Present and Presiding: Mayor Henry Shirley Council members present: Albert Pieper, Ruth Smith, Glenn Peterson,. Richard L. Davis, Barton .Jensen, and Wendell Ritchie. Also present; City Attorney Mary Smith, City Clerk $ Treasurer, Beulah Johnson,. Linda Crosley, Rexburg Standard and Journal, Don Ellis from KRXK. RE: ROSS KL'}~SE - PLANS FOR NEW STUDF:N HOUSING ON 2nd WEST Ross Reese presented plans for a new student housing project on 2nd West between 4th and 5th South. Motioned by Barton Jensen, seconded by Albert Pieper that the plans be approved and accepted, with the final plans bein approved by building inspector and plans submitted and left at City Hall Those voting AYE: Albert Pieper Ruth Smith { Glenn Peterson Richard L. Davis Barton Jensen Wendell Ritchie Those voting NAY: None RE: BEER LICENSE FOR STOCKMAN'S CAFE _}~,~.e,..T•urm~n was ~irrded a beer license for the Stockman's Cafe. Motioned - by Glenn Peterson, seconded by .Barton Jensen that the license be given, with the stipulation that Turman comply to the Ordinance and laws allowing beer to be sold. Those voting AYE: Albert Pieper Ruth Smith Glenn Peterson Richard L. Davis Barton Jensen Wendell Ritchie Those voting NAY: RE: HARRY DAY FROM STATE HIGHWAY DEPT. None Mayor Shirley stated that Harry Day from the State Highway Dept. had ask for time on May 5, 1971 to discuss the school lighting controls for the schools.. RE: ZONING CONCERNING THE NORTHEAST CITY ACREAGE Mayor Shirley ask the Councils wishes on a decision on this property, stating the Planning board's recommendations were for this area to be R2. Vern Lilinquist was contacted, and stated that it had. to be zoned before the school bond election, and that their letter was on file in City Hall asking for R-2. This property being 4th east between 1st North and 3rd North. It was moved by Glenn Peterson, seconded by Ruth Smith that it be re-zoned and setting a public hearing for May 5th, 1971. Commencing at the Northeast corner of the SW 1/4 of Section 20, Tawnship 6 North, Range 40 East, Boise Meridian, in Madison County, Idaho, and running thence South 1819 feet; thence West 330 feet; thence North 1819 feet; thence East 330 feet to the place of beginning. At such hearing the City Council will hear all persons and all objections and recommendations relative to such proposed zoning. RE: BILLS RE: BUILDING REPORT Bills in the amount of $16,471.11 were read. Moved by Barton Jensen, secon- ded by Richard L. Davis that same be paid. Davis Barton Jensen Wendell Ritchie 'Those voting NAY: None Building permits with corresponding building value of $219,300 and $305.50 permit fee charged for the month. RE: WATER FOR NORTH DITCH Barton Jensen reported that there would be no water in the north ditch this coming season. 8~.~ RUTH SMITH REPORT ON PARKS Ruth Smith ask for permission to order two new bleachers for the park. Also that bids be let for sprinkler systems for the north side of Smith Park, covering the area of the ball diamonds. Also that plans be made for additional restrooms and a storage room for pool supplies be made for Porter Park. The council agreed to these improvements. DISCUSSION ON CLEAN UP WEEK A discussion was held on clean up week. 7'he city will participate all they can during this week and anything that was left over, they would look into the possibilities of completing. Also that the Park ~ Recreation fund would help the Civic Club with treats for the workers on Saturday of clean- up week. EtE: PARKING METER INCREASE Parking meters and the recent increase of .25¢ per violation was discussed. RE : MARK WENDELBOE - PLANS FOR MAI,1i 'CIJDENT HOUSING q ~-~ Mark Wendelboe presented his plans an m~.le studetlt ~iuusng on prupexv~}° 1~e recently purchased from 17ck Smith, between I3a.rc:h, and fish its tho l'owcll addition. Petitions were presented on both sides., for and aga.i.nst. With the negative having more votes. Dr's Rex and Orson Maybey met with the council and expressed their feelings on the project, stating that they felt that 642 more students in that area was too many, and suggested other developments that would be more suitable. ]~9otioned by Richard L.
