Regular meeting of the City Council of the City of Rexburg, Madison County,
Idaho, was held Wednesday November 18, 1970, at the City Ha11.

2E CHRISTMAS PARTY FOR CITY EMPLOYEES
~~ Discussion on Christmas party for all city employees" December 7, 1970 at
Shirley's Drive Inn. Ruth Smith was appointed chairman for the event. Council
men will serve the employees and their families .food, with gifts given to the
children.
2E: REPORTS FROM MAYOR SHIRLEY
Mayor Shirley reported the progress made on the junk car roundup.
A delegation from the College Studentbody officers petitioned .for the decorat-`
ions to be .extended up College Ave. from Main Street. They had collected
$250.00 and°they~~ shed to d+~ ate it to the City for such, and that several
college boy~,~. si e i Electric in installing the decorations. Mayor ,
Shirley adi~ised e 1" atio p talk to the Chamber of Commerce to solicit
their cooperation. _
ARKING STALL ON COLLEGE AVE FOR WAYNETTES SHOP
ayor Shirley read a letter from Wayne Allen, representing Waynettes s}iop on
College Ave., asking for parking stall for the shop. Albert Pieper was
instructed to investigate their problem and report back his findings, as to
the needs for the parking space.
E: BEER LICENSES
Beer license applications were presented for Frank Daniels stores 1 ~ 2
Johnson's Grocery and Circle K. It was motioned by Glenn Peterson, Seconded
by Barton Jensen that they be issued, and unanimously carried.
~E: ANDERSON PHOTO COMPLAINT ON SIDEWALK PROJECT
Anderson Photo placed a complaint again, on sidewalk project, as to the
section of sidewalk adjacent to there building not being sealed off and the
cold air and moisture ruining there films. The Mayor instructed Richard Davis
to take care of it.
DAVID MELENDEZ - BILLS AGAINST PROPERTY ON FIFTH WEST
David Melendez ask Mary to present the bills he had against the property on
fifth West, where the City had denied his trailer permit after being issued.
The Mayor and Councilman Davis are to investigate the situation.
AR MICKELSEN - PERMISSION TO DIVIDE BLOCK 8 IN POWELL ADDITION
ar Mickelsen ask permission to have the block 8 in Powell Addition divided
into assessments as to the lot, in district #18. Permission was granted if
he pay the costs, for the plot and the segregation.
. RAY PAYNE, REX ERICKSON, DEVON BRATSMAN FROM REXBURG GOLF ASSOC.
Ray Payne, Rex Erickson, and Devon Bratsman from the Rexburg Golf Association,
appeared before the Council to discuss management difficulties at the City
Course, and the need for hireing a pro who will take over all responsibilities,
which have been handled by the Golf President for the past 15 years. It was
motioned by Barton Jensen, seconded by Glenn Peterson that the City allow

Kent Jolley ask permission to pursue the Federal Grant for Parks in

RE: KENT JOLLEY MET REPRESENTING SUNRISE PROPERTIES INC.
Kent Jolley appeared before the Council as a representative of Sunrise
Properties Inc. a corporation that now owns the corner lot, south of City 1.
Jolley announced that Sunrise Properties had decided to withdraw its offer
to sell the corner lot to the city for. the creation of a mini park. Explain-
ing that the corporation felt that this action would be .best for the City
and Corporation, as the Corporation had received adverse criticism from set al
persons concerning the development of the site into a mini nark. He also
ask permission for an easement directly east of the present-City Hall for
the development of the property. Motioned by Barton Jensen, seconded by
Glenn Peterson, unanimously carried, that an easement be given the Sunrise `<`'
Broperties for future developement. Details to be presented by Mary Smith
and Kent Jolley at a later date.
2E: DISCUSSION ON ESTABLISHING THE ALLEY ON COLLEGE AVE.
Albert Pieper led the discussion on establishing the alley on College Ave.

Present and Presiding: Mayor Henry Shirley
Council Present: Glenn Peterson, Richard L. Davis, Albert Pieper,
Barton Jensen, Ruth Smith.
Absent: Wendell Ritchie
Also Present: City Clerk F Treasurer, Beulah Johnson, Lynn Williams
Standard ~ Journal Reporter, J. D. Hancock, Assistant City Attorney, in the
absence of Mary Smith.

Minutes of November 18, 1970 were read and corrected. Motioned by Barton
Jensen, seconded by Glenn Peterson and unanimously carried,
MARION NELSON - PLANS FOR PROPOSED HOUSING ON HIS PROPERTY
Marion Nelson met with the Council and presented tenativly plans for proposed
housing on his property. The Mayor advised him to meet with the planning
board and proceed from their decision, through the proper channels.
2E: GARY BALL AND ART PORTER FROM AIRPORT BOARD MET WITH THE COUNCIL
Gary Ball and Art Porter representing .the Airport Board met with the Council
and presented the proposed airport expansion project, in conjunction with
the county, state and federal government, participating. The project would
include extending the runway t~:4800 feet, at this time, which would accommo-
date larger planes. They explained that the improvements were necessary for
safety and future expansion of our City. They explained that the improve.
