M. at City llal'1. Present and presiding Mayor Henry Shirley. Council present Barton Jensen, Ruth Smith, Warren Porter, Glenn Peterson, Richard L. Davis, and Albert Pieper. Other. present Mary Smith, City Attorney, Beulah Johnson City Clerk, Davis Bly Rexburg Standard, and Dennis May KRXK. Minu~i.~s of January 19, 1972 were read. Moved by Davis, seconded by Pieper that they be passed as read. Unanimously carried R>~ IRE: IRE: ARTICLES, BYLAWS, ~, PURPOSE OF UPPER VALLEY RF..GIONAL PLANNING COUNCIL EXPLAIN- ED Jay ?ti'illiams, chairman of the Upper Valley Regional Planning Council, accompanied by Wayne Allen, Madison Soil Conservation District, met with the council and explained the articles, bylaws and purpose of the planning council.. The purpose he said, is to promote the orderly development ,~~; of the area, which includes Madison, Teton, and Fremont Counties. lexplained ~" that Clark County may be included in the council in the near future. ~' Motioned by the A4ayor sign an affadavit pledging the city support and membership. Seconded by Pieper, All Aye. RICKS ~ STEINER PLAT DISPLAYED Kimber Picks ~ Weldon Steiner plat was displayed for discussion. )`Iotioned by Jensen, Seconded by Smith that this be accepted. All Aye. MEETING IN POCATELLO FOR CITY DEPARTMENTS Mayor Shirley stated that there was meetings in Pocatello for city departments and Brenton, Clements, and Armstrong would be attending. Motioned by Pieper that $25.00, be allowed, Seconded by Smith. Unanimously carried IRE: HOLIDAYS FOR EMPLOYEES IRE IRF A new litter devise was discussed, and the council felt there was a need. Mayor ask that Smith and Porter contact the civic clubs and have them present to a film, showing the feasiblity of these so they could sponsor these for areas in the city. MOTOR GRADER BID AWARDED TO CAT 12F Discussion on closing suspended holidays for employees.. Motioned by Davis, seconded by Peterson that the personal data calendar would be the one to follow. See enclosed insert. Unanimously carried '~ BUILDING FEES ASK T~b~;E UPDATED Mayor Shirley ask that the building fees be updated to the national standard fees, stating that justification came from having a full-time inspector. Councilman Davis opposed the raise, and would like time to study the rates proposed. Tabled until next meeting, when Davis would report back on his findings. A MAP OF THE CITY, WITH ZONING CHANGES NEEDED A map of the city, with zoing changes needed was discussed and studied, as per planning.~board' recommendations, some areas are those missed inadvertently in.•prev,~ous zoning action, and some are in new areas annexing to the city. Mary was instructed to draw up an Ordinance for the next meeting fox annexing ~ rezoning. Stating that~`it w~~ t}~e best machine to serve the needs of the city. REPORT ON A MEETING BETWEEN CITY ~ STA'TE HIGHWAY OFFICIALS ( Peterson reported on a meeting between city and state highway officials, stated that the federal government has a program set up to assist cities of over 5000 population to form the development of arterial tihoroughfares that supplement the flow of state highway traffic through town. Reporting if the city signs an agreement with the state, the government will participate in almost any aspect of road or street project, including traffic lights. Murray and Gillispie will meet and secure more information on this project. ' $3,500 TO BE GIVEN TO REGIONAL PLANNING Davis representative of the Regional Planning Commettee said that they were asking for the city to give them $12,000.00. After some discussion t~1r. Davis rec{uested $7,000, but after a more lenghy discussion Ruth Smith made a motion that they be given $3,500. Seconded by Davis. All Aye E; SUGAR CITY WANTS REXBURG TO PICK UP 'THERE GARBAGE Porter reported that Sugar City has approached him, as to have Rexburg, pick up their garbage, this was tabled until further study. ' E: BILLS APPROVED Bills in the amount of $16,772.42 were motioned by Jensen and seconded by Davis that they be paid. Unanimously carried E: BUllGET FOR 1972 DISCUSSED ~ ALSO INCREASE IN DAN MOUL'TON'S SALARY Discussion on the budget for 1972 was the remainder of the evening. Motioned by Pieper, seconded by Smith that Dan Tloulton's salary tie increased by $100.00 due to his increased responsibility. Unanimously carried E: CITY AT'T'ORNEY 't0 BE GIVEN SALARY INCREASE AND OTII1?R EI\1PLOYI?ES 'TO GEI' ItAISI Motioned by Richard Davis that the City Attorney be given $2,400.00 a year. Seconded by Peterson. All Aye. All other employees to be given 5.5 raise was agreed upon. Meeting adjourned at 12:30 P.
