Barton Jensen, Richard Davis, Albert Pieper, Ruth Smith, W Wendell Ritchie, and Glenn Feterson. Also present City Attorney Mary Smith. In'the excused absence of City Clerk, Beulah Johnson, the Mayor asked Mary Smith to take the minutes. MINUTES Minutes of the regular meeting held October 21, 1970, were read and on motion of Glen Peterson, seconded by Barton Jensen, the same were unanimously appro- ved. RE,;,~ WARNING TICKETS FOR PARKING ON THE SIDEWALKS AND. IN DRIVEIVAYS ~; ..The Mayor reported that the Police Department had just received the warning tickets for parking on the sidewalks and in driveways and. that the campaign to curb this practice had been started. :~~ , ~E: TRAILER DESIGNATED AS "PETERSON'S CARPET HOUSE" Albert Pieper reported that he had advised the Petersons that their trailer designated as "Peterson's Carpet House" could not be parked on Main Street and. that they had agreed to move it. ~E . JUNK CARS The Mayor reported that he had received several calls on junk cars. The matter of junk cars was discussed. ~RE: PLACING MAIL DROP BETWEEN POST OFFICE AND FIRE DEPARTMENT BLDG. The Mayor reported that drop be placed between that this had been done RE. REPORT one of the City employees had suggested that the mail the. Post Office and Fire Department Bldg. on the curb; an~~ was better traffic wise. ON AIRPORT BOARD MEETING The Mayor reported that the Airport Board was meeting faith the Federal Aviation Authorities in a few days for final approval of the airport improve- ments; that the airspace had been cleared; that Gary Ball wanted him to appoint a member of the Council to meet with the Airport Board and that since most of the City's contact with the board was financial, he had asked Barton Jensen, the Finance Chairman, to meet with the Board. The Mayor also reported that the City had received one application for beer license. It was decided to hold the application until more had been received to be acted upon. ARE: GOODSELLS TRAILER IN TAYLOR ADDITION The Mayor reported that the Goodsells in the Taylor Addition had been given ~~,rmission to keep theix trailer there until Nov. 19, 1970. The matter was .discussed. It was reported that he was building a house in the Taylor Addition and would like to live in his trailer until the house was completed. .The Council decided that he must secure the written permission of all of his neighbors before asking the Council for permission to leave the trailer ,,~ thereafter November 1~9~th. BA N JENSEN HAS STARTED ~1VORK ON THE BUDGET Barton Jensen reported that he had started to work on the budget and had asked the Auditor, Merrill Rudd, to commence working on it by January 10, 1971. Also, that he had asked each department head to come in as soon as possible k with. a detailed estimate of their requirements for 1971; that he was going to have -one or more department heads attend each meeting to go over such II departments estimated needs. Mr. Jensen also reported that the Police Depart- ment had purchased eight or ten new tires and felt that they had made quite a saving by calling for bids. He further reported that he had the purchasing' order blanks and request order blanks and that the Council could explain them to the Department Heads as they came in. The matter was discussed. The Mayor asked Mr. Jensen to assur ths~T''esp'on~~ibility 5~ CONSTRUCTION PROJECT BILLS Mr. Jensen read the construction project bills in the tots.l amount oC $12,919.32 and moved payment of the same, Seconded and carried. INTERIM FINANCING IN IMPROVEMENT DISTRICT N0. 19 The Mayor reported that the City needed interim financing in Improvement :District No. 19 in excess of $50,000.00 the Council authorized and directed him to make the necessary arrangements with the First Security Bank. COMPLETION OF CONSTRUCTION IN CONNECTION WITH IMPROVEMENT DISTRICT NO. L8 Richard. Davis brought up the matter of the completion of construction in connection with Improvement District No. 18. The matter was discussed. H also reported that a 4 inch water line was being extended to the Twin Pine Housing Project and should be completed as of today. Mr. Davis reported that Mr. Armstrong had been in the hospital and he had not been able to complete his investigation of connections on 5th West, and would continue his inves-~ ' tigation. 1 REPORT ON DUMP GROUND CONDITIONS Mr. Davis reported that the dump was getting worse. The matter was discusse The Mayor reported that he was sure the new County Commissioners were well aware of the condition. The Council was of the opinion that the City residents should not have to pay twice for the new land fill; that. a county levy should be made for that purpose and what the city should not have to male an addition- al levy. Mr. Davis also brought up for discussion the matter of the golf course. BILLS Mr. Davis presented bills in the amount of $666.28 and moved payment of the same. Seconded and carried. PAYMENT FOR THE BROKEN TOILET SEAT AT MANWARING CONST. BLDG. The Mayor brought up the matter of payment for the toilet seat in the Man- waring Construction Building, which had been broken when Jerry Climbed up on it to read the meter. It was moved by Glenn Peterson, seconded and carried that the city pay one-half of the total bill, the total bill being $57.40. CITY FLUSHER READY TO BE DELIVERED Albert Pieper reported that the City Flusher was ready to be delivered. and he had to send someone to Oregon, Illinois, to get it. The matter was dis- cussed. Moved, seconded and carried that Dan 14oulton and his wife be sent to get the flusher, expenses paid. MR. PIEPER INTERESTED IN GETTING A SWEEPER Mr. Pieper reported that he was inteerested in getting a sweeper to sweep the snow off the sidewalks. Mr. Jensen stated that the City owned a half interest in the one the County had. The matter was discussed. Mr. Pieper stated that. a Sweeper could go on the city tractor at a cost of $1100.00 that it was supposed to work in snow up to 6 inches deep but if the snow was drifted in,,~, it would have to be plowed out. Mr. Davis suggested that Mr. Pieper get ` another bid. Mr. Pieper presented bills in the amount of $1332.52 and mov payment of the same. Seconded and carried. RE: BILLS of Ruth Smith moved payment of bills in the amount of $40.65. Seconded and carried. Wendell Ritchie moved payment of bills in the amount of $412.67. Seconded and .carried. Glenn Peterson brought up the matter of the courtesy ticket payment boxes on the meter standards. The matter was discussed. Mr. Peterson presented bills in the amount of $1,198.17 and moved payment the same. Seconded and carried. Total bills in the amount of $69,149.31 were approved and ordered paid on motion made by .Barton Jensen, seconded by Albert Pieper and unanimously carried.
