RE: KEN JOLLEX ~ FEDERAL GRANT FOR PARKS
Kent Jolley ask permission to pursue the Fedexal Gxant for Parks in
connection with the Golf Association. Permission was granted.
RE: AIRPORT FUNDING AND THEIR FEDERAL GRANT
Discussion on the airport funding and their federal grant. They
City should fund up to $15,000.00 on the project. Tabled until
made.

[2E: KENT JOLLEY MET REPRESENTING SUNRISE PROPERTIES INC.-
Kent Jolley appeared before the Council as a representative of Sunrise
Properties Inc. a corporation that now owns the corner lot, south of City 1.
Jolley announced that Sunrise Properties had decided to withdraw its offex
to sell the corner lot to the city for the creation of a mini park. Explain-
ing that the corporation felt that this action would be best for the City
and Corporation, as the Corporation had received adverse criticism from seu ;al
pexsons concerning the development of the site into a mini park. He also
ask permission for an easement directly east of the present City Ha11 for.
the development of the property. Motioned by Barton Jensen, seconded by
Glenn Peterson, unanimously carried, that an easement be given the Sunrise `~"',
Properties for future developement. Details to be presented by Mary Smith
and Kent Jolley at a later date.

MEETING OF THE CITY OF REXBURG, IDAHO
Regular meeting of the city council of the City of Rexburg, Madison County,
Idaho was held Wednesday, December 2, 1970, at the City Hall.
Present and Presiding: Mayor Henry Shirley
Council Present: Glenn Peterson, Richard L. Davis, Albert Pieper,
Barton Jensen, Ruth Smith.
Absent: Wendell Ritchie
Also Present: City Clerk ~ Treasurer, Beulah Johnson, Lynn Williams

Minutes of November 18, 1970 were read and corrected. Motioned by Barton
Jensen, seconded by Glenn Feterson and unanimously carried.
MARION NELSON - PLANS FOR PROPOSED HOUSING ON HIS PROFERTY
Marion Nelson met with the Council and presented tenativly plans for proposed
housing on his property. The Mayor advised him to meet with the planning
board and proceed from their decision, through the proper channels.
2E: GARY BALL AND ART PORTER FROM AIRPORT BOARD MET WITH THE COUNCIL
Gary Ball and Art Porter representing .the Airport Board met with the Council
and presented the proposed airport expansion project, in conjunction with
the county, state and federal government, participating. The project would
include extending the runway ti~:4800 feet, at this time, which would accommo-
date larger planes. They explained that the improvements were necessary for
safety and future expansion of our City. They explained that the improve:.:
menu would give Rexburg the maj~~r ai.rpox't north of Idaho Falls, serving the

Upper Snake River Valley. The airport is one of the busiest small fields in
Idaho. It was motioned by Albert Pieper that the Cxty o£ Rexburg cammit tha
city to the $15,000.00, #1 Contingent upon approval of the government airport
project in 1971, #2 Purchase Archibald's property, north of the present
airport for $2000.00 regardless of government approval of airport project.
Seconded by Richard L. Davis, unanimously carried.
:E: STREET SUPERINTENDENT MET WITH COUNCIL
Allen Winters, street superintendent, and his assistant Dan Moulton, met with.;
the council to discuss equipment needed by the department in the next few
years. Giving a new one ton truck, first priority,; sidewalk plow needs were
discussed, street patching equipment, and street'sweeper,; with the immediate
need for tractor cab for protection for a man in the cold weather, which Mr.
Winters was going to look into.
Mayor Shirley complimented the street depattment on the efficient joy they
had done on the junk car round-up in the city limits, stating that they were
very happy with the job that had been accomplished.

Gentlemen:
November 25, 1970
David Melendez purchased from me a certain lot situated in Rexburg, Idaho, for
the purpose of locating a trailer thereon. He caused to be installed sewer
line, gas line and land fill. He was advised that because of the zoning
ordinance, he would be unable to place a trailer on the lot and therefore he
returned the lot to me.
The installation of the sewer, and gas lines and land fill are an improvement
to the lot. It is my understanding that these items have not been paid and
xe in a total amount of $717.89. A copy of the bills are attached to this
etter.
am informed that because of the misunderstanding regarding the zoning or-
dinance, the City is going to pay this expense. I hereby agree with the City
that when I sell this lot or use the lot, I will pay the City of Rexburg
said $717.89. However, in the event it is impossible to use the sewer, and
gas line as installed for the use of a trailer, these bills will be reduced
in proportion to the amount of these installations that I can use and I will
pay the City of Rexburg the remainder.

EMPLOYEE'S CHRISTMAS. PARTY
he City's Employee Christmas party was postponed until December 14th.
AYNETTE'S REQUEST FOR PARKING STALL
Waynette's Flowex shop request for parking stall was denied, at this time,
to see if something couldn't be worked out for his delivery from a reserved si€
sign on the xear door.
MAX BRINTON'S REQUEST FOR BLACK TOP
Max Brinton's requested that he be allowed to black top the siewalk area at
Camelot Center and Circle K. Store.
It was motioned by Richard L. Davis, seconded by Barton Jensen, that that the
city adopt the policy that no sidewalks could be constructed in Rexburg of
asphalt. All must be of concrete. Unanimously carried.

make a resolution to adapt the State Of Idaho Standard Approach Cade
CERTIFICATION
Under authority vested in the Idaho Board of Highway Directors by Section
40-120 Idaho Code, the regulations and standards shown herein have been de-
veloped to govern the construction of approaches to State Highways.'
It is certified that the "Standard Approach Policies" have been reviewed
and approved. I hereby declare it adopted by the Idaho Department of High-
ways as the official policy for a uniform system of permits to use right of
way. The provisions contained in this policy shall supersede all standards
and procedures established heretofore..

E: GORDON SMITH RETURNED VOID PERMIT
Gordon Smith returned his refund on the void permit issued last April 1970.
The City Clerk was advised to ea11 Gordon and have him re-apply for the
permit and have it go through the planning board, as this permit was voided
and the expiration time was six months.
E: .BEER LICENSES PASSED -`
Beer license applications were presented for Rexburg Food Center and Ralph
Sommers Texaco. Motioned by Barton Jensen and Seconded by Glenn Peterson that
they be approved. Unanimously carried.
E: MOTION TO ORDER TREES FOR CITY
.Motioned by Ruth Smith .that the City place the order for Fifty (50) Mountain
Ash Trees. Seconded by Albert Pieper. Unanimously carried. These are to
be planted in the areas provided on Main Street next spring.
E: BUILDING PERMITS
Building permits with corresponding building value of $57,000 and $97.00
permit fee charged for the month.
E: REPORT PROM J. D. HANCOCK
J. D. Hancock explained to the council the five court cases in which he had
represented the city, winning four and losing one. Also he ask the city if'
they would care to join in the court suit which the attorney general would
be representing the state in the over charge on asphalt, which would mean a
possible rebate on past asphalt charges. He was advised to inquire into the
situation and report back.
E: BILLS
Bills in the amount of $17,822.38 were read. Motioned by Barton Jensen,
Seconded by Ruth Smith that the bills be paid. Motion carried.
