Adjournment. ~ ~ ,,J City Clerk yor MINUTES OF THE REGULAR CITY COUNCIL MEETING OF THE CITY OF REXBURG, IDAHO Regular-meeting of Rexburg City Council held October 18, 1972. Present and presiding Mayor Henry Shirley. Council present Ruth Smith, Richard L. Davis, Glenn Peterson, Warren Porter, Barton Jensen, and Albert Pieper. Others present City attorney Mary Smith, City Clerk & Treasurer Beulah Johnson and Post Register Reporter Rick Ripley. RE: GOLF ASSOCIATION ASKS FOR $2,000 Dee Sellers, member of the board of directors of the Rexburg Golf Association met with•{-he Council, asking for $2,000 to keep the Course in the black. He explained that they over estimated the take this year and over spent in remodeling. Porter moved that $1,000 be allowed at this time. Seconded by Davis. All Aye RE: MINUTES READ Minutes of October 4 were read. Corrected. Motioned by Smith, seconded by Pieper that they be passed. Unanimously carried RE: DISCUSSION ON HOUSING OF THE NEW FIRE TRUCK AND COUNTY AMBULANCE Glenn Peterson led the discussion on housing of the new fire truck and county ambulance. He stated that Ricks College, County & Civil Defense would participate. He is to pursue all possibilities and report back. The college paying I/3 of 50~ and Civil Defense would pay 50~ if built to Civil Defense specifications. RE: DISCUSSION ON LAW SUIT PENDING OCTOBER 30 Discussion on the law suit pending on October 30. Attorney Smith advised the mayor and council that they were bound to enforce the Zoning Ordinance. Mayor stated negotiations looked promising. RE: STATE HIGHWAY ASKS TO MEET WITH COUNCIL Mayor stated that Harry Day, State Highway Sixth District engineer, had called asking for a time to have a meeting with Council, County, Golf Association and Airport. Stating that the federal enviroment group. were contemplating a study on our proposal highway 191-20. This meeting was to be an advisement meeting. Shirley said that final accumulation of study data is still several months away. RE: CIVIC CLUB ASK ABOUT PLANTING TREES ON EAST MAIN R n Civic Club ask advise about planting trees at East Main. Discussion on future traffic hazards and conditions. Council agreed that this should be discouraged. r i. ,~ ~ i `,. RE: MADISON COUNTY CUTTER ASS. MET DISCUSS PROBLEMS WITH RACE TRACK Madison County Cutter Race Association Jerry Madsen, Keith Munns, Brent Galbraith, Tim Parkinson and herrill Bell met with the council, discussed their problems with the race track on 5 West, beyond 3rd North. They ask that the Council close this area for the three months. .They explained that they needed this for a decent track to promote better participation for their races. Peterson moved that we close this area for the season needed. Seconded by Smith. All Aye ICE Mayor REPORTS REVENUE SPENDING DISCUSSED AT LEGISLATIVE MEETING WJTH A.I.C. Mayor Shirley reported on his recent trip for legislative meeting with ~~ A. I. C. revenue spending was discussed and Shirley told of the closed circuit recording for explanation as to ways to spend the federal revenue that was recently signed for State,County and local governments. He stated that funds are not to be spent until budgeted and to be kept in a special fund and accounted for separately in City books. A special meeting for this district is to be hosted in Idaho Falls, November 15, on same. It was requested that the City Attorney advised them on codifying the City Ordinances. ARE: SUGAR CITY WANTS TO BUY .1936 FIRE ENGINE Peterson stated that Sugar City wanted to buy 1936 fire engine, which they now have housed in their building at Sugar City. Smith moved that we sell them the truck contingent on agreement by Madison County officials to sell the County's half interest in the truck and donate their half for needed radio equipment ir: the new truck. Seconded by Peterson. All Aye RE PLANS FOR EXTENTION OF 4TH SOUTH T~ZOUGH ARMY RESERVE AREA DISCUSSED Plans for extention of 4th South through Army Reserve area was discussed. Plans have been accepted by Army and Davis has the plans. He is to follow through and see that project is completed. IRE: IRE: IRE. PIEPER ASK PERMISSION TO COMPLETE PAINTING OF SLOGANS ON GARBAGE RECEPTACLES Pieper ask permission for Mr. Lamb~to complete the painting of letter slogans on the new garbage receptacles. Council gave approval to complete the job. DAVIS STATED COUNCIL SHOULD CONSIDER CHANGING BUILDING CODE Davis stated that the council should consider changing the Citys building code to require mandatory checks on foundation forms before concrete is poured for all construction to assure proper footage between property lines. SP11TH TO CHECK WITH FORSGREN & PERKINS ON BILL, FOR PARK RESTROOMS Smith stated that she would check with Forsgren & Perkins on the bill presented for City Park restrooms. RL SMITH TO ASK DALLING TO REPORT ON MOTT FOUNDATION Smith to ask Brad balling to report on Mott Foundation. IRE: BILL PASSED Bills in the amount of $18,740.27 were presented for payment.
