OF REXBURG, IDAHO Regular meeting of the City Council of the City of Rexburg, Madison, County, Idaho, was held Wednesday,July 7, 1971 at 7:30, at City hall. PRESENT AND PRESIDING: Mayor Henry Shirley COIINCIL. MEMBERS PRESENT: Barton Jensen, Wendell Ritchie, Albert Pieper, Richard) Davis, Ruth Smith. Absent and excused was Glenn Peterson. RE: DR. HENRY B. EYRING INTRODUCED (New Ricks College President) Dr. Hess from Ricks College introduced the New President, Dr. henry B. Eyring, who in turn expressed his hope, feelings, and gratitude for icexbu:rg and Ricks College together-ness and his being a part of our continued growth. Dr. Hess reported on the growth of Ricks, past, present, and projected. ~~ZIKE MULCADY, student body president from Ricks College also was present and he in turn expressed the agreement and support of the student body to work together with all willingness, to be part of the town and school. Councilwoman Ruth Smith, presented Dr. Dyring with a key to the City, with .the council and Mayor all expressing its welcome and willingness to work with the school in any way. RE: ALLEN WINTERS RETIRES Allen "Shorty" Winters was presented a key to the city from Councilman Albert Pieper. "I'd rather give than receive.", was his reply to the tribu paid by the Mayor and council. }Ie retired July 1st, after 25 (twenty five) years on the street department. Jensen personally expressed his appreciati for all the late nights, Sundays, and Holidays and early emergency risings that Shorty had put in. RE: CITY DITCH ON THE SCHOOL PROPERTY George Catmull and Clayter Forsgren met with the Council to discuss the problem arising from the City ditch on the school. property, stating that the Architect, Sunberg had informed him earlier and ask him to meet with the Council. Albert Pieper motioned that the problem be studied for the best possible solution, and that they would do waht was necessary to alleviate the problem for the school. Seconded by Richard Davis. The motion carried. Mayor Shirley told Barton Jensen that he was to head the committee and take care of this. ~>; RE: PROBLEM IN WIDENING 2nd EAST Clay ter Forsgren and Bud Armstrong told of the probxem i.n widening 2nd East from the M.K. construction, north, Explaining that the lines were such that the depth of water lines prohibited widening, although they were going to widen them south of this project. As for the future plan~~ing, 2nd East was to be widened, and this would be less expensive in the long run. Motioned by Dick Davis, seconded by Barton Jensen that we follow this plan. Motion carries RL': BUD ARMSTRONG REPORTS ON WATER DEPARTMENT Bud Armstrong head of the water department, reported and made recommendations to the Council. Over the years, he said his department has been short on funds for improvements every year. He stated that now the situation is serious and it is going to cost a great deal to update the system to reach the growth that has taken place in the city over the past five years. Clayter Forsgren stated that he is working on a study for water improvements that would qualify the city for government funding by Housing and Urban Develop- ment. This is to be completed some time in October. R1 DISCUSSION ON WATERING DAYS The Council expressed hopes that moxe people would comply voluntarily to watering on the designated days and that an ordinance would not be necessary to make them comply to the rules for watering on the odd and even days. RE: BRENT SUTHERLAND - SIDEWALKS ON HIS PROPERTY Brent Sutherland from Rexburg Floral commended the city on the improvements that had been made and ask for an exception on his property on sidewalks. It was motioned by Albert Pieper that Mr. Sutherland be allowed to blacktop his property, including the sidewalk, and that at the cities discretion he would put in sidewalks, as this part of town does not warrant it at this time. Seconded by Ruth Smith. The motion carried. Also that he paint lines on the area to designate parking and sidewalk area. RE: MINUTES T.~[inutes of June 16, 1971 were read, corrected, motioned by Albert Pieper, sec- onded by Wendell Ritchie that they be passed. The motion carried. RE: ORDINANCE 519 AN ORDINANCE AMENDING SECTION X OF ORDINANCE N0.507 PERTAINING 1'0 CHARGES AND SERVICES; AMENDING SECTION XVII FIXING THE TIMF. LIMIT FOR TI-}E COM?~IENCE_ MENT AND COMPLETION OF CONSTRUCTION; AMENDING SECTION XIX PERTAINING TO THE PROPOSED CHANNEL SYSTEM, AND REPEALING SUB-PARAGRAPH (b) OF SEC'T'ION XX PER- TAINING TO MUSIC SERVICE. A motion was made by Barton Jensen, seconded by Ruth Smith to suspend the rules and have said Ordinance placed upon its final passage. The Mayor ordered the roll call of the Council called, and the roll being called by the City Clerk for the suspension of the rules was as follows: Those voting "Aye" Barton Jensen Wendell Ritchie d Albert Pieper Richard Davis Ruth Smith Those voting "Nay" None T'he roll being called and all Councilmen present voting "AYE" carried. STEGLEMIER'S DOG POUND It was motioned by Richard Davis that the city refuse Dr. Steglemier"s propo- sal for the dog pound and entertain the idea of a possible contract per dog to be established, at least to study it further. It was moved by Ruth Smith, seconded by Wendell Ritchie that the City.. pay him $30.00 for the damage. Those voting "AYE" Barton Jensen Wendell Ritchie Albert Pieper Richard Davis Ruth Smith Those voting "NAY" None RE: SEWAGE ON TIIE LYMAN PROPERTY A letter from Attorney Ray Rigby was read regarding sewage in the Lyman Property from the abanded sewer lines, from the time we hooked up to the lift station to pump our sewage into the lagoons. The people on .the old lines were given notice to make other arrangements, but to this date have not do so. This matter was tabled. RE: PLAT FOR THE PROFESSIONAL MALL Clayter Forsgren presented the plat for the Professional ~1a11 on East ~1a:in. It was motioned by Barton Jensen, seconded by Richard Davis that we accept the plat, with the requirements for fire hydrants in the addition be taken care of . RE: MOTT FOUNDATION PROGRAM EXPLAINED Ruth Smith explained the Mott Foundation program explaining the City and School participation, stating that the city pay Brad Dalling his regular summer summer salary and $150.00 thru the school months, as he would be working 1/2 days for the school and devote the rest to City Recreation. RE: JANITOR WORK - DON FObVLER' S iVIFE P~4ayor Shirley stated that Don Fowler's Wife wanted to try doing the janitor work, in the building of the present City hall. She is to keep track of her time and possibly $40..00 a month should cover the work until heating time. 'iRE: NEW GARBAGE TRUCK Wendell. Ritchie is to fly to Wisconsin for the New Garbage truck snit. Motioned by Larton Jensen, that the City Clerk, Beulah Johnson, publish the quarterly financial report, not to include the checks, as they felt there was no benefit derived from the public.
