Peterson reported on a meeting between city and state highway officials,
stated that the federal government has a program set up to as„=ist cities
of over 5000 population to form the development of arterial thoroughfares
that supplement the flow of state highway traffic through town. Reporting
if the city signs an agreement with the state, the government will
participate in almost any aspect of road or street project, including
traffic lights. Murray and Gillispie will meet and secure more informatio
on this project. '
E: $3,500 TO BE GIVEN 'I'O REGIONAL PLANNING
Davis representative of the Regional Planning Commettee said that they
were asking for the city to give them $12,000.00. After some
discussion Mr. Davis rec{uested $7,000, but after a more lenghy
discussion Ruth Smith made a motion that they be given $3,500.
Seconded by Davis. All Aye
E: SUGAR CITY WANTS REXBURG TO PICK UP `I'IIERE GARBAGE
Porter reported that Sugar City has approached him, as to have Rexburg,
pick up their garbage, this was tabled until further study. '

Bills in the amount of $16,772.42 were motioned by Jensen and seconded
by Davis that they be paid.

Discussion on the budget for 1972 was the remainder of the evening.
1~4otioned by Pieper, seconded by Smith that Dan Tloulton's salary
he increased by $100.00 due to his increased responsibility.

Motioned by Richard Davis that the City Attorney be given $2,400.00 a
year. Seconded by Peterson. All Aye.
All other employees to be given 5.5 raise was agreed upon.

Regular meeting of the City Council held February 16, 1972, at 7:30 I?.~I
at the City Hall.
I'resideing Council President, Albert Pieper in the absence of Mayor
Shirley. Council present Ruth Smith, Barton Jensen,, Warren Porter,
Richard llavis and Glen Peterson.
Others present were City Clerk Beulah Johnson, City Attorney P~Iary Smith,
KRXK Reporter Dennis May, and Rexburg Standard $ Journal Reporter David
Bly.

The City Clerk stated that Andy Anderson from Carol Manor Development
had telephoned and ask that the City pave N 5 West-East of his property.

The Counci'T saic~`they would consider this, but stated that it was not
in tiie present paving plan for 1972.
WATER PROJECT FOR THE ENTIRE CITY
D. LeRoy :Armstrong, Water Superintendent, met with the council and
presented lz.,is v~,ews on the water project for the entire City. IIe
expressed h•.s :zc~eas that the all over project was too much, to fast
and it would ,he -impossible to do the project well. Ilis plan was to
do the areas most needed at the present, and undertake a S year program
to complete the project. Davis stated that he felt it was reasonable.
Pieper stated the completion of the project should be done as soon
as possible.
ARMSTRONG EXPRESSES FEELINGS ON IN WAGES ON DEPARTMENT HEADS

,f_' Armstrong expressed his feelings on th~:.> difference in the wage~~ on the
department Heads within the City, stating that it should be more equable,
as each department is as important as the other to maintain the function
i of the City. He ask tYat he be given a maximum ?ti age for retirement
purposes on FICA longevity should be an important factor also he stated.

until the gas board could meet and approve.
SUGAR CITY ASKS TO HAVE REXBURG PICK IiP THEIR GARBAGE
Porter Mated that Sugar City had inquired about Rex-bung puking up
their garb age.ihe Cade w;:s read by the City Attorney and discussed.

POLICE DEPARTMENT DISCUSSED
Police department way discussed. Jensen was to investigate the LEA
program. (City Attorney was to call Frank Finlayson, who is director

John D. Parkinson recently paid a deliquent LID #i4 assessment :n
the full amount, but stated that it was under protest, and that he
wanted consideration on this to b~ redaced. After discussion ~~n
%hc matter it was determined that taking the correct amount was justified.

MINUTES OF THE REGULAR CITY COUNCIL
MEETING OF THE CITY OF REXBURG, IDAHO
Regular City Council meeting held March I, 1972, at 7:30 P. M. at
the City Hall.
Present and presiding Mayor I-lenry Shirley.
Council present were Barton Jensen, Richard L. Davis, Ruth Smith,
Glenn Peterson, Albert Pieper, and Warren Porter arrived at
8:00 P. M.
Others present were City Attorney Mary Smith, City Clerk & Treasurer
Beulah Johnson, Reporters David Bly, Dennis May, and Steve Atterton.
Minutes were read and corrected. Motioned by Jensen, seconded by
Davis that they carry as corrected. All Aye.
BILLS PRESENTED
Bills were presented. Motioned by Jensen, seconded by Pieper that
same be paid for $12,511.35.
Unanimously carried

A motion was made by Barton Jensen, seconded by seconded by Albert
Pieper to suspend the rules and have said Ordinance placed upon its
final passage. The Mayor ordered the roll call of the Council called,
and the roll being called by the City Clerk for the suspension of
the rules was as follows:

The roll being called and all councilmen present voting "AYE"
