Church property, a1si3 the arr`~rigement of .the of the Neville and Bagley lots. The matter was discussed. A- copy of a plat of the proposed locations of the lots and streets was presented by Mr. Fors- gren. It was moved by Richard Davis that the Mayor and Chaiman of the Plann- ing Board be empowered to sign said plat and that any future. development of .this area be made to conform to this basic lay-out unless otherwise approved by the Council. Seconded by Albert Pieper and unanimously carried. The Planning Board unanimously joined in the carrying of the motion. The Mayor directed that the plot be attached to the minutes. Mr. Forsgren stated that the County was now working on 7th South and suggested that someone from the City and College should meet with the County and ask them to build the street 80 feet wide and to extend the road to 3rd West; that some of the street is in the City and the street should be constructed and extended for the benefit of a11. The Mayor asked Albert Pieper to take this assignment and he accep- ted. RE: DISCUSSED NEW FORM - PERTAINING TO HAVING CITY CLERK COLLECT ALL FEES FROM CONTRACTORS Blair Mnnwering and Larry Perkins suggested that the contractros had a very difficult time finding the various inspectors to approve their plans; that ,~ they had prepared a new statement, making the Clerk responsible for collecting all of the fees, and that the permit would not be issued until approved by the Council and the fees paid; than this would require coordination of all inspectors and put it under the Council. They presented a proposed new farm. The matter was discussed- the application would be presented to the Clerk and she would give copies to the varinus inspectors to fill out which would be returned by them to the Clerk. The Mayor said he would secure copies of the new form and give them to each councilman and the matter would be considered at a subsequent meeting. IRE: BUILDING REPORT Building Permits with corresponding building value of ~1I,200 and $30.00 permit fee, charged for the month. There being no further business to come before the meeting, on motion duly made, seconded and carried, the meeting adjourned at 11:30. ayor Ci y Cler MINUTES OF THE REGULAR CITY COUNCIL MEETING OF THE CITY OF REXBURG, IDAHO Regular meeting of the City Council of the City of Rexburg, Madison County, Idaho was held January 6, 1971, at 7:30 P.M. at the City Hall, there were present and answering roll call, the following who constituted a quorum: .President: Barton Jensen, presiding in the absence of Mayor Shirley. Albert Pieper, Richard L. Davis, Wendell Ritchie, Glenn Peterson, Ruth Smith. Also present, City Attorney Mary Smith, City Clerk ~ Treasurer, Beulah Johnson, ,--and David B1y, reporter from Rexburg Standard and Journal. RE MINUTES Minutes of November 4th 1970 were read, motioned by Richard Davis and seconded by Wendell Ritchie that minutes be passed. MEETING WITH COUNTY COMMISSIONERS TO GO OVER COURT REFORM President Jensen ask that Richard Davis accompany him to a meeting at the court house to meet with the County Commissioners to go over the court reform, on January 11, 1971 at 10:30. - 1971 BUDGET FOR THE FIRE DEPARTMENT Silas Clements, Gary Owen and Gail Sommers appeared before the Council and presented the budget for the fire department for 1971. Silas reported the need for more man power for both the ambulance and the fire department. }fie also `~ told of a plan used in several communities; whexe they house College :Pu,l~~rit and use them on a standby basis without pay, to assist both departments. The City agreed to discuss the problems with .the county. RE: GERALD TAYLOR AND DALE WALKER MET TO DISCUSS A BILL FOR TAYLOR CHEV. Gerald Taylor and Dale Walker met with the council to discuss a bill pxesen- ted to the Comncil on a 1967 Chev. that had been traded in early spring and the bill was presented several months later. After Murray Ford met with the group and told his feelings on the bill there was a motion made by Richard. L. Davis that the City pay half of the bill, seconded by Ruth Smith, with voting: AYE: Ruth Smith Richard Davis Albert Pieper Barton Jensen ABSTAIN: Glenn Peterson RE: FIRE INSURANCE 1 ~"~ ~, Fire insurance was discussed, it was decided to renew the same insurance and~d add to the existing policies as needed, and the possibility of the airport furnishing their own insurance should be looked into. There was a discussion on the 43o raise in health insurance. The council instructed the Clerk to secure bids and look into other policies. RE: ORDINANCE # S11 AN ORDINANCE OF THE CITY OF REXBURG, IDAHO,. DECLARING INTENT, ADOPTING AND ENACTING THE IDAHO MOTOR VEHICLE LAWS, AS THE LAWS OF THE CITY OF REXBURG, IDAHO, FOR GOVERNING ANDREGULATING THE USE OF ALL STREETS AND PUBLIC THOROUGH- FARES OF THE CITY, PROVIDING THAT THREE COPIES OF THE IDAHO MOTOR VEHICLE LAWS BE ON FILE AT ALL TIMES IN THE OFFICE OF THE CITY CLERK, REPEALING ALL ORDINAN CES IN CONFLICT THEREWITH and FIXING THE EFFECTIVE DATE. RE: REPORT ON PROBLEM AT THE CITY DUMP Wendell Ritchie reported that persons had .been dumping refuse near and on the xoad at the city dump, and the practice cost the city cnnsiderable money and effort to take care of. The county land fill was discussed for the coming year. R OVERTIME .PAY FOR STREET DEPT. Albert Pieper discussed the street department and their overtime pay. He will meet with the crew and make some disposition. BILLS 'Bills from each department were y Dick Davis, seconded by Ruth `RE: BLEACHERS FOR THE PARKS read in the amount of $44,192.59. Motioned Smith, unanimously carried that same be paid. It was motioned by Ruth Smith that two new bleachers be purchased for the parks next year. Seconded by Richard L. Davis.. Unanimously carried. RE: PURCHASE OF BURROUGHS CALCULATOR It was motioned b~r.~Ruth Smith and Seconded, by Glenn Peterson that the City Clerk be allowed to purchase the Burroughs Calculator. Unanimously carried. Also present; City Attorney, Mary Smith, City Clerk and Treasurer, Beulah Johnson. r• MTNUTES The minutes of January 6, 1971 were read, corrected, moved by Glenn Peterson seconded by Richard Davis, that same be passed,unanimously carried. CO. COMMISSIONERS, KENT 3OLLEY, GARY -BALL - AIRPORT-SALARY, MAGISTRATE CLERK ounty Commissioners, Dean Ricks, Leo Smith, Morgan Garner met with the ouncil also Gary Ball representing the Airport Board and Kent Jolley, ounty Attorney. County Commissioner, Dean Ricks ask that the City pay the salary for the new Clerk, which would serve the Magistrate court. After some discussion it was decided to review the situation at a later date, after the new Court feform has been in operation. LETTER FROM J.
