MINUTES OF THE REGULAR CITY COUNCIL
MEETING OF THE CITY OF REXBURG, IDAHO
Regular meeting of the City Council of the City of Rexburg, Madison, County,
Idaho, was held Wednesday August 4, 1971 at 7:30 at City Hall.
PRESENT AND PRESIDING: Mayor Henry Shirley
The following Council members were present; Albert Pieper, Glen Peterson,
Ruth Smith, Barton Jensen, Richard L. Davis, Wendell Ritchie.
Also present were Beulah Johnson, City Clerk t;'I'reasurer, City Attorney, r~}ary
Smith, Don Ellis of KRXK Radio and David Blye of Rexburg Standard ~ Journal
GUESTS
Guests were Grant Bowen, LaRue Howard, and Jon Ray. Council President,
Barton Jensen, presented them with Certificates of appreciation in behalf
of the Mayor and Council, for their services in reviving the Whoopee Days
Celebration and making it a successful event this year.
REQUEST FOR REZONING OF SOUTH F}ALF OF BLOCK 12 IN THE KLINGLER ADDITION
Charles Rasmussen presented a petition requesting the change of the South
Half of Block 12 in the Klingler addition from R-3 to Commercial, to allow
construction and operation of a roller skating rink. Also present was Don
Rasmussen, Harold Stoddard, and Tercel Siepert. It was motioned by Barton
Jensen, seconded by Glenn Peterson that the city proceed with the necessary
papers
LIGHT AT END OF PARK STREET
Pat Price of 67.0 Park Street, met with the Council, asking for a light at the

commended the Police for the fast efficient ~e~'vice rec~:ived when ho trix•rtca
in a complaint. He also recommended t}iat the "Yei.Id" sign tae reversed at
2nd South and 4th West. He felt it is now a traffic hazard. This also was
turned over to the Police. {
IRE: KINDERGARTEN - MRS.' SORENSON - MRS MALSTROM
There was a request for a kindergarten school which has been operated by Mrs.
Sorenson to change to Mrs. Malstrom for one to two years. The cnuncil felt
that the petition should be more complete with the signatures of the property
owners, and a limit to the size of the classes. Mayor Shirley asked the
Clerk to contact Mrs. Malstrom
RE PAINTING STRIPES ON PARKING LOT NORTH OF MAIN
Mr. Carver, representing the owners of the parking lot North of Main Street,
met with the Council and asked for the City crews to paint the stripes on
the lot. Mayor Shirley explained that our crews are behind now and also
short of paint. He suggested that they contact the college crews and
~'.~ possibly get help from them.
RE MI MITES:
Minutes of the July 21, 1971 meeting were read, corrected. Motioned by
Richard L. Davis, seconded by Barton Jensen. Carried.
IRE: A.L. CRAMER BUILDING HAZARD
Mayor Shirley instructed Mary Smith to proceed with informing A. L. (;rar~ier
of the hazard his building was to the community and to take l.e};ai. action.
IRE: BILLS FOR MELVIN COOK PROPERTY
Bills wt~re presented ty the Mayor for Melvin Cook property on 5th Nest. It
was motioned by Albert Pieper to disallow bil?.s on this. .Seconded by Ruth
Smith. Carried.
R1 EXTENTION OF 4th SOUTH THROUGH ARMY RESERVE AREA
Mayor Shirley read a letter from Orval Hansen pertaining to the extension
of 4th South through Army Rexerve area. The Mayor instructed Atary to follow
through on this, as it was badly needed as a through street.

MOMENTO FROM TIIE S.S. REXBURG
D. C. Wilding had the City contact the Navy, requesting a Momento from The
S. S. }texburg for the Museum. The Navy replied, stating that three plaques
from the ship were available which could be loaned to the City for an in-
definite period, and that the City could have them. The Council agreed to
pay the frieght charge of $35.00.
BILLS
Bills in the amount of $121,350.11 were read. Motioned by Barton Jensen,
seconded by Ruth Smith, that same be paid. Motion carried.
DISCUSSION ON PUBLISHING CHECKS
There was a discussion on publishing checks. Mr. John C. Porter of the
Rexburg Standard and Journal stated that he would publish them bi-weekly
or at the time of Council meetings, free of charge as a public service.
Itwas agreed to have the City Clerk supply him with a copy of the checks.
Meeting adjourned at 10:35 P.M.
