PURCHASE OF A TORCH CUTTER Albert Pieper told of the need and the saving to the City, with the pur- chase of a torch cutter for the street department. It was agreed that they should purchase one. BUDGET FOR 1371 The Budget for 1971 was tenatively passed awaiting the public hearing set for March 31, 1971, Motioned by Barton Jensen, Seconded by Albert Pieper. Unanimously carried. ORDINANCE N0. 514 X31; Ordinance # 514 was read: AN ORDINANCE AMENDING AND CHANGING ORDINANCE N0. 355, SECTION 9, CHANGING THE PENALTY FOR PARKING METER VIOLATIONS TO $.50 FOR EACH HOUR AND PROVIDING THAT UPON FAILURE TO REPORT AND MAKE SUCH PAYMENTS WITHIN TWENTY-FOUR HOURS, THE OWNER OR OPERATOR SHALL BE .SUBJECT TO FINE AS PROVIDED BY SECTION 1, ORDINANCE N0. 512; AND AMENDING SECTION 11 OF ORDINANCE N0. 355 TO PROVIDE THAT EACH PERSON WHO VIOLATES OR FAILS TO COMPLY WITH THE PROVISIONS OF ORDINANCE N0. 355 AS AMENDED, SHALL BE PUNISHED BY FINE AS PROVIDED IN SECTION 1, ORDINANCE N0. 512, and REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH. A motion was made by Barton Jensen, seconded by Glenn Peterson to suspend the rules and have said Ordinance placed upon its final passage. Present .and presiding: Mayor Henry Shirley. Council members present: Ruth Smith, Albert Pieper, Richard L. Davis and Glenn Peterson. Barton Jensen was absent and excused. Also present: City Attorney Mary Smith, City Clerk and Treasurer, Beulah Johnson, lion Ellis, representing KRXK, Ron Gibb from Rexburg Journal. CIVIC CLUB PRESENTED A RESOLUTION Mrs. Ralph Sommers and Mrs. H. B. Rigby, representatives of the Rexburg Civic Club, met with the Council and presented a resolution urging enforcement of .anti-litter laws and the "vacant" lot ordinance in connection with the up- coming clean-up campaign. RESOLUTION ~...,, The Rexburg Civic Club presents the following Resolution to the Mayor E and City Council of the City of Rexburg, and respectfully requests its ' earliest consideration: WHEREAS, the Rexburg Civic Improvement Club, having entered 'two state and national contests sponsored by the National Federation of Womens Clubs and Sears Roe-Buck Foundation and Shell Oil Company, has chosen the fields of ecology and civic beautification, and WHEREAS, The Civic Club in the field of ecology has determined to make a vigorous campaign for cleaning up the City of Rexburg, dwelling particularly on an enforcement of the anti-littering laws and a program to educate the public to assume its responsibilities, and WHEREAS, under the program of civic improvement and beautification the Rexburg Civic Club has determined to makea vigorous campaign urging the owners of vacant lots to keep them free from weeds and rubbish and urging t owners of unoccupied, hazardous, unsightly homes. to tear them down or repai them. NOW, THEREFORE, BE IT RESOLVED: That the Mayor and City Council of the City of Rexburg, Idaho, join with the Rexburg Civic Club in its effort to make Rexburg, Idaho, realize its potential as one of the most beartiful cities in the State of Idaho by en- forcement of its anti-litter ordinance and its ordinance requiring owners of vacant lots to keep. them free from weeds and rubbish, and require the owners of unoccupied, unsightly and hazardous buildings to either repair such buildings or tear them down as provided by the nuisance laws of the State of Idaho. It DON ELLIS COMPLAINT Don Ellis registered a complaint of water runoff flooding his garage and house. DOG POUND ON DR. STEGELMIER'S PROPERTY The Council approved a proposal to have a dog pound built by .the City on Dr. Stegelmier's property. Which would revert to him in 15 years at which time the city would possibly lease it back from him. This contract could be Token by either party and Mr. 5tegehmier would purchase the building. NAMING THE STREETS IN TAYLOR~ADDITION Mrs. Laurence Taylor disagrees with Bud's idea for ;naming the Streets in f~~ Taylor addition.. Dick Davis is to take it under advisement and reporr.~,~t the next meeting. DISCUSSION ON PURCHASING A BIT FOR HOLES FOR METER POSTS There was a discussion on the City purchasing a bit to make holes for the meter .posts. Dick is to investigate and make recommendations on size and type. POLICE CHIEF MURRAY FORD TO DRUG. SEMINAR IN LAS VEGAS The council discussed a proposal to send Police Chief, Murray Ford to a drug seminar-and meeting in Las Vegas in April. After much discussion it was motioned by Glenn Peterson and seconded by Dick Davis that he be allowed $300.00 to cover expenses to the National Seminar. REPORT BY KEITH PETERSON - PLANS FOR TRAILER COURT SOUTI-IWEST OF TOWN A report was given by Keith Peterson on plans for a development of a large trailer court on 16 acres at the southwest corner of town. A zoning change was approved for a small piece of land in this area inside the city limits to pexmit trailers. A public hearing is scheduled for April 21st for appro- val of the zoning change, Federal Housing Administration is to study. The Planning Board has given their approval of the project. It was motioned by Barton Jensen, seconded by Albert Pieper that we proceed with the Public Hearing. PUBLIC. HEARING ON BUDGET The public hearing on the 1971 Budget was held March 31, 1971. John Parkinson attended the hearing and asked some questions about the published budget figures, his questions were answered to his satisfaction. ORDINANCE # 515 AN ORDINANCE ENTITLED THE ANNUAL APPROPRIATION ORDINANCE OF THE CITY OF REXBURG, IDAHO, FOR THE FISCAL YEAR 1871, AND APPROPRIATING TO THE SEVERAL DEPARTMENTS, OFFICES AND FUNDS OF THE SAID CITY GOVERNMENT FROM THE REVENUE DERIVED FROM TAXES LEVIED FOR SAID YEAR, AND ALL OTHER 6OURCF.S, SUCH SUMS AS MAY BE NECESSARY OR DEEMED NECESSARY BY THE MAYOR AND CITY COUNCIL TO DEFRAY THE EXPENSES AND LIABILITIES OF SAID CITY FOR THE FISCAL YEAR 171. A motion was made by Barton Jensen, seconded by Ruth Smith to suspend tine rules and have said Ordinance placed upon its final passage. The Mayor
