M. at the City Hall. Present and presiding Mayor Shirley. Council present Barton Jensen, Richard L. Davis, Warren Porter, .Glenn Peterson, Albert Peiper and Ruth Smith. Others present City Attorney Mary Smith, City Clerk and Treasurer Beulah Johnson, Patrolman & Mrs Grant Bartchi, Rod Clifford Reporter for the Rexburg Standard and Journal. Minutes of November 16, 1972 were read. Jensen moved that they be corrected and passed. Seconded by Peterson. Unanimously Carried tE; BRAD DALLING REPORTES ON CITY RECREATION PROGRAM Brad bailing Community Recreation Director, reported his year around City Recreation Program explaining past, present and future programs offered. The problem of boys returning the uniforms from the Little League was discussed. The Council all agreed that the parents should be billed $30.00 for replacements. Also development for recreation at the new high school was discussed. ZE: HOFF t_UMBER COMPANY WANTS TO PURCHASE CITY PROPERTY i'f Mayor Shirley stated that Hofif Lurnber Company wanted to purchase the land adjacent to the Lumber Company in Rexburg, presently teased by Myron Lewis. Mary is to send notice to Lewis and have him clean up the property of his belongings. Discussion followed on leases, selling and prices. Porter moved that investigation be made relative to this property for the most feasible route. Seconded by Davis. All Aye. Mayor Shirley designated chairman Jensen of finance Committee to pursue. 2E: DAVIS EXCUSED Davis excused from the meeting at 8:55 P. M. ZE: GULD COURSE NEED EXTRA MONIES Discussion on the Municipal Golf Course's need for extra monies this year. Pieper moved that we give the Association the needed $150~i.00 when available. Any further expenditure to be reviewed in advance by the Mayor and Council. SEconded by Ruth Smith. All Aye ;E; MORRIS DROVER OF GRAND i;AMEL GIVEN PERMISSION TO OPERATE BUSINESS Morris grover, one of tt~e operators of the Grand Camel reported that dances were being held on South Center on week-ends. He stated that church standards and regular closing time would be kept. Mayor Shirley told him he could operate and secure a 1973 license for $12.00. ,E: VERL VJIL.DING OBJECTS AGAIN TO OFF STREET PARKING ORDINANCE Verl Wilding met with the Council to review his parking problem on Maple Drive. He was objecting agian to off street parking Ordinance. Jensen stated _that he had done some inquiry of people in that area and felt that the majority of them approved of the Ordinance. RE: ROBERT L. SMITH OF POLICE REPORTED AND DEMONSTRATED POLICE TRAINING Officer Robert L. Smith of the Police Department, recently graduating firom the police academy in Pocatello, reported, and demonstrated police training. He commended the City Council for thE:ir support in ,,~.. •,,,,.. F .,,~ ,~.., .. .,q,' ~~~~ , ~,,, their schooling. He explained that they had obtained a Chart~ar for Rexburg Police Association which is now incorporated and asked for Council support in the future to keep the police force upgraded and improving. RE: BILL PASSED Bills in the amount of $17,695.82 were read. Moved by Jensen seconded by Peterson that the same be paid. Unanimously Carried OVERCHARGES AND ADJUSTMENTS ON LIDS DISCUSSED & MADE The over charges on the following LID adjustments crediting accounts on Golden i3uckmiller changed to Blair Heinz, LID #18, Item #258 in the amount of $121.80 was approved by motion of Albert Pieper, seconded by Porter. All Aye. Lystrop and Sons, LID #19, Item 55, in the amount of $736.57. motioned by Jensen, seconded by Porter. A{I Aye. Alfred Bell LID #19, Item #14 in the amount of $103.70. Motioned by Smith, seconded by Peterson AII. Aye. They were engineer adjustments i n error. RE: BEER LICENSES APPROVED Beer Licenses approved as follows: transfer Dale Thurman to Harvey Summers motion by Peterson, seconded by Smith AII Aye. Issuing new licenses for 1973 Harvey Summers for Stockmans, motioned by Porter, seconded by Jensen AII Aye. Randy Luke for B. J. Bar motioned by Peterson, Seconded by Smith all Aye. Maurine Johnson, Grocery Store, motioned by Peterson, seconded by Porter AII Aye. Mighty Mite #I and #II Stores motioned by Jensen, seconded by Smith Ail Aye. Browns Food Store, Motioned by Pieper, seconded by Porter Ail Aye. Rexburg Food Center, motioned by Peterson, seconded by Pieper. AII Aye. R LID PETITIONS AND SIDEWALKS DISCUSSED FOR THE 1973 LID petitions and sidewalks discussed for the 1973 project. RE: UNIFORM BUILDING, PLUMBING, AND ELECTR{CAL THROUGH OUT DISCUSSED Uniform building, plumbing, and electrical through out the State, city and County was discussed. Council to study and adopt. RE: LIMITED COMMERCIAL & VARIANC,IES SHOULD GO BEFORE PLANNING BOARD FIRST Mayor stated that limited commercia{ and variancies should go before the Planning Board before they go before the Council. RE: GLEN WANTED PERMISSION TO SPEND $1000.00 on Fire EQUIPMENT Glen wanted permission to spend $1000.00 on fire equipment that was received from Sugar City for the fire engine sold to them. RE EMPLOYEES TO GET HAM OR TURKEY FOR CHRI5TMAS Porter moved that they give each employee a ham or turkey for Christmas with the Mayor doing the selecting. Moved by Ruth.
