HomeMy WebLinkAbout1971.10.06 CITY COUNCIL MINUTES~~~~ RE: POLICE CHIEF MURRAY FORD REPORTS TO COUNCIL Seconded by Barton Jensen that Dan Moulton be given permss:i.ox1 to bray srn arc welder. ivlurray Ford, Police Chief reported to the council on photo equipment that we have, that belongs to Officer Gillmore, and the need for them to purchase such, which will save the city money on many cases. Also dog catcher was discussed and the program was explained; that we would be using Dr. Steiglmi.er's facilities until the City can provide a dog pound of their own. The I'WX system was explained, this being a plan to have communications with all police units, without using the telephone, similar to telegraph. Discussion on the replacement of the police cars for another year, also using one of them for Max Brinton, the building inspector. Barton Jensen Moved that until such time as we can replace the police cars, Mr. Brinton be allowed Milage. PLANS DISCUSSED FOR WATER RESERVOIR Richard L. Darts told of his plans to fence, roof, and seal the water reservoir on 2nd-East. RE: BIG BROTHER MEETING AT SALT LAKE I~Zoved by Ruth Smith and Seconded by Glenn Peterson that Brad Dall.ing and P~lurray Ford be given permission to go to Salt Lake, September 25th, to the Big Brother Meeting. Unanimously carried Meeting adjourned 12:00 P.M. -~~~ ,-~ City Clerk ~'` MINUTES OF THE REGULAR CITY COUNCIL MEETING OF THE CITY OF REXBURG, IDAHO Regular meeting of the City Council of the City of Rexburg, Madison County, Idaho, was held October 6, 1971, at City Hall, at 7:30 p.m.. Unanimously carried Mayor - Present and presiding, Mayor Henry Shirley. The following council members were present; Wendell Ritchie, Albert Pieper, Barton Jensen, and Richard L. Davis. Absent and excused; Glenn Peterson and Ruth Smith. Others present were City Attorney Mary Smith, City Clerk ~; Treasurer, Beu ah Johnson, Don Ellis from KRXK, and David Blye from Rexburg Standard ~ Journal. R_. Mayor Shirley discussed the City Ordinance and how it states various charges for buildings, apartments, ect., and that there had been no errors in the charges made for Mansard Village. RE: RET'ATR AND MAIN'T'ANINENCE OF RESERVOIR DISCUSSED .'T'here was discussion on repair and maintainence of the existing reservoir and the fencing of same. Richard L. Davis is to follow through. ARE: REVISED PLANS FOR SUB-DIVISION ON NORTH WEST AREA Dean Ricks met with the council with revised plans for his sub-division the North West area. Albert Pieper moved we approve the plan and that Mayor Shirley sign same. Seconded by Barton Jensen. Davis that same be passed seconded by Barton Jensen Unanimously carried RE: EMERGENCY OPERATION CENTER, COMMUNICATION UNIT ~ FIRLHALL DOOR DISCUSSED Silas Clements, Fire Chief, and Ron Moss, County Civil Defense Director met to discuss a plan whereby an .emergency operation center, incorperatin County and City Fire Departments and Civil Defense Operations, could be built in Rexburg with Federal Government supplying half of the money. Moss reported t~llat tentatil(~ discussion had revealed a willingness on the part of Ricks G~l~ege~~~o pticipate in the plan. Madison .County's half of the bil'~could be"di'uided e"qually among the City, the College and the C,'ounty. Moss stated that he would have to have a commitment from the groups involved before the matching funds would be made available. The council agreed, and expressed an interest in the plans, and to investigate other cities who are using the plan, i.e. 131ackfoot, Idaho. Also a communication unit was discussed for all the various City and County Departments, to enable them to be in contact with each other at al]- times. The council discussed, with Clements, problems concerning the present fire station and ambulance service. A motion was made by Barton Jensen and Seconded by Richard L. Davis that a door be placed in the rear of the Fire Mall Building to have a more excessible entry . Unamimously carried RE: REQUESTS MADE BY SUPERINTENDENT OF SCHOOL DIST. # 321 A request from George Catmull, Superintendent of School Dist. # 321 allow kindergarten classes in the front office of the fire station. decided that this would not be fesible. Also a discussion on City with the road for the new school area. Mayor Shirley felt that we some equipment and manpower. RE: STREET DEPARTMENT COMMENDED to Coun • helpin may fu sh Mayor Shirley commended the Street Department, for their effort in clean.- ing up after the storm recently. Davis None The roll. being called and all Councilmen present voting "AYE" carried. The Mayor then called for the voting for final passage of the Ordinance, the motion was made by Richard L. Davis, seconded by Barton Jensen. The Mayor ordered the roll call of the council called, and the roll being called by the City Clerk for the final passage of the Ordinance was as follows: f.- 'Those voting "AYE" Wendell Ritchie Albert Pieper Barton Jensen Richard L. Davis Those voting "NAY" None The roll being called and all Councilmen present voting "AYI?" carried, the Mayor declared that a majority of all the members of the City Council had voted for the passage of said .Ordinance and that said Ordinance was duly and regularly passed. Mayor Shirley then declared the motion carried. Davis, seconded by Wendell Ritchie that the City pay Election Workers the same rate as in previous actions, due to the current price freeze.
