The progress for the all over planning was discussed, park, water, system, landfill the use of present garbage dump for future park and City use. The possibility of purchasing land belonging to Mr. Howard adjacent to the dump was disussed also. ZE: DISCUSSION ON COMPLAINTS ON FLUSHER THROWING DIRT ON SIDEWALKS Discussion on complaints on the flusher throwing dirt. onto sidewalks ~E: WAGE SCALE ON CITY POLICE DISCUSSED. Mayor Shirley led the discussion on the wage scale in the City. Police, stating finding and keeping qualified personnel was a real threat to our department, when new applicants don't even reply, when they receive the salary schedule, which hasn't as yet been. set up. Our trained men are leaving for higher wages with the state and other cities. He ask that the Council study the situation and consider possible solution. ~E: PORTER REPORTED ON INADEQUATE CHARGES ON GARBAGE & ON NEW CONTAINERS Warren Porter reported on garbage and inadequate charges being made. He will report on service clubs that are funding the new containers. Jensen moved that the meeting adjourn at 11:05. Peterson Seconded. Mayor Henry Shirley present & presiding. Council present Albert Pieper, Richard Davis, Ruth Smith, Glenn Peterson, Barton Jensen, Warren Porter. Moved by Davis, Seconded by Pieper that they stand as read. '~ i Unanimously Carried. ;E: PLANNING BOARD MINUTES READ & DISCUSSION ON PURCHASE OF BUD HOWARD PROPERTIi Mayor Shirley read the planning board minutes and lead the discussion on the purchase of Bud Howard property. Jensen moved that the City pursue the possibility of purchasing and the development of this land, along with the present City property. Seconded by Smith. Unanimously Carried E: PLANS FOR #2 ADDITION OF STEINER SUBDIVISION CALLED REXBURG ACRES Mayor presented plans for #2 additon of Steiner subdivision called Rexburg Acres. Jensen moved that final approval be given, when planning board and state health departments approval was presented. Seconded by Peterson. M r All Aye RE: PERMISSIGN TO USE GRAVEL OF THE CITY WHERE THE LAGOON WI1L BC ENhARCf(7 FUR AIRPORT PROJECt 165 Clayter i=orsgren met with the Council. He explained that the-gravel to be used on the airport project was now under water due to the rerouting of the river, and ask permission to use gravel of the City where the lagoon will be enlarged and that they use approximately 12,000 yards. Pieper moved that we allow Kennady to use same. Seconded by Davis. Unanimously Carried R STATE HIGHWAY TRAFFIC CONTROL ENGINEER MET CLASSIFYING STREETS FOR SIGNS & SIGNALS. Clyde Gillespie the State Highway traffic control engineer met with .the Council & presented a City Map outlinging a program made by himself and our police Chief, Murray Ford, classifying City streets for signs ~~ and signals. Jensen moved we accept the proposed plan. Seconded byPieper. All Aye ~ RE: MAYOR PRESENTED TWO FURNACE BIDS Mayor Shirley presented two furnace bids. Holley Plumbing $2660.00 Thompson Pum p 3210.00 Jensen moved that the low bid be accepted. Seconded by Davis. All Aye RE: PETERSON ASKS FOR STREET FOR HIS AND JACK RANDALL'S PROPERTY WITHACCESS TO FIFTH SOUTH The Mayor also read a letter signed by Keith Peterson, stating that a street should be provided for his and Jack Randall's property with access to Fifth South. The council and mayor all agreed that this should be done by the owners of the property and highly recommended that the property owner proceed. IRE: DRIGGS HISTORICAL SOCIETY INVITES ALL TO PARTICIPATE IN JULY CELEBRATION Mayor Shirley read a letter from the Driggs Historical Society extending an invitation to all to participate in their July celebration festivities. Pieper felt someone should attend and stated that possibly he himself would attend. Mayor Shirley stated that he and Mrs Shirley would be riding in the parada in St. Anthony on July 24, and extended an invitation to all to participate also. IRE: MAYOR SAID IDAHO FALLS ASK TO USE OUR SWEEPER & A MAN AFTER ThiEIR PARADE The Mayor told the Council that Idaho Falls had ask permission to use our sweeper and a man to operate it, after their parade the request was denied. IRE( DORIS PALMER ASKS FOR DAMAGE CLAIM FORM THE CITY A letter was read from Doris Palmer asking $600 damage claim from the City. Claiming injuries from a fall she had incurred at the ' municipal swimming pool. The Mayor ask the Clerk to turn it over to the insurance company for further investigation. RE BILLS READ Bills in the amount of $31,809.74 were read. Proved by Jensen, seconded by Smith that the same be paid. Unanimously Carried IRE: ICE: RECYCLING USED CANS AND PAPERS !)iscussion on recycling used cans and papers. Tabled for present. MR. & MRS KNUDSEN MEETS ABOUT ANNEXATION & COST OF LID Mr. $ Mrs Knudsen met with the council. Discussion on recent annexation i ~~y ~ rl ofi his property, the North gate Trailer Park. His concern was his failure to notice the public notice and the final cost of the upcoming LID. 1t was agreed would all be kept informed, as the information became available. ~E: SCHOOLS ASK FOR SWEEPING & PATCHING STREETS AROUNp THE SCHOOL Pieper stated that the schools had contacted him for sweeping and patching streets around fihe school. The Council felt something could be worked out with sweeping but patching wouldn't be feasible. ~E: EXTENDED STREET ON 4thEAST Pieper moved that .the extended street nn 4th East be 84 I/2 feet. Jensen seconded. __~ All Aye RE: PIEPER ASK FOR THE DEDICATION OF SALEM STREET Pieper ask far the dedication of Salem Street. He asked for variance of 7 112 feet on the City right away. Jensen moved that the street j be 35 feet with 48 feet right away. Smith Peterson . Unanimously Carried tE: RONALD YOUNG ASKS PERMISSION f0 PUT A TRAILER ON HIS PROPERTY Mayor Shirley read a petition in behalf of Ronald Young, asking permission to put a trailer on his property at West 1st North. Jensen moved that a two year permission be granted at this time with review made on a yearly basis after that. Davis seconded the motion.
