RE: ORDINANCE # 505 '~' Ordinance # 505 was read; AN ORDINANCE ENTITLED THE ANNUAL APPROPRIATION ORDINANCE OF THE CITY OF REXBURG, IDAHO, FOR THE FISCAL YEAR 1970,AND APPROPRIATING TO THE SEVERAL DEPARTMENTS, OFFICES AND FUNDS OF THE SAID CITY GOVERNMENT FROM THE REVENUE DERIVED FROM TAXES LEVIED FOR SAID YEAR, AND ALL OTHER SOURCES, SUCH SUMS. AS MAY BE NECESSARY OR DEEMED NECESSARY BY THE MAYOR AND CITY COUNCIL TO DEFRAY THE EXPENSES AND LIABILITIES OF SAID CITY FOR THE FISCAL YEAR 1970. A motion was made by Bar on Jensen and seconded by Ruth Smith to suspend the rules and have said Ordinance placed upon its final passage. The .Mayor ordered the roll call of the Council called, and the roll being called by the City Clerk for the suspension of the rules was as follows: Those voting AYE Richard Davis Albert Pieper ~,~. Barton Jensen Glenn Peterson Ruth Smith Wendell Ritchie Those voting NAY .None The roll being called and all Councilmen present voting "AYE" carried. The Mayor then called for the voting for final passage of the Ordinance, the motion was made by Albert Pieper, seconded by Barton Jensen. The Mayor ordered the roll call of the council called, and the roll being called by the City Clerk for the final passage of the Ordinance was as follows: Those voting AYE Richard Davis Albert Pieper Barton Jensen Glenn Peterson Ruth Smith Wendell Ritchie Those Voting NAY None The roll being called and all councilmen present voting "Aye" carried, the Mayor declared that a majority of all the members of the City Council had voted for the passage of said Ordinance, and that said Ordinance was duly and regularly passed. Mayor Shirley then declared the motion carried. Meeting adjourned at 11:30 P.M. ayor cf~ e~ ,- City Cler MINUTES OF THE REGULAR CITY COUNCIL MEETING OF THE CITY OF REXBURG, IDAHO A regular meeting of the City Council of the City of Rexburg, Madison County, Idaho, was held on Wednesday, April 1, 1970, at the City Hall at ~~ 7;30 P. M. Mayor Henry Shirley was present and presiding. Council members present were Barton Jensen, Richard L. Davis, Glenn Peterson, Albert Pieper, Wendell Ritchie, and Ruth Smith. Also present were City Attorney Mary Smith, City Clerk and Treasurer Beulah Johnson, Errol Genta from Rexburg Standard. RE MINUTES Minutes of March 25, 1970 were read, corrected and Motioned by Albert Pieper seconded by Richard Davis that the minutes be passed. The motion carried. RE: KENNY NORRIS OF THE FIRE DEPARTMENT It was moved by Richard L. Davis that Kenny Norris of the Fire Department have a complete physical, which is to be given by Dr. Rex G. Mabey, and then at that time have a complete re-valuation of his employment with the fire and ambulance department. It was seconded by Ruth Smith. Those voting AYE Richard Davis. Alert Pieper Barton Jensen Glenn Peterson Ruth Smith Wendell Ritchie Those Votin NAY N (l ~: ~ U 2E: EASEMENT - NORTH OF AIRPORT ~ WEST' GATE Mary Smith reported that an easement on the north of the airport had been secured, and .that court proceeding on .procuring .the easement on West Gate were being drafted. 2E: PETITION FOR GORDON SMITH Mayor Shirley. presented a petition for Gordon Smith as follows: TO THE REXBURG CITY PLANNING BOARD AND CITY COUNCIL OF THE CITY OF REXBURG, TDAHO: We, the undersigned .being property owners on the East side of North Fourt East; the side of East Secnnd North, and the North side of East 1st North respectfully petition that the property within this area be zoned as commercial property. It is our opinion that this would promote the most effective and desirable use of this property. It was moved by Barton Jensen that the city would remove old sidewalks upon prior inspection and approval, but that there ~~ would be no funds available for replacement, due to the city's heavy commitment to the vast improvement program in the city. BURKHARDT, PUBLIC HEALTH ENGINEER 24 March 1970 Mayor City of Rexburg Gentlemen: Before the City of Rexburg installed the waste stabilization ponds, several home owners were allowed to connect the sewerage lines from their homes to the city line running to the river. These homes are below the.. connection to the lagoons anal, therefore, continue to run their untreated sewage directly to the river. Since the .City of Rexburg is the owner of this line, the city is responsible for the material which they. allow to pass through. The sewage from these homes should either be treated in the city. lagoons, ar disconnected from the city line and required to treat their own wastes. It would be appreciated if you would take care of this right away, and advise us of your decision on how to solve this problem. If the Department of Health can be of any help, please call on us. OFF STREET AND OVERNIGHT PARKING Discussion on off street parking and overnite parking, to be re-evaluated also parking problem at the Idamont Hotel. ,_~ BLACK TOP FOR PARKING AREA AT THE AIRPORT It was moved by Albert Pieper, seconded by Ruth Smith that the city black top the main parking area at the airport this year, with the cost not to exceed $1500.00 Those voting AYE: Those voting NAY: BUILDING REPORT Barton Jensen Richard L. Years totals are $150,935.00 and $237. RE: GRAY CLAWSON - MONTHLY REPORT Gray Clawson presented his monthly report to the council. He stated the equipment that was needed at this time for him to operate the judges office. He also accepted $200.00 per month as his wage for the duties he performs. RE: BILLS Bills in the amount of $9,244.93 were read, moved by Albert Pieper, secon- ded by Dick Davis that they be paid, unanimously carried. RE: Wl:NI)ELL RITCHIE - TREES AT CITY DUMP Wendell Ritchie reported that several cottonwood trees had been disposed of by Barricks fxom Ross Covingtons. He was to take some steps to prevent. this from happening again.
