MINUTES OF THE REGULAR CITY COUNCIL
MEETING OF THE CITY OF REXBURG, .IDAHO
Regular meeting of Rexburg City Council held July 5, 1972.
Present ~ Presiding Mayor Henry Shirley.
Council present Barton Jensen, Albert Pieper, Glenn Peterson,
Warren Porter, Richard L. Davis. Absent Ruth. Smith.
Also present City Attorney Mary Smith Oldham, City Clerk & Treasurer
Beulah Johnson, and Reporter from Rexburg Standard & Journal DeWite
Hurst.
RE: MINUTES READ
,~ Minutes of .June 7 were read corrected. Motioned by Peterson, Seconded
by Pieper that they be passed. Carried.
Minutes of June 27, 1972 were read by Attorney, motioned by Davis,
seconded by Pieper that they be passed.

RE: REQUEST FOR BOARD OF ADJUSTMENTS FOR ZONING DISCUSSED
The request for a board of adjustments for zoning was discussed. It
was tabled until the need was more justified.
RE: JOHN ~'.IRKER ASKS FOR DECISION ON WIDTH OF EAST ~}TH NORTH
John Zirker from 415 N 1st East met with the Council, asking for
decision on width of street to the west of his property, being
East 4th North. Councilman Pieper stated that it would be lined
up with the Garner addition street to the South of the property.
R JOHN MOORE ASKS PERMISSION TO LEAVE WINDMILL MAILBOX & TOTEM POLE ON
CITY PROPERTY
John Moore from American Service on East 1st North met with the
Council asking permission to leave his windmill mailbox and totem
pole on City property. This was discussed and tabled until further
investigation was made.
RE: WATER CHARGES FRO BUSINESS & RESIDENTIAL TO BE DEFINED WAS DISCUSSED
Discussion on water charges fr~r business and residential to be
defined was discussed. Mayor read a letter from Merrill Rudd asking
for residential charges. Motioned by Pieper that water committee
to study and make recommendations for .the Council. Seconded by Porter.
Tabled.

Bills were read in the amount of $40,529.51. Motioned by Jensen
seconded by Pieper that same be paid.
MAYOR TO SECURE FURNACE BIDS
Unanimously Carried
Mayor to secure furnace bids for present City Hall.

tE: MAYOR REPORTED ON MEETING WITH FEDERAL MAN FROM PORTLAND
Mayor reported on meeting with Federal man from Portland. The
progress for the all over planning was discussed, park, water,
system, landfill the use of present garbage dump for future park.
and City use. The possibility of purchasing land belonging to Mr.
Howard adjacent to the dump was disussed also.
ZE: DISCUSSION ON COMPLAINTS ON FLUSHER THROWING DIRT ON SIDEWALKS
Discussion on complaints on the flusher throwing dirt onto sidewalks.
ZE: .WAGE SCALE ON CITY POLICE DISCUSSED..
Mayor Shirley led the discussion on the wage scale in the
City. Police, stating finding and keeping qualified personnel
was a real threat to our department, when new applicants don't
even reply, when they receive the salary schedule, which hasn't as yet
been set up. Our trained men are leaving for higher wages with the
state and other cities. He ask that the Council study the
situation and consider possible solution.
2E: PORTER REPORTED ON INADEQUATE CHARGES ON GARBAGE $ ON NEW CONTAINERS
Warren Porter reported on garbage and inadequate charges being made.
He will report on service clubs that are funding the new containers.
Jensen moved that the meeting adjourn at 11:05.
Peterson Seconded. Carried.

Mayor Henry Shir-ey present & presiding.
Council present Albert Pieper, Richard Davis, Ruth Smith, Glenn Peterson,
Barton Jensen, Warren Porter.
Others present were City Attorney Mary Smith, De Wite Hurst Reporter,
City Clerk Beulah Johnson.

Minutes of July 5, 1972, were read. Moved by Davis, Seconded by
Pieper that they stand as read. '-

;E: PLANNING BOARD MINUTES READ & DISCUSSION ON PURCHASE OF BUD HOWARFI PROPERTIc
Mayor Shirley read the planning board minutes and lead the discussion
on the purchase of Bud Howard property. Jensen moved that the City
pursue the possibility of purchasing and the development of this
land, along with the present City property. Seconded by Smith.
Unanimously Carried
E: PLANS FOR #2 ADDITION OF STEINER SUBDIVISION CALLED REXBURG ACRES
Mayor presented plans for #2 additon of Steiner subdivision called
Rexburg Acres. Jensen moved that final approval be given, when
planning board and state health departments approval was presented. '
Seconded by Peterson.
