Present and presiding; Mayor Henry Shirley Council present; Richard L. Davis, Ruth Smith, Albert Pieper, Barton Jensen Glenn Peterson. Absent Wendell ~titchie. Also present; City Attorney, Mary Smith, City Clerk Beulah Johnson, David Nye from Rexburg Standard and Journal and Don Ellis from KRl'K. RE: STOP 1..IG[IT AT MAIN AND FIRST WEST I-tarry Day and Clyde Gillespie from the state highway, met with the council and the members of the Wasfiington P.T.A. A discussion was had on the light at the intersection of Main and First West near the school. A9r. Gillespie ~, noted the results of a survey that had been taken of this area, stating that pedestrain traffic was not of sufficient volume to have traffic sign 7 there. The city agreed to remove the light and follow the .recommendations) of the state, in regards to the type of signal required and consider the possibiity of placing a patrolman there when neccessary during busy hours. :E: WATER RATESDISCUSSED Water rates were discussed. Richard L. Davis moved that Glenn Cooper and and Eldon Briggs be given residential rates in their homes, where they maintain their businesses. Seconded by Glenn Peterson. Also that they should study the ordinance governing these rates and charges. Those voting AYE Richard L. LeRoy Armstrong met with the council to discuss installation of a six inch water line and. fire hydrant to the area on 2nd west where C. A. Barris is building a large student complex. Moved by Richard Davis, seconded by Glenn Peterson. Those voting AYE Those voting NAY Richard L. Davis Ruth Smith Albert Pieper Barton Jensen Glenn Peterson None RE: NATIONAL CONVENTION IN DENVER FOR Mr. ARMSTRONG Mr. Armstrong stated his desire to go to a National Convention being held in Denver this year, noting that this being the closet one ever to be held and that he had never taken the opportunity to attend a National Water works convention. Richard Davis motioned that he be allowed to attend. The motion died for lack of a second. E: COMPANIES DIGGING ON 6ITY STREETS Mr. Armstrong told of his problems with companies digging on city streets. There was a discussion on possibilities of all excavating being done, secure a permit from the city prior to construction, and the possibility of re- quiring the posting of a $5000,00 bond for such. Tabled RE: Mayor Shirley gave to the City Clerk, a check for $631.OOfrom the State Insurance Fund, to be applied to the next premium payment,. which is to be made in July, he stated that this was for 1969 dividend. ;E: GARBAGE TRUCK BIDS Ga~rl~'"age `trucl~;'bids ~~r~~~~iiscussed. Pr~ary Smith read the laws to the council on the method of advertising for bids. RE: POLICE CAR BIDS r- .E Bids for the Police Car were not opened, as they had included air-conditioners and the specs were not conforming with the past fleet line specs. Dick motioned that we call for bids after the council had approved the specs seconded by Glenn Peterson. Those voting AYE Those voting NAY Richard L. Davis Ruth Smttli Albert Pieper Barton Jensen Glenn Peterson None llLSCUSSION ON BUILDING I'OR TV DISHES AND CIVIL DEFL'NSE There wes a discussion on the building for the TV dishes and Civil Defense Dick Davis stated that the building would have to be demolished, as it wasn't adequate for any of the equipment. Don I;llis stated that he was still considering other sites.. The City felt that an agreement would have to he made, when the decision was made. `lhe Mayor reviewed the contract with Mr. Ellis, it was moved by Albert Pieper that we stand c~ith the Original contract as far as percentage and have Mr. Ellis provide free TV fox our local public schools as they request it. Seconded by Ruth Smith. 'Those voting AYF. RE: ORDINANCE # 517 Those voting AYE Richard L. The Mayor-then called for:..the'-toting for final passage of the Ordinance, the motion was made by Glenn Peterson, seconded by Ruth Smith. 1'he Mayor ordered the roll call of the council called, and the roll being called by the City Clerk for the final passage of the .Ordinance was as follows: Those voting AYE Those voting NAY Richard L. Davis Ruth Smith Albert Pieper Barton Jensen Glenn Peterson None The roll being called and all councilmen present voting "AYE" carried, the Mayor declared that a majority of all the members of the City Council had voted for the passage of said Ordinance and that said Ordinance was duly and regularly passed. Mayor Shirley than declared the motion carried. Those voting NAY Richard L. Davis Ruth Smith Albert Pieper Barton Jensen Glenn Peterson None AN ORDINANCE AMENDING AND CHANGING THE ZONING MAP OF THE City of Rexburg, Idaho, to providethat certain property in section 20, township 6 North, range QO East, Boise Meridian in Madison County, State of Idaho, Here- inafter described, be zoned R2. A motion was made by Barton Jensen, seconded by Glenn Peterson to suspend the rules and have said Ordinance placed upon its final passage. The Mayor ordered the roll call of the Council called, and the roll being called by the City Clerk for the suspension of the rules was as follows: sz RE: MOTT FOUNDATION PROGRAM EXPLAINED Councilwoman Ruth Smith, explained the Mott 1~oundation program. 4t~~ing that the school board had endorsed the program, that Federal I'urzds ware available for three years. The Cities participation waul.d be sending Brad llalling for the training that is necessary for the operation in running this recreation facilitie, and being responsible for ascertaining the federal grants connected with the Mott Foundation. It was motioned by Barton Jensen that the city participate, seconded by Ruth Smith. Those voting AYE Richard L. Davis Ruth Smith Albert Pieper Barton Jensen Glenn Peterson ~~ Those voting NAY None ,. :E: SPI:INKLI:R SYSTEM FOR SMITH PARK "I'he sprinkler system was discussed for Smith Park ball diamonds, After discussing the cost, it was decided that the budget wouldn't permit this in .1971. ~E; CONCESSION STAND IN PARK Ruth Smith ask about the PTA having a concession stand in the park for thc~ summer months. Permission was given for one year only. RE: AIC ANNUAL CONVENTION The 24th AIC Annual Convention was discussed. The Mayor encouraged all to attend all or parts. The convention is to be held in Burley at the Ponderosa June 17-19. RE: LIGHTING IN SMITH PARK Barton Jensen presented plans for lighting the east diamond in Smith Park, which will be given further consideration when the bids are received. RE: J.L.CLARK DAY EXPENSES It was motioned by Glenn Peterson, seconded by Ruth Smith. that the City pay $110.00 for their share of the expenses for J.L. Clark day ~~ RE: BILLS Bills in the amount of $18,484.80 were read. It was motioned by Barton Jensen, that they be paid, seconded by Glen Peterson.
