"Dear Mayor Shirley:
"Acting on the request in your September 23 letter we have explored
the feasibility of using the Golf Course Route through RExburg for the
location of ~Iighway 20-191. It is our considered opinion that the
Golf Course Route is not feasible and that the Department of Highways
should move toward a design public hearing on the Canal Route corridor
at an early date.
"Our conclusion is based upon information gleaned from the meeting with
FAA representatives Sperber and Lee from Seattle on September 28. You
and Airport Commission Chairman Gary Ball were attendance at this
meeting; and Doctor Jensen and Mr. Davis were in attendance part of the
time.
"The FAA representatives confirmed the likelihood of there being a need
for an 8,600 foot runway within 15 to 20 years. Such a runway would
become a general transport runway facility and would have a primary control
surface for precision instrument lands of 1,000 feet. This means, E.
in effect, that there would be a 500 foot clear zone requirement each ?
side fo the centerline of the runway. We could not meet the clear
zone requirement with the contemplated Gold Course location.
"We hope to be able to work. closely with you and the City Council in
our preparations for the design hearing. Accordingly, we will keep you
advised of our progress form this date forward.

RE: SKATING RINKS

IRE: SITUATION ON DR HENRY FRYING HOME.
Smith presented a letter from Brad Dalling, proposing the construction
of two skating rinks, one in Smith Park and one in Porter Park.
Mrs. .Smith is to investigate and work with Mr. Dalling in this
project.
SNOW REMOVAL EQUIPMENT FOR SIDEWALKS
Fieper discussed a sidewalk snow removal equipment for the street dept.
Motioned by Ruth Smith, Seconded by Albert Pieper that bids be let for
same.
Unanimously carried
Richard L. DAvis explained the situation on Dr. Henry Frying home.
Explaining that the property he purchased for his home, went directly
over the main water line, Mr. Armstrong had the lines rerouted at
President Erying's expense. Davis motioned that the City pay 337.75
of the initial expense, Seconded by Glenn Peterson.

Regular meeting of Rexburg City Council held December 1, 1971 at
City Hall, at 7:30.
Present and presiding Mayor Henry Shirley.
Council present Albert Pieper, Richard L. Davis, Glenn Peterson
Wendell Ritchie, and Barton Jensen. Absent and excused Ruth Smith.
City attorney Mary Smith, City Clerk Beulah Johnson and David Blye
from Rexburg Standard and Journal.

Minutes of November 17, 1971 were read, corrected, motioned by Peterson
seconded by Ritchie.

RE: GENE PALP~IER REGISTERS COMPLAINT AGAINST CULVERT
Gene Palmer appeared before the council to register a formal complaint
against the culvert that the city installed to divert run-off water
into P•4i11 Hollow, and subsequently on to his property. IIe stated
that he had consulted an attorney and established that the resulting
water would not be natural run-off and ask that it be removed. This
was discussed. Motioned by Albert Pieper, seconded by Glenn Peterson
that the city remove the culvert as soon as possible.

Discussion on the specs $ maintance, Dan P~loulton felt that the Allis-
Chambers met the specifications and maintenance could be less of a
problem. Motioned, by Albert Pieper, seconded by Richard L. Davis
that Rexburg Equipment be awarded the bid.

RE: REPRESENITIVE FROM TRAFFIC DEPT. TO MEET WITI-I COUNCIL
Mayor Shirley announced that the Traffic Dept. represented by Mr. Crosley
Mr. Day would meet with the council at 5:00 P.RI. Wed. 10, 1971 at city
hall to discuss installation of a coordinated traffic signal system
through Rexburg.
RE: WARREN PORTER TO BE ON THE REGINAL PLANNING COMMISION BOARD
Mayor Shirley recommended Warren Porter the incoming councilman to be
on the Reginal Planning Commision board, to rE'present the city. Motioned
by Jensen, seconded by Peterson and unam. carried, that Porter be
appointed. Motioned by Jensen, seconded by Davis that Glenn Peterson
be the replacement for retiring Councilman Wendel Ritchie on the planning
board.

RE: CHRISTMAS PARTY DISCUSSED
Christmas party was~°d~s~ussed. Mayor Shirley ask Councilman Pieper
to check into charge at the College and if a possible date and to
report back to him, so plans could be made for the employees party.
RE DISCUSSION ON STEINER AVE. AND ZONING ON 4th EAST
Dedication requests for Steiner Ave. off Third South, between Third
and Fourth West, and Fourth East between first and second south were
turned over to Max Brinton to investigate and proceed with necessary
steps, and also to zone the area on 4th East which had not previously
been zoned. This was motioned by Jensen, seconded by Peterson.

Discussion on street lights and there placement. Motioned vy Glenn
Peterson, seconded by Jensen that a study be made and proceed ~o.

National .fee limit and this was needed to update our bui.ldin~ dept.
Motioned by Pieper, seconded by Davis and unan. carried that this be

DISCUSSION OF OFF STREET PARKING
Discussion on off street parking, one way traffic in alleys, enforcing
off street parking, ticketing cars in violation.

Bills were read for 19,759.84, moved by Ruth Smith, seconded by
Glenn Peterson, carried that same be paid.

BEER LICENSE FOR B. J. BAR ~ STOCKMANS DISCUSSED
Harvey Bert Summers met with the council regarding his application
for beer license to operate the B J Bar, which had previously been
tabled. Moved by Richard L. Davis that the license by granted,
subjected to Mr. Summers establishing residency in Rexburg prior
to January 1, 1972. Seconded by Glenn Peterson.
Unanimously carried
Moved by Richard L. Davis that Dale Turman of Stockmens be allowed
a license, if he complied with residency of the city or was a corporation.
