DISCUSSION ON PURCHASING A BIT FOR HOLES FOR METER POSTS c There was a discussion on the City purchasing a bit to make holes-for. the meter posts. Dick is to investigate and make recommendations on size and type. POLICE CHIEF HURRAY FORD TO DRUG SEMINAR IN LAS VEGAS The council discussed a proposal to send Police Chief, Murray Ford to a drug seminar and meeting in Las Vegas in April. After much discussion it was motioned by Glenn Peterson and seconded by Dick Davis that he be allowed $300.00 to cover expenses to the National Seminar. Davis Glenn Peterson Those voting NAY: None ~~~ ~~ Aleeting adjourned at 11:00 P.M. ^~ 7 ~ ~ ~. ~,,~ City lerk ~ ay MINUTES OF A SPECIAL CITY COUNCIL MEETING OF THE CITY OF REXBURG, IDAHO A Special Meeting of the City Council of the City of RExburg, Madison County Idaho, was held Wednesday, March 31, 1971 at City Hall, at 7:30 PM Present and Presiding: Mayor Henry Shirley ~i Councilmembers present: Dick Davis, Barton Jensen, Albert Pieper, R9~th Smith, Wendell Ritchi, Glenn Peterson. Also present were City Attorney, Mary Smith and City Clerk and Treasurer, Beulah Johnson. REPORT BY KEITH PETERSON - PLANS FOR TRAILER COURT SOUTHWEST OF TOWN A report was given by-Keith Peterson on plans for a development of a large trailer court on 16 acres at the southwest corner of town. A zoning change was approved for a small piece of land in this area inside the city limits to permit trailers. A public hearing is scheduled for April 21st for appro- val of the zoning change, Federal Housing Administration is to study. The Planning Board has given their approval of the project. It was motioned by Barton Jensen, seconded by Albert Pieper th8t we proceed with the Public Hearing. PUBLIC HEARING ON BUDGET The public hearing on the 1971 Budget was held March 31, 1971. John Parkinson attended the hearing and asked some questions about the published budget figures, his questions were answered to his satisfaction. ORDINANCE # 515 AN ORDINANCE ENTITLED THE ANNUAL APPROPRIATTON ORDINANCE OF THE CITY OF REXBURG, IDAHO, FOR THE FISCAL YEAR 171, AND APPROPRIATING TO THE SEVERAL DEPARTMENTS, OFFICES AND FUNDS OF THE SAID CITY GOVERNMENT FROM THE REVENUE DERIVED FROM TAXES LEVIED FOR SAID YEAR, AND ALL OTHER 6OURCES, SUCH SUMS AS MAY BE NECESSARY OR DEEMED NECESSARY BY THE MAYOR AND CITY COUNCIL TO DEFRAY THE EXPENSES AND LIABILITIES OF SATD CITY FOR THE FISCAL YEAR 1~J71. A motion was made by Barton Jensen, seconded by Ruth Smith to suspend the rules and have said Ordinance placed upon its final passage. The Mayor ~~ ordered the roll call of the Council called, and. the r~il1 hei,ng c~l.lea by the City Clerk for the suspension of the rules was as follows: Those voting AYE: Those voting NAY: Dick Davis Barton Jensen Albert Pieper Ruth Smith Wendell Ritchie Glenn Peterson None 'he roll being called and all Councilmen present voting "AYE" carried. The layor then called for the voting for final passage of the Ordinance, the otion was made by Dick Davis, seconded by Barton Jensen. The Mayor ordered he roll call of the council called, and the roll being called by the City Clerk for the final passage of the Ordinance was as follows: ~! Mayor Shirley then declared the motion carried. E: PERMITTING BEER TO BE SOLD AT STOCKMAN'S CAFE A discussion on permitting beer to be sold at Stockman's Cafe was tabled until April 7, 1971. ~. CENTURY CORPORATION PROJECT Clayter Forsgren, representing the Century Corp. explained the project and using the sewer on 4th South would be temporary. That in 1972 they would make other arrangements to install sewer~on Sth South to interconnect to 5th West trunk line. Also that the water situation would have to be solved, temporarily with a pressure pump, in which they would participate with other property owners in the area until adequate water is supplied by future well and reservoir, which Clayter thinks the Federal Government would most likely participate, in funds. He presented the master plan, upon which the council all signed and accepted, which is to be kept on file at City Hall. IRE ARE: RE: ATTEST: ity Gler HARRY DAY FROM STATE HIGHWAY City of Rexburg By Mayor Mayor Shirley stated that Harry Day from the State Highway requested per- mission for time in a City Council meeting to discuss the traffic signal controling the school signal at West Main and 1st West. It was decided to have him attend April 21, 1971 regular council meeting. KEYS FOR JOHN L. CLARKE Mayor Shirley showed the council keys that the fire department have been making, and ask for permission to give John L. Clarke a set with engraving inset, to show him our appreciation, also he suggested that they would be nice to present any dignitary whom the council felt worthy of such. Moved by Ruth Smith, seconded by Wendell Ritchie. Unanimously carried. a BID FOR GARBAGE TRUCK AND PACKER DISCUSSED The bid for garbage truck and pack'~were discussed. Glenn Peterson and Wendell Ritchie are. to go over the specs for the truck and secure bids, also a discussion on the Leach packer and the possibility of having some- one in the area to service our unit, due to the Intermountain Company being out of business, they felt the Leach Company would offer service to the city from a central location, and the city would like to be secure in knowing where this service would be, before making a firm committment for the packer unit. IRE: LETTER CONCERNING FUTURE POST OFFICE BUILDING The Mayor read a letter stating that the Post Office had taken an option on the Iand in Block 48, for the future, post office building. Richard L. Davis is to follow through with petitions required for this area to be properly zoned to allow this building to be built. yor ~~~ ity Cleric-- Meeting adjourned at 10:50 P.M.
