;MINUTES OF THE REGULAR CITY COUNCIL
MEETING OF THE CITY OF REXBURG, IDAHO
Regular meeting of the City Council of the City. of Rexburg, 'Madison County,
Idaho, was held September 15, 1971 at City Hall.
Present and presiding, Mayor Henry Shirley. The following council members
were present; Ruth Smith, Glenn Peterson, Barton Jensen, Richard I.. Davis,
Albert Pieper, and Wendell Ritchie.
Others present were City Attorney Mary Smith, City Clerk Beulah Johnson,
Water Superintendent D.-Leroy Armstrong, Building Inspector Max Brinton,
Don E11is from KRXK, David Blye from Rexburg Standard ~ Journal.
IRE: GOVERNMENT HOUSING 502 BETWEEN THE NATIONAL GUARD ARMORY ~, GOLF COt1RSE
American Pacific Corporation representive Andy Anderson met with the council
and presented plans for government housing 502 between the National Guard
Armory and the golf Course on 5th West. It was moved by Barton Jensen that
the City accept the Carol Manor plat with the variances being met by the
Sub-division Ordinances. Seconded by Ruth Smith.
Unanimously carried
Moved by Richard L. Davis that the city extend the water main of 6 inches
to the South edge of the property. Seconded by Albert Pieper.
Unanimously carried
Moved by Richard L. Davis that all sub-division requirements be met except
sidewalks. Seconded by Glenn Peterson.
Unanimously carried
Mayor Shirley asked if anyone was opposed to the annexing of this area.
No one was opposed.
IRE: ALTERNATE ROUTING OF HIGHWAY
I}arry Day, and Gene Burbridge from the State Highway Department met with
the council and discussed how the highway will go through this area.
Showing two photos of possibilities for the highway. Mr. Day explained
two alternate routes. One west of the airport was disregarded when the
highway department discovered that the FAA planned a 9000 foot runway.
The other, East of the airport would eliminate the golf course. Both the
highway department representatives and the council expressed a desire to
discuss the golf course route further, however, Mayor Shirley explained that
there were ways of building another golf course, partly with compensation
funds, given the city by the highway department for tearing up the golf

course, and with Federal. Aid. Dee Sellers, president of tllo Rexhl~i-1; r~r- ;~
Association, noted that other sites were being considered :for the' , li`
course.. Neither of the parties felt they could give assurance tr) t:~
other, to any of the conditions until further study and questions w~;rre:
answered.
Eldred I-fart, Ricks College Aeronautic instructor was also present for this
discussion.
~RE: CITY GOLF COURSE REQUEST FOR $1000.00
Dee Sellers asked for the $1000.00 that the City had budgeted for the City
Golf Course, stating that they needed some new equipment. 'Mayor Shirley
instructed the clerk to check the minutes for the amount in question.
Also 1`Ir. Sellers agreed to take option on land for recreation and golf
course as it seemed applicable.
RE: ACCT:}'TI:D GENERAL LAYOUT FOR I}OUSING
Dean Ricks presented plans for a subdivision and homes in the Northwest
part of town for 22 net homes. Mr. Armstrong told the group what size.
water~~ines would be needed to adequately take care of the subdivision.
Moved by Bart gn,Je,~.,~that the city accept the general layout for the
hou;~ing. Seconded by Ruth Smith
Unanimously carried
Glenn Peterson moved that the Mayor sign the necessary papers, so that Air.
Ricks could forward his plans to Boise, to the FHA for approval. Seconded
by Ruth Smith.

2E: 1~VATERWORKS CONVENTION
I~Ir. Armstrong was given permission to go to Provo, Utah, to the Waterworks
Convention, where he is to participate in the program.
tE: PARKING FOR IDAMONT HOTEL GUESTS
Rex Catmull met with the council and discussed his problem for parking hotel
guests at the Idamont Hotel. Moved by Richard L. Davis, Seconded by Barton
Jensen, that Mr. Catmull sign his name on a piece of Hotel stationery and
place in ticket envelope, which will be voided.

seconded by Albert Pieper and unanimously carried that. they be passed.

Mayor Shirley read from the minutes of the planning board. Moved by }.uth
Smith that we follow the decision of the Planning Board and allow ~Ir. John
P. Smith,. at 344 West 1st North, a limited commercial from his home only,
to allow selling of tropical fish and supplies. Seconded by Wendell Ritchie
Unanimously carried

'.E: 1~4K. BRINTON PRESENTED A PETITION TO EXTEND SEWER LINES
Mr. Brinton presented a petition from Dale Thurman from the North East
section of town, requestiong that the City consider extending the sewer
lines to that area. Mayor Shirley asked Mr. Davis to look into the
installation of such.

The petition for limited commercial at Westwood apartments was presentccl.
T'he council denied permission for limited commercial, stating that this
could be used. for the private apartment owners only, that no signs were to
be posted, as this would be violating the facilities intended use.

RE: POLICE CIIIEF MURRAY FORD REPORTS TO COUNCIL
Murray Ford, Police Chief reported to the council on photo equipment that
we have, that belongs to Officer Gillmore, and the need for them to purchase
such, which will save the city money on many cases. Also dog catcher was
discussed and the program was explained; that we would be using Dr.
Steiglmier's facilities until the City can provide a dog pound of their own.
The 'I'WX system was explained, this being a plan to have communications with
all police units, without using the telep}lone, similar to telegraph.
Discussion on the replacement of the police cars for another year, also
using one of them for Max Brinton, the building inspector. Barton Jensen
Moved that until such time as we can replace the police cars, Mr. Brinton be
allowed Mipage.
PLANS DISCUSSED FOR WATER RESERVOIR
Richard L. Davis told Q,f his plans to fence, roof, and seal the water
reservoir on 2nd East.
RE: BIG BROTHER MEETING AT SALT LAKE

Big Brother Meeting.

MEETING OF THE CITY OF REXBURG, IDAHO
Regular meeting of the City Council of the City of Rexburg, Madison County,
Idaho, was held October 6, 1971, at City Hall, at 7:30 p.m..
- Present and presiding, Mayor Henry Shirley. The following council members
were present; Wendell Ritchie, Albert Pieper, Barton Jensen, and Richard
L. Davis. Absent and excused; Glenn Peterson and Ruth Smith.
Others present were City Attorney Mary Smith, City Clerk ~; Treasurer, Beulah
Johnson, Don Ellis from KRXK, and David Blye from Rexburg Standard ~ Journal.

Bills in the amount of $24,182.11 were read. Motion made by Barton Jensen,
