Regular meeting of the City Council of the City of Rexburg, PAadi~,on County,
Idaho, was held October 20, 1.971, at City. Hall, at 7:30 p.m..
present and presiding, Mayor Henry Shirley. The following council members
were present: C,lenn Peterson, Wendell Ritchie, Albert Fieper, Ruth Smith,
Barton Jensen. Absent and excused; Richard L. Davis,who arrived later.
Others present were City Attorney Mary Smith, City Clerk ~ Treasurer,
Beulah Johnson
RE: MINUTES
Minutes of October 6, 1971 were read, corrected, motioned by Barton Jensen
Seconded by Wendell Ritchie.
Unanimously carried
RE: BILLS REAll
Bills in the amount of $16,616.b0 were read. Moved by Barton Jensen,
Seconded by Albert Pieper that they be paid.
Unanimously carried
RE: BIDS ON POLICE UNIT
The bids submitted on the new police unit is as follows:
Ford $3,446.17
Tayor 3,395.00
Erickson 3,700.00
College Motors $ 3,125.61
It was moved by Barton Jensen that the bid submitted by College Motors,
in the amount of $3,125.61 be accepted. Seconded by Richard L. Davis.
Unanimously carried
RE: BID ON ROOFING CITY SHOP
Lynn Smith submitted a bid of $1350 and David South submitted a bid of.
$1409.80. Moved by Albert Pieper and Seconded by Richard }_.. Davis to
accept the lower bid of $1350, submitted by Lynn Smith.
Unanimously carried
RE: TRACTOR PURC}}ABED FOR PARK ~ RECREATION UPKEEP
A tractor to mow lawns was discussed for the parks. It yeas decided it
cost more to rent than to buy. Motioned by }3arton Jensen to purchase
a used tractor for $750. Seconded by Glenn Peterson.
Unanimously carried
RE: CITY BEAUTIFICATION
College Ave. was discussed as a possibility fc~r planters to be used for
city improvement. This has been tabled for the present.
RE : DED I CEi`I' I ON OF FLAG POLE
The Civic Club is to have a ceremony to dedicate the new flag pole and
present it to the city. The flag pole will carry both the national. and
state flag. It was decided the Police Dept. is to be responsible for
the raising and lowering of the flags each day.
RE: PLANS FUR TIIE EXPANSION OF JO}INSON DRUG llISCI1SSFD
~I~ayor ~lrley prop~~sed that an ordinance be passed not allowing any store.
to buid~completely back to the alley, and providing for a clearance from
the property line in order for freight to be delivered. Mary Smith
Oldham, City attorney, was directed to look into the possihili.ties of
such an ordinance.

RE: FENCING FOR RESERVOIR
Richard L. Davis discussed the fencing of the present reservoir. It was
Motioned by Richard L. Davis and Seconded by Barton Jensen that Mr.
Armstrong be allowed to proceed with fencing material purchased
from Sears Company.
RE: REPAIR OF THE STAN ANDERSON BUILDING
Damages received to the Stan Anderson Building, during the Main Street
Improvement Project, executed by Kennaday Paving Company, was discussed
to determine the amount of satisfaction Mr. Anderson is to receive and
by what means. The council will go to the site of damage for evaluation.

Mayor Shirley reviewed past meetings and letters regarding the new water
improvement project to bring all up-to-date information to the attention
of the Council.
1:EGI(~~Jn,L PLANNING
ltitdyor Shirley brought the proposed formation of the "Madison County
Regional Planning Commission" to the attention of the council. Alembers
of the board would include three county commisioners, the mayors of
Rexburg and Sugar City, a member from the Rexburg and Sugar City
planning boards, a member of the Madison County planning board,. a
representative from Ricks College, and councilmen from Sugar City and
Rexburg. Mayor Shirley stated that he and Max Brinton, building inspector,
would appear at the County Commissioners meeting October 26 to ask for
approval of the plan. We would also have representatives from school districts
RE: HIGHWAY ROUTE DISCUSSED
The various routes were again discussed.. It was Motioned by Albert
Pieper and Seconded by Ruth Smith that a meeting be set with the
County Commissioners to determine the length of the Airport runway needed
for the future needs of Madison County and the City of Rexburg. Also
the merits offered by considering the Golf Course and Canal Routes
will be discussed.

RE AMBULANCE SERVICE
A proposal was made to have two full-time attendants ready to go at
all times, however this was not considered because of the lack o:f funds
Aleeting adjourned at 11:00 P.M.
