of Rexburg, Idaho,
held at the City Hall February 7, 1973, at 7:30 P. M. Mayor Henry
Shirley was present and presiding. In the excused absence of the
City Clerk, the Mayor asked Mary Smith, the City Attorney, to take
the minutes. The following members of the Council were present:
Richard Davis, Barton Jensen, Albert Pieper, Ruth Smith, and Glen
Peterson. Councilman Warren Porter was excused.
Minutes of the regular meeting held January 17, 1973, were read.
Moved by Barfion Jensen, seconded by Albert Pieper and unanimously
carried that the minutes be approved as read.
RE: MAYOR INQUIRES ABOUT BROCHURE PREMOTING RICKS COLLEGE
The Mayor inquired as to whether or not any figure had been given
by Richard Bird as to what he would expect from the City for the
brochure promoting Ricks College. Albert Pieper explained that no
figure was mentioned and that Mr. Bird was just doing the artistic
work.
RE: AMENDED OR MODIFIED PLAT OF THE PARK VIEW ADDITION PRESENTED
Ross Reese and Charles Rasmussen presented an amended or modification
plat of the Park View Addition, showing a continuation of a dead
end street into the Starlite Addition, and an increase in the size
of the lots, and asked that the city accept and approve the amended
or modified plat, which had been signed by the City Engineer and
the County Commissioners, and had also been approved by the Planning
Board. The Mayor stated he thought there would be no problem and
the City would act upon it at the next meeting.

The Mayor stated that insofar as the new County jail was concerned,
the Chief of Police, Mr. Siepert told him that the Architect had ruled
out the possibility of making the lower floor into offices and that
the better plan would be to enlarge the present jail by extending
to the back.

The matter of janitorial services .for the City Hail was discussed.

would discuss the matter further with the City Clerk.
