Bids were as follows: Sunbeam $95.00 Midstate 83.60 + 7.90 for grass catcher Lawn Boy 193.97 + 10.00 " The decision was to buy the sunbeam, as this was the choice of the department. ARE: MR. DAY AND MR. BURBRIDGE - STATE HIGHWAY Mr. Day and Mr. Burbridge from the State Highway met with the council with a tentative agreement on the storm sewer and resurfacing project. It was discussed and studied. Mary ask for additional material included in the agxee-'' meat before it was signed, which was agreed upon. There was also a dis- cussion onthe school signal at West Main and 1st West. They stated the state would furnish conduit to inter-connect traffic signals to make them synchron- ize when they meet the standards of the state. They also told of plans to start construction on the Teton Bridge on the North Highway in the near future. They expressed their appreciation and thanks to the council for the time and consideration . I RE IRE STORM SEWER PROJECT TO START, MONDAY, JULY 6, 1970 CITY ENGINEER CLAYTER FORSGREN REPORTED THAT HARTWELL WOULD BE STARTING THE storm sewer project, Monday, July 6, 1970. That there would be a protest hearing July 28, at 8:00 P,M. on LID #19, and a bid opening at 7:30 the same night. REMODELING FIRE STATION Discussion on remodeling the present fire station. ARE: BID ON YEARLY AUDIT Ruth Smith reported one bid from Corey ~ Hinckley on the yearly audit. cussion and tabled at this time. RE BILLS Dis- Bills in the amount of $28,475.15 were read. Moved by Barton Jensen, secon- ded by Ruth Smith that the bills be paid. Motion carried. Meeting adjourned at 12:00 P.M. ,~ /~ M yo r // ity Cler !; MINUTES OF THE REGULAR CITY COUNCIL MEETING OF THE CITX OF REXBURG, IDAHO Regular meeting of the City Council of the City of Rexburg, Madison County, Idaho, was. held Wednesday, July 15, 1970, at 7:30 in the City Hall. Present and presiding, Mayor Henry Shirley. Council members present, Barton Jensen, Richard L. Davis, Albert Pieper, Wendell Ritchie, Glenn Peterson, and Ruth Smith. Also City Clerk ~ Treas. Beulah Johnson. Absent and excused, City Attorney, Mary Smith. Also present, Don Ellis of KRXK Radio and Mr. B1y of Rexburg Standard and Journal. IRE: IRE: CHAIRMAN OF PLANNING BOARD WAYNE ALLEN RESIGNING Mayor Shirley announced that Wayne Allen, Chairman of the Planning Board was resigning, and the appointment of DeWayne Wilding would replace him. BEER LICENSE FOR THE CIRCLE K. CORP. Glenn Peterson moved that we approve a beer license for the Circle K. Corp. at South 2nd West. Stating he was authorized to pay $100.00 for such, and this was need for the future development of the property directly south of this buildin (Main ~, Center) Tabled until further investigation can be made. Mx. Jolley also informed the council that the City had won their first cour case. That they had had a jury trial against Jack Clark and the decision was in favor of the city. Also that Chet Moulton was going to give a decis- ion in a few days on the airport hearing. ZE: SKIDMORE CONSTRUCTION - MARRIED HOUSING UNIT Mr. Richard Skidmore of Skidmore Construction went over his plans for. an 1$~` ` or 21 unit, for married housing unit. The plans are being studied by Dick Davis. Moved by Barton Jensen that we accept plans, failed for lack of second..: tE: KEN BIRD - LID ASSESSMENT ON REED STREET Ken Bird from Reed Street met with. the council and a discussion was held on the costs of his assessment on the ;new LID for asphalt on that street. Clayter Forsgren explained the process and costs of construction.' Mayor Shirley told Mr. B-ird to come to the protest meeting which is to be held on July 28, 1970. EtE: D.G. TAYLOR MET REGARDING WIDENING SOUTH COLLEGE AVE. D. G. Taylor met with the council regarding South College Ave. Asking to have the street widened. Dick Davis explained to him that the area to get the extra width from had water lines in, and that he would check out the possibilities. [lE: TENNIS COURT AT PORTER PARK Ruth Smith ask for suggestions on fixing the tennis court up at Porter Park. It was suggested that the Rotary Club might. like to have this as a project for''this year, and that'-the city budget this year would not allow us to Par.~eA~S~~ `~ ~~~ ~E : NEED `FOR ACT ION ON ANEW GARBIAGE DUMP Wendell Ritchie told of the need for some action soon on securing a new garbage dump. Mayor Shirley said he would set up a meeting with the County Commissioners and see if they couldn't start something definite. Albert Pieper explained .what had been done to secure hand rails on the new footbridge on West Main:'`~Also the need for waste oil to settle the dust on _. many of the streets that are•not surfaced. tE: FIRE DEPARTMENT NEED TO SECURE GAS FIGHTING EQUIPMENT Glenn Peterson told of the need far the fire department to secure gas fighting equipment. After discussion on the use and need the council gage their approval for the purchase of such foam extinguisher that could effec- tively handle fires involving flamable liquids and gases. tE: STARTING ON WATER LINES ON MAIN STREET Clayter Forsgren ask about starting on the water lines on Main Street as the installation of the Storm Sewer would be completed early .next week. M. at the Council Chambers in the City Hall, being the regular meeting place of said Council, at which meeting there were present and answering roll call, the following, who constituted a c{uorum: Mayor: Henry Shirley Councilmen: Richard Davis Albert Pieper Glenn Peterson Barton Jensen Ruth Smith Wendell Ritchie Absent: None Also Present: Beulah Johnson, City Clerk Mary Smith, City Attorney Clayter Forsgren, City Engineer Thereupon, the following proceedings, among others, were duly had and ~ taken: The City Clerk stated that the invitation for bids for the construction of improvements in Improvement District No. 19 for the Iiurpose of improving and constructing certain streets and alleys, constructing and installing sanitary sewer laterals, constructing and reconstructing curbs, gutters and sidewalks and constructing drainage works incidental to said improvements within said district had been duly published in accordance with the provisions of Ordinance No. 508, and presented the publisher's affidavit of publishing such notice. Thereupon the following proposals were opened and publicly read by the Mayor, to-wit: B. Burgraff Construction Idaho Fa11s, Idaho $200,728.90 Kennaday Paving I Idaho Falls, Idaho $189,827.08 It was then moved by Councilman Albert Pieper, seconded by Councilma~~ ; ichard Davis, and on vote unanimously carried, that the foregoing proposals ~- be referred to Clayter F. Forsgren, City Engineer and that an award of the contract for constructing the improvements in said district be made at a regular meeting of the City Council to be held in the Council Chambers on the 5th day of August, 1970, at the hour of 7:30 o'clock P.M. / ~ / ' J ~ ay°T :.
