M. in a Joint meeting with. the City Planning Board. Those present were Mayor Shirley, Barton Jensen Dick Davis, Glen Peterson and Ruth Smith of the Council and Blair Manwaring, Lenore Passey, Woodruff Miller, Max Brinton, Mrs. Lorin Weber, and Leonard Langhurst from the Planning Board. MAPS PRESENTED, POPULATION GROWTf-I DISCUSSED, HIGHWAY LOCATION DISCUSSED i Arlo Nelson, professional planner f~rr~m Dr'iggs, Idaho, displayed preliminary land use maps and preposed master plan maps which he has developed to this date. Projected population growth and utilization of land were discussed at length. Highway location for both Rexburg and Sugar City were presented along with substantiating data. A question and answer period followed which lasted until 8:00 P. M. Members of the Planning Board left the meeting at 8:15 after expressing their support of the work which Arlo Nelson is doing. CLERK & ATTORNEY EXCUSED `' The regular council meeting continued in session without the services of City Clerk Beulah .Johnson or City Attorney Mary Smith. Councilman Dad'is was forced to keep minutes. Reporters Rick Ripley and Dwight Hurst were also present. DEAN DROVER PETITIONED COUNCIL TO FORMALLY ABANDON THIRD NORTH STREET Dean Grover appeared and petitioned the council to formally abandon Third North Street between Second East and Third East. The Stockman's Cafe is presently built approximately in the middle of the street. Mr. Grover was notified that his request would be referred to the Planning Board for this consideration and appropriate action. Jensen felt that land should be provided by Grover before approving his . request. He should provide an equivalent street for the City. E: JOHN MOORS ASKS FOR RELIEF FROM OFF-STREET PARKING ORDINANCE JUHN MOORS, LIVING AT THE CORNER OF IST North and Ist East, approached the council with a request for some relief from the parking ordinance which requires off-street parking for four winter months. Mr. Moore has five vehicles and parking space for two. He .was t~~ld that the majority of Rexbur's citizens heartily approved fhe ordinance and that a variance was unlikely. Discussion revealed that tickets are already being issued even though -there has been no snow. The mayor reported that about 3,000 warning tickets had been put out since November {, and that no one should complain about getting a ticket. Mr. Moore's request was denied. MINUTES READ Minutes of the meeting of November I, were read by Mayor Shirley from 8:45 to 9:00 P. M. He had interpretation problems. On motion of Peterson, seconded by Smith, that the minutes be approved. REQUEST FOR TRANSFER OF BEER LICENSE FOR B. J. BAR The Mayor read a request from Harvey Summers to transfer his beer license at the B. J. Bar to Randy Luke as of December I, 1972. Accompaning the request was an application from Randy Luke for a license in his own name. The council questioned whether or not Randy Luke lived within the City {imits and a check of the telephone directory revealed that ile lived at 176 College Avenue. Jensen moved that the transfer of license be approved, seconded by Pieper, and unanimously approved. Two other applications for beer licenses were received, one from Harvey Summers at the Stockman's Cafe and orie from Johnson's Grocery. Action on these was tabled until next meeting. '~ ~~ ~ RE CLAYTER FORSGREN CANCELLED COMPLETELY HIS $100 E31LL FOE•t DRAWING UF' PLANS FOR NEW REST ROOMS AT PORTER PARK Councilwoman Ruth Smith left the meeting at 9:05 after hearing a report from Mayor Shirley that Clayter Forsgren had cancelled completely his $700 bill for drawing plans for the new rest rooms at Porter Park.. The council felt that he should receive some remunerate but Mayor :Shirley said that he would. not accept it. Ruth said that she would personally thank him for his efforts. R SPECIAL "WORKSHOP" MEETING SCHEDULED DISCUSS LID FOR 1973 The mayor scheduled a special "workshop" meeting for 6:30 PM on .November 30 to firm up all proposed local improvement projects for 1973. The city engineers, Forsgren, Perkins, and Associates, will some concrete figures at that time. f_ RE BUILDING Building reviewed. PERMITS have permits for the months of September and October were Total permits for the year to November I totaled $4,720,785.00. DAN MOULTON COMPLAINING ABOUT DEMANDS ON HIS MEN AND EQUIPMENT Pieper reported a complaint from Dan Moulton concerning demands made by Bud Armstrong and Max Brinton on the use of his men and euipment. Moulton resented particularly the fact that there was no co-operation in scheduling this work. Davis agreed to talk to Armstrong about the matter and the Mayor would talk to Max Brinton. ~~E: PLANNING BOARD GIVEN $2,000.00 Davis reported that the Madison County Regional Planning Council was virtually out of funds and owed Arlo Nelson over $2,000.00. He requested a $2,000.00 payment from the City of Rexburg at this time with the implied stipulation that Sugar City and Madison County should contribute additional funds in the same proportion as their original assessments. Jensen moved that the request be granted, seconded by Peterson, anal unamiously approved. Meeting recessed at 10:10 P. M. 6:00 P'. M. November 17. Meeting of November 6:00 P. M. Council present Albert Pieper, Glenn Peterson, Warren Porter, with Mayor Shirley present and LIMITED COMMERCIAL ZONING AT HIS HOME Council considered a request of Rex Larsen for a limited Commercial Zoning at his residence at 350 West 3rd South fore the purpose of operating a one chair barber shop. Montioned by Davis, seconded by Pieper that this Limited Commercial Zoning by granted subject to renewal each year by the first of each year. All voted aye.
