It was motioned by Barton Jensen, seconded by Dick Davis that the City give $500.00 a year to the airport and let them be responsible for insurance and lights. Unanimously carried. RE: EASTERN IDAHO NUCLEAR ASSOCIATION MEMBERSHIP Ruth Smith moved that we continue our membership for the council with the Eastern Idaho Nuclear Association, membership being $15.00. Seconded by Barton Jensen. Unanimously carried. Meeting adjourned at 11:30 P.M. 9 sc.~ ity Cler MINUTES OF THE REGULAR CITY COUNCIL MEETING OF THE CITY OF REXBURG, IDAHO 1 Regular meeting of the City Council of .the City of Rexburg, Madison County, Idaho, was held February 17, 1971 at City Hall at 7:30 P.M. Present and presiding:' Mayor Henry Shirley Council members present: Ruth Smith, Wendell Ritchie, Barton Jensen, Alber t Pieper, and Glenn Peterson with Richard L. Davis joining them at 10:00 P.M. Also present City Attorney Mary Smith, City Clerk $ Treasurer, Beulah Johnson with Rod Clifford covering for Rexburg Standard ~ Journal. RE: MINUTES Minutes of the February 3, 1971 meeting were read. Motioned by Glenn Peterson, seconded by Albert Pieper that they be approved, unanimously carried RE: APPROVAL OF HOUSING COMPLEX FOR Dick Saxton It was motioned by Barton Jensen that approval be given to a Housing Complex for Dick Saxton, subject to approval by the Planning Board. A chain link, fence would be satisfactory if provisions are made to shield neighbors froitl car lights. Seconded by Dick Davis. The proposal would encourage co-ope of sub-divided areas, local culverts, drains, etc., on county roadbeds, revenue- sharing, and joint use and flood-control measures. It was decided to have proposal and make recommendations, also for Clayter proposal. City-County efforts: in <# ration on zoning, review providing ground cover of district equipment Mary Smtih study the Forsgren to study the IRE: POSSIBILITY OF REVISING CITY'S BEER LICENSE ORDINANCE I~~I Mayor Shirley asked for discussion of the possibility of revising or re- writing the city's beer license ordinance to ban beer sales in certain areas of the city. It was agreed to have a committee appointed by the Mayor explore the situation and report back at a later date. REXBURG CIVIC CLUB MEMBERS MET WITH COUNCIL Attending the council meeting were theee members of the Rexburg Civic Club, Mrs. Ralph Sommers, Mrs. Harlo Rigby, and Mrs. Clont Hoopes.. They discussed ' ~ with the council, ways of cleaning up vacant lots and plans to co-operate with the Chamber of Commerce for Clean up,Paint up, Fix up Week later .this ~ spring. The Mayor told the Club delegation he would issue a declaration w` setti~ aside =~ n o :fi clean up day. Plans include involving students, civic organiza~i~on bcu~s~nessmen, and private citizens. Vacant lots and old horses were discussed, Glenn Peterson is to check with officials and the firemen about using the burning of these as training for the firemen. The City would contact the property owners about a charge for maintenance of their property. It was decided to check with the local stores about selling theplastic garbage can liners at cost price during the clean up period, the Civic Club agreed to do this.. Also they as~C permission to put a flag pole in the grass at Main and Second East. The Council agreed that it would be acceptable. The Mayor told the Civic Club he was happy to have them attend and appreciated their interest and help. IRE? DISCUSSION ON CHANGE OF INSURANCE POLICIES There was a discussion on the change of Insurance Policies which carried no special provision for medicare. It :was motioned by Albert Pieper that the City pay the first deductable on hospital medicare. This is a policy we intend to follow with all employees over 65. Seconded by Ruth Smith. HANCOCK REPORTS ON A MEETING WITH RICKS COLLEGE HOUSING OFFICIALS !~ 1 J. D. Hancock, assistant City Attorney reported on a meeting with Ricks College Housing Officials; City inspection of student housing was proposed. , He presented letters from various intermountain cities who take no part in student housing inspection. The council agreed the city is responsible only fire, safety, and sanitation inspection and cannot attempt to regulate housing. It was decided to have another meeting with the College on Wednesday February 24th, 1971. Also a discussion was held on student off-street parking. Tabled. PLANNING BOARD MINUTES READ The Planning Board minutes were read, plans for Don Johnson's Mansard Village were discussed and tentatively approved with the correlation of the Master Street Plan and further development in that area. Meeting of the City Council of the City of Rexburg, Madison County, Idaho, was held Wednesday, February 24, 1971, at City Hall, at 7:30 P.M. Present and presiding: Mayor Henry Shirley Council members present: Glenn Peterson, Wendell Ritchie, Barton Jensen and Ruth Smith. Absent; Richard L. Davis, Beulah Johnson. Albert Pieper, also City Clerk RE: MEETING IN BOISE FOR MAYORS i~4ayor Shirley stated that there was a meeting in Boise, Idaho which he planned to attend on Tuesday, March 9, 1971. The meeting was for Mayors on transportion. RE: A. W. I~4iller ~ H.L. Isaksen from the College met with the Council Mr. A. W. Miller and H. L. Isaksen from. the Ricks College housing, rnet with the Council to discuss their problems of student housing and ask for help in solving safety standards in the off campus housing, and also sanitation rec{uirements. They presented copies to all present, a tentative plan for a .housing contract, for the students. After a discussion, Attorney Hancock suggested the proper wording to be placed in place of several areas which he felt would so involve the City of Rexburg beyond their jurisdiction. Glenn Peterson is to make a further study Inspections will be made according to College Housing request. RE: DISCUSSION ON THE MAGISTRATE AND COURT There. was a discussion on the magistrate and court. The Mayor instructed J. D.
